Study shows benefits of early learning program extend through grade school:
Participants had higher passing rates on fifth grade reading and math tests
OLYMPIA Higher test scores in reading and math are the result of childrens
participation in an early learning program, according to a recently completed report to
the state legislature.
Children who participated in Washingtons Early Childhood Education and Assistance
Program (ECEAP) between the ages of three and four showed a 7% higher passing
rate on the fifth grade 2013 state reading test and 6% higher passing rate on the fifth
grade 2013 state math test than comparable non-participants, according to report from
the Washington State Institute for Public Policy (WSIPP). In addition, the effect of
ECEAP on Washington students test scores is nearly twice the average effect of early
childhood education programs in other states.
These kids are outperforming their peers five or six years after their last participation in
ECEAP, said Department pf Early Learning Director Dr. Bette Hyde. This appears to
dispel the myth of fadeout, or diminishing impact of early learning on a student.
Since 1985, ECEAP has focused on the well-being of the whole child by providing
comprehensive nutrition, health, education and family support services. ECEAP reaches
3- and 4-year-old children most in need of these foundations for learning. The program
design is aligned with the nationally researched programs that have shown exceptional
returns on investment.
Children are eligible for ECEAP in their two years before kindergarten if they are from
families with annual income at or below 110 percent of federal poverty level ($26,235 for
a family of four), qualify for school district special education services, have
developmental or environmental risk factors that could affect school success, or are
involved in the child welfare system. Eligible children must be at least three, but less
than five, years old by August 31 of the school year that they enroll.
The 2013 Legislature directed the WSIPP to conduct a comprehensive outcome
evaluation and return on investment analysis of the ECEAP program. WSIPP delivered
that study this week. They were not able to fully evaluate the return on investment as
the children have not yet graduated from high school.
WSIPP identified a group of children who were born between September 1999 and
August 2004, received Basic Food benefits when they were three- or four-years old, and
subsequently attended Washington State public schools. Some of these children
attended ECEAP (the program group) and others did not (the comparison group).
The legislature has committed to fully funding ECEAP so that it is available to all
eligible kids by school year 2018-19, Hyde said. Were taking a program thats twice as
good as the national average, improving it, and making it available to everyone that
qualifies.
