THREAT-LETTERS oO 15-064501 On 02/25/15 at about 2029 hrs | responded to 618 E. 36th Ave on a report of a threat. Upon arrival | contacted Rachel A. Dolezal. Rachel is the president of the Spokane NAACP and chair of the Spokane Police Ombudsman's office. At about 1945 hrs Rachel checked the P.O Box for the NAACP at 6325 N. Monroe St Box #18968. Inside was a letter addressed to the "Spokane N.A.A.C.P" with "Attn: President Rachel Dolezal” written on the envelope and highlighted Inside the envelope was a packet with various political news articles. There were also several graphic photographs of black individuals being hanged. There was one page with a photograph of a male and female holding firearms pointed toward the reader. Next to these photos was printed, "No more hesitation.” Rachel took these photographs to be a threat to her. She pointed out one page on which was a photograph of herself. it said mentioned Delbert Belton and continued with it's race based theme. Throughout the packet was written "War Pig" in both handwritten marker and print. On one page read a quote, "WITH OUR FLASH MOB AMMO CLIPS, AND OUR 49NER NECKTIE PARTY ROPES....WE THE PEOPLE WILL TAKE OUR COUNTRY BACK!!!” | asked Rachel if she had recently been having problems with anyone. She told me she hadn't been recently, but had been accosted by various racist groups in the past for her role with the NAACP. She could not think of anyone whom she'd come into contact with that she believed might have sent the packet, Rachel thought the packet with the photographs of individuals holding firearms and various photographs of people being hanged were a direct threat to her. | advised her that | would place the packet on property to be fingerprinted. | gave Rachel a crime victim card with the incident number and my name and number on it, | advised Sgt. Cestrik #528 Approved by: Sgt Zac Stormant #648 On 02/26/2015 at 1402 hours | received a telephone call from Sgt Fertakis. He told me that he had just assigned me a complaint of malicious harassment, and he asked that | see what could be done with a letter that had been sent to the victim. Sgt Fertakis told me that the victim, Rachel Dolezal, was the head of the Spokane Chapter of the NAACP. A threat letter had been sent to her PO Box. | pulled up the CAD report from this incident. The initial call came in at 2010 hours on 02/25/2015. Dolezal called and requested a prow! check of her residence. She advised that she had received mail at her PO Box that day which was “signed war pig with extremely graphic pictures of guns and of comp (complainant).” She was worried that this unknown person would attempt to find her at her house. Dolezal further advised that the pictures included are of lynching and other hate / biased crimes. Ofc Mohandro did respond to Dolezal residence (618 E. 36” Ave) to take the initial report. He did collect the letter that had been sent to the PO Box belonging to the NAACP. This was placed on Spokane Police Property as evidence. There were no suspects, and Dolezal did not know who would send these items to her. ‘A prowl check request was opened up and officers did spend the weekend driving past her residence regularly (SPD #15-64558). No suspicious people were ever contacted in her neighborhood At 1408 hours | did contact Dolezal by telephone. | introduced myself to her and explained that | would be looking into the letter that had been sent to her. Dolezal told me that she became president of the Spokane Chapter of the NAACP on January 1*'of this year. She said tionals - Detective: Redacted - 6/6/20: Page: 20f5 Report #: 15-64501 Detective: B. Cestnik #528 that she has been involved with other similar organizations in Eastem Washington in North Idaho for many years. Because of her involvement in these organizations, Dolezal said that she has been the victim of numerous incidents of hate / bias crimes aver the past five years. She claimed that most of these types of incidents were caused by people affliated with right wing groups in our area, These crimes have been directed at both her and her sons. She has filed numerous police reports as a victim of these crimes. Dolezal told me that she is in charge of picking up mail addressed to the NAACP at their PO Box. Their box is located at the Rosewood Post Office, 6325 N. Monroe. As this location is a long way from her home, she does not check it on a regular basis. Dolezal told me that it had been approximately one week since she had last gone there and checked for mail Dolezal told me that she picked up her mail at the post office at approximately 1930 hours on 02/25/2015. She immediately noticed a letter addressed to “Spokane NAACP". It was a thick letter, and the on the bottom was her name highlighted in yellow. She said that the return address on this letter said only "War Pig’. There was no address associated with it. Dolezal did open the letter. She told me that it was approximately twelve (12) pages in length. She told me that the letter was filled with "pictures from the newspaper and Internet.” There were photographs of her in the letter. She was especially concerned as they were items in the letter which she uses in presentations. She believed that this indicated whoever wrote the letter had watched her speak in person. | asked Dolezal if the letter was hand written. She said that most of the letter was filled with photocopies of items copied of the internet. She did say that there were some handwritten notes on the letter. She specifically recalled seeing the statement, "Still golfing on Wednesdays.” She did not know what this referred to. Dolezal told me that there were references to Shorty Belton in the letter. She said that there was also a photograph of her talking about a sign in front of a business reference this case. | did ask Dolezal if there were any specific threats against her in the letter. She said that there were no written threats, however there were photographs of people holding guns and pointing them at the reader. She said that there were also the words, “No More Hesitation" in the letter. She also said that there were several photographs of African Americans being lynched the letter. Dolezal did admit that these photographs appeared to be the same ones that she uses in her presentations when discussing the history of racism. | asked Dolezal if she had received any suspicious phone calls or noticed anyone unusual following her recently. She said that she had not. | asked her if she has ever met or heard of anyone who goes by the name ‘War Pig’. She told me that she has heard of a group called the War Pigs. Cestnik #528 | asked Dolezal if she could think of anyone who had been to one of her recent speaking ‘engagements that may be responsible for this letter. She told me that she had given a speech at Spokane Community College on January 16” or January 19" of this year. The speech had been titled, “Day of Dialogue — A History of Institutional Racism and Biased Policing.” She claimed that there had been one white male who was “outspoken, borderline attacking me during the discussion period.” She said that this was the only time she had seen this male. She did not know who this person was or how I could locate them. | told Dolezal that | had not yet seen the letter. | asked her if there was anything else in the letter which could help me identify the person who may have sent it. She told me that the one thing she thought was odd was that the letter did not have a date stamp on it. She believed that this would indicate that the letter had been hand-delivered to the post office. | answered as many questions as | could for Dolezal. | did provide her with all of my contact information and asked her to call me if she thought of anything else which may be relevant to this investigation. | did respond to the Spokane Police Property Facility and | collected the letter from property personnel. | did put on a new pair of latex gloves, then | removed the letter from the envelope and placed it on a new sheet of butcher paper. | did take photographs of each page of the letter. | next placed the letter and envelope into a new property envelope, and took it to the Spokane County Forensic Unit. | did turn the letter over to a forensic specialist and asked her to fingerprint the entire envelope and each page. | was told that they would not be able to do this until 03/02/2015. The letter was left with the forensic unit. | did notice that there was no USPS date stamp or barcode on the outside of the envelope. There were two stamps on the top right-hand comer of the envelope. On the top left-hand comer of the envelope were the words “WAR PIG (Ret.)" and the initials "WP" in cursive. Below this was written “STILL GOLFING ON WEDNESDAYS’ and the same initials again. The letter was addressed to “Spokane NAACP" with their PO Box and ZIP Code. Under this was written “ATTN: President Rachel Dolezal”. This last line was highlighted in yellow. There were nine (9) double-sided pages stapled together in the top left-hand corner. The letter consisted of random quotes, photographs from the Internet, news articles, and cartoons, There was very litle handwriting with the exception of “WP”, ‘War Pig (Ret)’, and dates on most of the pages. One page did have the initials "NWO" on it twice. This normally stands for “New World Order’ in right-wing circles. One page featured pictures from an article on a Police Depariment in Florida which used the mug shots of black males for sniper practice. Written next to a picture of a black male with a hole through the photograph was “Hey man, Nice shot". The first page of the letter began with a quote about “communism or socialism’. Under this where two photographs of people holding guns pointed directly out as if at the reader. Above these pictures are the words "no more hesitation." These are pictures pulled directly off the Internet. There is a website called "no more hesitation" which sells targets to train shooting different types of armed individuals. The pictures in the letter are actually shooting targets that can be purchased online. ‘The second page of the letter contains more quotes about socialism and the "New World Order.” There is also a photograph of a large group of white males. There is nothing to indicate what this picture is or where it came from. The third page of the letter is an article from the Internet about US Attorney General Eric Holder. There is also a picture of an assault rifle and the words "come and take it.” The fourth Page is a continuation of the article from page three. At the bottom of the page is a typed quote which says "With our flash mob ammo clips, and 49er necktie party robes... We the people will take our country back!!!” The fifth page of the letter is an article about the NAACP and the Shorty Belton case. The back of this page contains photographs of a sign in front of a restaurant which said “Shorty can't breathe either.” The bottom right-hand corer of the page has a picture of Dolezal which had been published in the Inlander magazine. The seventh page is an article from the Intemet about the state of California issuing driver's licenses to illegal immigrants. The following page has another article about California at the top and a political cartoon from a newspaper at the bottom. The ninth page of the letter is a typed note allegedly from War Pig. The note complains about deputies in Contra Costa County receiving a pay rise while the military suffers cutbacks. It also includes the sentence, "my grandkids certainly won't join the any of the 5 military service branches... TO DIE FOR SUCKER"!!! itn iiitiniii” The tenth page of the letter is an article from the Intemet discussing the “overhaul of military benefit programs.” The next page has a picture of a Navy seal and says, “Did special forces snipers kill Americans after Katrina?” The twelfth page is also pulled directly from the Internet and talks about Chris Kyle. The next two pages have for separate photographs of postcards containing old black and white pictures of lynchings from the 1930s. Next to each photograph is a copy of the back side of each postcard saying what the picture is and when the photograph is taken. There is no writing on any of these pages. The fifteenth page has two pictures and talks about a refinery disaster in Richmond. Again, there is no writing on this page at all. The next page is the aforementioned one with a newspaper headline and photographs of mug shots which were shot by snipers by a Police Department in North Miami Beach, Florida. ‘The final two pages of the letter appeared to come from a magazine or newspaper. They are an article which claims that certain groups are using high-profile events to try to instigate “Race Wars”. tionals - Detective: Redacted - 6/6/20: Page: 5of5 Report #: 15-64501 Detective: B. Cestnik #528 Dolezal is not directly mentioned anywhere in the letter other than in an internet article reference to the Shorty Belton murder. There are no handwritten or typed comments which appear to be directed specifically to her. Everything in the letter can be found on the Internet. There are no direct written or typed threats against her or anyone else at the NAACP. 1am currently awaiting the results of the Forensic Unit's examination of the letter. Doug has been the box clerk at this location for nine years and is very familiar with how this post office is run. Doug told me that he was not allowed to speak directly about any specific mailboxes or clients without a court order. He did say he would be willing to speak with me about policies and procedures about how mail is delivered to PO Boxes at the location. | asked Doug what happens to letters which are mailed to PO boxes at this location. He told me that all letters and packages must first go to a routing station to be sorted and stamped. Every letter and box is date stamped and given a barcode at the sorting station, then sent to the correct post office. | asked about letters which are brought directly to this post office. He said that the exact same thing happens with these letters, even if they are for a PO Box at this location. They are collected here, sent out to be processed, then returned back and put in their respective PO boxes. | asked Doug if there would ever be a letter placed in a PO Box which did not have a date stamp or barcode on it. He said that this would never happen. | asked him if it would be possible for someone to bring in a letter for a specific PO Box and to have it put directly into that box without being sent to the sorting station. He said that this would not occur. He said that every letter that is brought in is put into a gray bin. All letters are then sent to the sorting station. Letters are never placed into PO boxes without the date stamp and barcode. All of the employees know this, and he has never heard of an employee skipping a step and putting letters into boxes without first sending them out to be processed. tionals - Detective: Redacted - 6/6/20: Page: 20f3 Report #: 15-64501 Detective: B. Cestnik #528 | asked Doug if anyone at the post office would ever highlight a letter. He said that they do not do this. Ifa letter has writing or highlighting on it, this would have been done by whoever sent it. As the post office is a federal facility, | was not able to get the names of people who would be involved in sorting and putting mail into PO boxes. This could only be done by a US Postal Inspector. | thanked Doug for his time, then cleared the scene. A short time after | returned to the office, | received a telephone call from Spokane County Forensic Specialist L. Miller. She told me that she had processed the envelope and letter for fingerprints. She had found numerous smudges, but no prints good enough to enter into AFIS There was one partial print, but it was not very good. I told her that Dolezal had admitted opening the letter and looking through it. Miller said that she would pull Dolezat's prints and compare them to the print she had found. | have not heard back from her as of this time | did contact a local US Postal Inspector, Andy (unk last name). He advised that he would be willing to work with me to determine who may have placed the letter into Dolezal's PO Box. He confirmed everything that Doug had told me regarding letters being sent to a PO Box. He confirmed that a letter would not be placed in a PO Box without a date stamp and barcode. The only way this letter could have ended up in this PO Box would be if it was placed there by someone with a key to that box, or if a USPS employee was involved. | asked the Inspector about the possibility of reviewing any surveillance video from the post office. | was interested in video from the lobby and from the employee area of the post office. He told me that they do not have a working surveillance camera at this time. The inspector told me he would call me back the following day to set up a time when we could go to the Rosewood station to speak with employees. | have not heard back from him as of this time. | did contact the Spokane Police Department Crime Analysis Unit. | asked them to research the name “War Pig” and the saying “Still golfing on Wednesdays". | also contacted a detective with the Joint Terrorism Task Force and told him what | had learned up until this point. He also began researching to see what he could find about the above listed people and sayings. | leamed that there are thousands of people and groups who use the name "War Pig’. None of these could be linked to people in the Spokane area. Neither of them was able to find anything reference the saying “Still golfing on Wednesdays.” Both people agreed to check with other databases to see if they could find anything which may help identify the author of the letter. As Division Commander for Investigations he is charged with the overall supervision of the Major Crimes, Sexual Assault, Property Crimes, Drug, Gang Enforcement, and Forensic Units. He supervises Detectives ‘assigned to work crimes such as homicide, burglary, assault, robbery, rape and kidnapping, Captain Goodwin began his law enforcement career 2s @ Cadet in the Spokane County Sheriffs Patrol Division in 1978. Once hired as a Deputy ‘Sheriff, he served as a Uniformed Patrol Officer and a Field Training Officer. He also served for a time with both the Sherif's Drug Unit and Regional Drug Task Force. Captain Goodwin served in the Explosives Disposal Unit as a bomb technician from 1989 to 1998 and was responsible for the handling of improvised explosive devices and commercial explosives. ‘This unit is a combined Spokane County SheriffSpokane Police Department effort, During his tenure there, he eventually assumed responsibility forthe fist level supervision of the unit for the Sheriffs Office From 1998 to 2007 Captain Goodwin was the Sergeant responsible for the Sherif’s Major Crimes Unit. This profile will also be entered into the National DNA Index System (NDIS) of CODIS. Routine, scheduled searches of both the WSP and National CODIS databases will be conducted. If a potentially probative match should occur, a subsequent report will be issued. Evidence 001: Envelope and letter Methods and Observations All DNA extracts were quantified for human and male DNA using the Plexor® HY system. STR DNA. profiles, if reported, were generated using the AmpFISTR® Identifiler® Plus amplification kit. Y-STR DNA profiles, if reported, were generated using the AmpFISTR® Yfiler® amplification kit. A capillary electrophoresis instrument was used to analyze the resulting amplification products. An analytical threshold of 35 relative fluorescence units was utilized. Any statistical calculations for STR profiles were ‘computed by CODIS Popstats. Any statistical calculations for Y-STR profiles were computed using the USS. Y-STR Database (www usystrdatabase.org).
