CHAPTER CONSTRUCTION PLANNING SYSTEM av To function effectively and smoothly, all the informat- ion regarding materials shall pass through Material Control Cell. No material shall be issued directly by warehouse to contractors, without prior endorsement by Material Control] Engineer on the MIV. Similarly, all information regarding materials,i.e. offloading sheets/ MRR, MRV, correspondences detailing materials status, OS&D reports, surplus list, stock list of client's store etc. shall pass through Material Control Cell. One copy of material issue and return voucher should come back to Material Control Cell for updation of actual quantities issued to agencies. To discharge the responsibilities outlined in previous para effectively, following documents/information should come to Material Control Cell at the right point of time. The prerequisite for COSMAS is Computerised MTO. For Project where MTO's are not computerised. MTO can be generated at the site using COSMAS Package and drawings available. For control of other materials i.e. tagged items and bulk materials (Steel, Plates, Cement, Electrical & Instrumentation items), manual system shall be used. ontrol for Tagged is The Material Control Engineer, should first list out all the Tagged items in a format alongwith its accessories. Information should be listed disciplinewise/groupwise i.e. Drums/Vessel, column, Exchangers, Mechanical items, package items, Electrical items, Instrumentation items etc. Static information like description, P.O. No., CDD, Vendor Name, etc. should be updated as and when information are received. Dynamic part of format are the expected date cf ex-work release/actual release, RR/LR/Air way Bill no. receipt status and issue status. Pumps motors, Control for Bulk Materials control groups. a) Piping Bulk Materials b) Other Bulk Materials ~ for Bulk Materials can be sub-divided into two a) Piping & Steel Strl. Bulk Materials: The computerised Bulk Material Control Package Cosmas is described in section 5. here computerised Package is not available Viformat 4.5.3.2/1 shall be used for Piping & Struc- tural Steel Bulk Materials Control. This format shall be filled up by H.O. Material control Group (to the extent informations are available) and shall be forwarded to site. Subsequent updation for both H art and site transactions shall be taken care by site material control engineer. A manual format attached in appendix 4.5.3.2/2 for control of cement. The format can be suitably modified to suit a particular nature of project. With material documents, at the early stage of the project, material control engineer shall start filling up this format. The updation of informa- tion in the format shall be in a regular and routine basis and shall be incorporated as and when it is available. The format shall be ready with all information upto Delivery Status at the time when Agencies mobilize at site. 4.6 ui: ONTRO. 4.6.1 INTRODUCTION Keeping record of receipt issue accounting of documents received at site, maintenance of technical library etc. is carried out by a draftsman/junior draftsman report- ing to Planning Incharge at site. RCM assigns a person from construction role, who carried out above works alongwith other works like maintenance of Construction Photo Album, Slides, Charts, Control Room and other miscellaneous works under the instruction and guidance of Planning Incharge at site. The various documents that are received at site from Head Office, vendors, at site are : Type of Document. Source a) Drawings (Study, Sketches, AFC etc.) H.0. b) Vendor drawings H.0./vendor c) MR, TOI, PO, PR H.O./Client a) Operation Manuals (For Mechanical H.O./Vendor/ egpt., Instruments Package etc.) ware house/ client e) Final documents for egpt., mech. = do - items, packages, electrical and instrumentation orders. f) EIL Specs., ASME Codes, ISI Codes, H.O./Direct etc. Purchase from site. g) Documents Generated at site for site EIL site Tenders, Co-ordination drgs. etc. ENGINEERS INDIA LIMITED : PAGE NO. & NEW DELHI PLANNING MANUAL 178 CHAPTER 4.6.2.1 4.6.2.2 CONSTRUCTION PLANNING SYSTEM v 4.6.2 RECORD KEEPING PROCEDURE A Manual system of record keeping procedure is recommended and detail out below as a guideline. Separate register (or file) shall be opened for mainte- nance of record for each of following group of docu- ments: a) H.O. Drawings and Drawings generated at site. b) Vendor drawings, operation manuals and final vendor documents. c) MR, TOI, PO & PR. a) Specs., Codes and Standards. H.O. Drawings and Drawings prepared at site From input documents i.e. Drawing Schedule, Drawings lists, HOST reports (received from Head Office), Disciplinewise drawings list shall be prepared. Discipline here refers to drawing generating department like General Civil, structural, Piping etc. As and when drawings are recd., ‘Date of receiving’ the draw- ing shall be posted under the proper revision, no. column and first three columns shall be highlighted. These drawings are further issued to various agencies/contractors, construction groups, reference/ record etc. enclosed in a letter. The ‘Letter No.' shall also be posted in issue details columns. The reference/record copy shall be kept well labelled with category of drawings. The record copy shall be marked VOID and replaced with latest revision when next revision of same drawing is received. One copy of all VOID record drawing shall be kept in a separate cup- board till the end of the project for reference. All the drawings shall be either destroyed or handed over to client at the end of the project. Vendor Drawings, Operating Manual and Final Vendor Documents Record for these documents shall also be maintained in a similar way as discussed in section 4.6.2.1. The only difference being that disciplinewise, orderwise record shall be maintained. Sufficient space for each order shall be kept free for accommodating future records. In case vendor document Index is available at the begin- ning, space for each order can be judiciously fixed. Normally, these are not issued to contractors except few, viz. Instru- mentation PR which are needed for calibration etc. Fron MCS report/material status report, disciplinewise, orderwise, PO list shall be prepared. Receipt date for each documents i.e. MR, TOI, PO, PR changed order, Revised PR, Issue details etc. shall be maintained over Record copy or letter date shall be posted in "Issue details’ column. Separate files each PO shall be maintained. All MR, TOI, PO, PR, Changed Order Revised PR etc. for a particular order should be in this file,besides correspondence regarding the order i.e. Expediting report, Interim release notes, etc. Each file shall be properly labelled and kept in filing cabinet as per ascending order or Purchase Order no. Once in a month, list of outstanding documents shall be sent to H.0. as an expediting action for receipt of documents. Without P.O. and P.R. items received at warehouse can not be inspected and MRR can not be released. 8 cs. s_and Standards These documents shall be kept in library. These documents are mainly purchased from site or shifted from H.O. Library and hence auditable. The documents mainly available in library are following codes and standards: API (American Petroleum Institute) ASTM (American Society for Testing and Material) c) ANSI (American National Standard Institute) ASME (American Society of Mechanical Engineers) e) BS (British Standard) f) IS (Indian standard)/BIS Publication (Bureau of Indian Standard) g) DIN h) EIL Standards Books, etc. Accessories no. should be posted on each document and records should be properly maintained in a ledger giving all details like, value of book, year of publi- cation, no. of copies available and issue details. MISCELLANEOUS WORKS The work normally covered here are maintenance of Construction Progress Photographs, slides after review is over etc. Once in a month construction progress photographs shall be taken. Photographs for all heavy and critical erection sequence shall be taken. One set of construc- tion photographs shall be sent to GM (Project) /Project Manager and another set should be maintained in album at site. Below every photograph date and details should also be written. Datewise slides with its brief details shall be main- tained in a register. Every slide shall be given a control number for locating it in future. It is always preferable to keep one set of photocopy of each slides ina file for each reference. GUIDELINE FOR CONTROL ROOM DISPLAY INTRODUCTION In_every construction site a control room shall be maintained and charts, figures, information etc. shall be displayed. These displays provided in the control room are prepared and updated by Planning Cell at site. Initially these shall be prepared with the help of Head Office Planning Engineers and subsequently when suffi- cient information are available, further displays shall be prepared with the help of Construction Engineers. The Objectives of Control Room are: a) To provide information at_a glance to visitors.’ b) To support Construction Management decisions. ¢) To create avareness amongst Construction staff. a) To diagnose the Project health. Appendix 5.4.5.1/1) METHODOLOGY OF DISPLAY The system of display directly dependent on the budget available & availability of Modern Display System available in local market. The common way of display are: a) The display panels made of soft wooden boards and fixed on walls of Control Room. The charts shall be prepared on white drawing sheets and are fixed up on the boards with pins. Display boards with magnetic alphabets and figures ready made available in market.
