Parliamentary Procedure guarantees our fundamental speaking rights as members of


an organization. Among those rights are …
1. The right to speak and be heard without interruptions;
2. Every member has the same right to speak as any other member;
3. Only one person can have the floor at one time; and
4. Only one subject shall be dealt with at one time.

That is not quite true!

Motions which are in order when another has the floor (Second not required)
If Urgency Requires it 1. Call a member to order
2. Call for the Orders of the Day
3. Call for Division of Assembly
4. Call for Separate Votes on series of unrelated
resolutions or series of amendments
5. Parliamentary Inquiry
6. Point of Information
7. Point of Order
8. Raise a Question of Privilege
9. Certain Requests
*Give a required Notice on certain motions
*Object to Consideration of a Question

Motions which are in order when another has the floor (Second required)
If Urgency Requires it 1. Appeal
2. Motion to grant maker of motion his own request
* Make motion to Reconsider (not call up)
* Make motion to Reconsider and Enter on the Minutes

Chaotic Un-motions: Unchallengeable demand-like suggestions.


Are not in order when another has the floor (Second not required)
1. Call up a motion to Reconsider
2. Call up a motion to Reconsider and Enter on the
Minutes
** Make a Nomination
** Propose a value for Filling a Blank
