OurbatchofIRSEprobationerswereaskedtoreporttheIRICENon15December2014.
Accordingly,wemadeourreservationsforPune.AsImentionedpreviouslythatweweregiven
firstclasspasstotraveltoPuneforjoiningsowedidntfaceanymajordifficulty.Oncewe
reachedPunerailwaystationtherewasreceptiondeskjustoutsidethestationforwelcomingus.
StafffromIRICENhadarrangedvehiclestotransportustoIRICENhostelwhichisjustadjoining
tomainIRICENbuilding.Onceinside,wewereallottedourhostelrooms.Whenistartedmoving
tomyroom,oneboytookmyluggageandleadmetowardstheroombuttheniinsistedthatiwill
carrytheluggageonmyown.ActuallyhesymbolizedthefailureofIndianStateintermsof
employmentandeducation.Heisinnowayinferiororlesserbeingthaniambutoursocietyis
likesuchwherethereislesstoenvyandmoretopity.
IRICENhostelisthebestamongallcentralizedtraininginstituteshostelsofIndianRailway.
WhenIopenedmyroomitwasequippedwithallthefacilities.Everythingwasinitsplacejust
waitingforus.Internetspeedisjustamazing,ithasmadeeveryonecrazyhere.Railwayprovides
serviceswhicharegenerallynotavailableelsewhere.

themhavebeensenttofieldtraining.Iwasoverwhelmedbytheexperienceherewhichhasbeen
fulfillingtillnow,wehavetoreturnagainherefornextphaseoftraining.Thisistheplacewhere

ScopeofWorkforAEEs
AsapartoftheCES(Roads)cadreoftheRoadswingofMORTH,newlyrecruitedAEEspostedat
theHeadquartersareinvolvedinplanning&monitoringofthenew&ongoingNHprojectsin
thecountry,respectively&scrutinyofproposalsforroad/bridgeworksreceivedfromstates.
ThosepostedatPIUsaredirectlyinvolvedintheexecutionofprojectsrightfromLand
Acquisitiontocompletion.ROs&ELOsoftheministryworkasabridgebetweenthe
Headquarter&StatePWDforbettercoordinationamongthetwoinrespectofproject
implementation.
Apartfromabove,interestedAEEscanalsogotoNHAIondeputationaftercompletionof
probationperiodof2years.
Toimprovethequalityofdeliveryofserviceinwhichwearelaggingbehindduetovarious
knownreasons,Ministryhasbeentakingupresearchworksonemergingtopicsonroadssector
throughCRRI(CentralRoadResearchInstitute)andexistingstandardsandCodes(IRC)arebeing
continuouslyimprovedwithinputsfromactiveandyoungengineers.

1.Theseregulationsarepublishedfortheconvenienceofcandidatesandinordertoenablethem
toascertaintheprobabilityoftheircominguptotherequiredphysicalstandard,the
regulationsarealsointendedtoprovideguidelinestothemedicalexaminersandacandidate
whodoesnotsatisfytheminimumrequirementsprescribedintheregulationscannotbe
declaredFitbythemedicalexaminers.However,whileholdingthatacandidateisnotfit
accordingtothenormslaiddownintheseregulations,itwouldbepermissibleforaMedical
BoardtorecommendtotheGovernmentofIndiaforreasonsspecificallyrecordedinwriting
thathemaybeadmittedtoservicewithoutdisadvantagetoGovernment.
Note:TheMedicalBoardwhileconductingmedicalexaminationofthecandidateswhohave

5.Thecandidateschestwillbemeasuredas

Hewillbemadetostanderectwithhisfeettogetherandtoraisehisarmsoverhishead.Thetape
willbesoadjustedroundthechestthatitsupperedgetouchesthe

onefordistanttheotherfornearvision.Eacheyewillbe
examinedseparately.Thereshallbenolimitformaximumnakedeyevision
butthenakedeyevisionofthecandidatesshallhowever,berecordedbytheMedicalBoardor
othermedicalauthorityineverycaseasitwillfurnishthebasicinformationinregardtothe
conditionsoftheeye.

TheBoardwilluseitsdiscretionregardingBloodPressure.Aroughmethodofcalculating

(ii)Withsubjectover25yearsofagegeneralruleof110plushalftheageseemsquite
satisfactory.

N.B.1.Asageneralruleanysystolicprescription140mmanddiastolicover90mmshouldbe

2.MethodoftakingBloodPressure(II)
Themercurymanometertypeofinstrumentshouldbeusedasarule.Themeasurementshould
notbetakenwithinfifteenminutesofanyexerciseofexcitement.Providedthepatientand
particularlyhisarmisrelaxed,hemaybe
eitherlyingorsitting.Thearmissupportedcomfortablyatthepatientssideinamoreorless
horizontalposition.Thearmshouldbefreefromclothestotheshoulder.Thecuffcompletely
deflated,shouldbeappliedwiththemiddleoftherubberovertheinnersideofthearmandits
loweredgeaninchortwoabovethebendoftheelbow.Thefollowingturnsofclothbandage
shouldspreadevenlyoverthebagtoavoidbulgingduringinflation.Thebrachialarteryislocated
bypalpitationatthebendoftheelbowandthestethoscopeisthenappliedlightly
andcentrallyoveritbelow,butnotincontactwiththecuff.Thecuffisinflatedtoabove200mm.
Hg.andthenslowlydeflated.Thelevelatwhichthecolumnstandwhensoftsuccessivesounds
areheardrepresentstheSystolicPressure.Whenmoreairisallowedtoescapethesoundswill
beheardtoincreaseinintensity.Thelevelatwhichthecolumnwellheardclearsoundschangeto
softmuffledfading
soundsrepresentsthediastolicpressure.Themeasurementsshouldbetakeninafairlybrief
periodoftimeasprolongedpressureofthecuffisirritatingtothepatientandwillvitiatethe
readings.Recheckingifnecessary,shouldbedoneonlyafewminutesaftercompletedeflation
orthecuff.(Sometimesasthecuffisdeflatedsoundsareheardatacertainleveltheymay
disappearaspressure,fallsandreappearatastilllowerlevel.ThisSilentGapmaycause
errorinreading.)
9.Theurine(passedinthepresenceoftheexaminer)shouldbeexaminedandtheresults
recorded.WhenaMedicalBoardfindssugarpresentinacandidatesurinebytheusualchemical
teststheBoardwillproceedwiththe
examinationwithallitsotheraspectsandwillalsospeciallynoteanysignsorsymptoms
suggestiveofdiabetes.IfexceptfortheGlycosuriatheBoardfindsthecandidatesconformstothe
standardsofmedicalfitnessrequiredtheymaypass
thecandidatefitsubjecttotheGlycosuriabeingnondiabeticandtheBoardwillreferthe
casetoaspecifiedspecialistinMedicinewhohashospitalandlaboratoryfacilitiesathis
disposal.TheMedicalspecialistwillcarryoutwhateverexaminations,clinicalandlaboratory
heconsidersnecessaryincludingastandardbloodsugartolerancetestandwillsubmithis
opiniontotheMedicalBoarduponwhichtheMedicalBoardwilluseitsfinalopinionfitor
unfit.ThecandidateswillnotberequiredtoappearinpersonbeforetheBoardonthesecond
occasion.Toexcludetheeffectsofmedicationitmaybenecessarytoretaincandidateforseveral
daysinhospitalunderstrictsupervision.

forafitnesscertificatesixweeksafterthedateofconfinementsubjecttotheproductionofa
medicalcertificateoffitnessfromaregisteredmedicalpractitioner.

bedeclaredunfitontheaccountprovidedhe/shehasnoprogressivediseaseintheear.This
provisionisnotapplicableinthecaseofRailwayServices,otherthanIndianRailwayStores
Services,theMilitaryEngineerServices,CentralEngineeringServiceGroupA,Central
EngineeringService(Roads),CentralElectricalEngineeringServiceGroupAandBorder
RoadsEngineeringServiceGroupA.Thefollowingaretheguidelinesforthemedical
examiningauthorityinthisregard:

12.Radiographicexaminationofthechestfordetectinganyabnormalityoftheheartand
lungs,whichmaynotbeapparentbyordinaryphysicalexaminationwill
berestrictedtoonlysuchcandidateswhoaredeclaredfinallysuccessfulattheconcerned
EngineeringServicesExamination.ThedecisionortheChairmanoftheCentralStandingMedical
Board(conductingthemedicalexaminationoftheconcernedcandidate)aboutthefitnessof

Services.ButIavoidednextdayi.e.21stFebandafterthatday,therewastwooffdaysSaturdayand
Sunday.So,IreachedthereonMonday24thFebandhadameetingwithChiefEngineerofHRMwing.
Wehadaverysmalltalkasheonlyaskedaboutmyinterestofdeptt.IhadheardearlierthatDesign
wingisbetterintermsofworkasworkinthatwingistechnicalandinrestofthewings,thereisnon
technicalworkaboutwhichIwilltellyoulater.SoIshowedmyinteresttowardsthiswingasIhad
inclinationtowardstechnicalwork.AndInthatmeeting,healsoaskedwhetherIaminterestedto
prepareforotherexamslikeCivilServices.ButalthoughIhadaninterestbutItoldhimthatnoIam
notpreparingforanyexamsandIwilldevotemywholelifetoCentralWaterCommission.Hesmiled
andtoldmethatifYouwillserveforCWCforyourwholelifethenitwillbegoodforCWCandalso
warnedmethatoncetrainingwillstartyoucantskipthat.Thatwillbecompulsory.Thereasonbehind
hissmilewhatIguessedthatheunderstoodthatIwaslyingaboutmypreparationforanyotherexams.
AsmostpeoplepreferCWCsothattheycangettimeforpreparationofcivilservices.Myreasonbehind
lyingwasthatIthoughtthatwhenIwilltellthemthatIampreparingforanyexam,thentheywill
assignmetougherdepttandmaybethattheywillpostmeoutsideDelhi.ButafterfewdaysIcameto
knowthatallarepostedinRKPuramSewaBhawanDelhionly.SoifuwantpostingoutsideDelhi,
thenyouwillhavetomakesomeeffortandwillhavetopresentthemsomestrongreasonlikeonegirl
wastherefromOrissawhowasmarriedthere,soshewantedtobepostedthere.Asshewasgirland
marriedthere,shegotherpreferredposting.InmyknowledgeIonlyshewaspostedoutsideDelhi.

this,Iwasstunned.AsIhadknowledgethatinCWConewillnotenjoymuchpowerbutnever
imaginedlikethattherewillbenoonetogiveyouaglassofwater.Youwillhavetoarrangeabottleand
youwillhavetofillyourbottlebyyourself.Ifpeonarepresentthere,theyaresostubbornthatunless
youwillnotrequest34timestheyarenotgoingtodoanywork.Mostofthetime,theywillnotbe
presentontheirallocatedplace.Theyusedtogotocanteenandotherplacesandforhours,theyusedto
gossip.Astheyknowthatofficialsdonthavesuchauthoritylikesuspendingthem.Sotheydontcareof

decisionsandIhadareportontribunaldecisionregardingwaterallocation.SoIhadtoverifyactually
allocatedwateragainstsanctionswateraftergoingthroughreports.TherearealsoParliamentary
questionsandRTI.Sowehavetofindanswersofsuchquestionsandhavetoreplyaccordingly.Thisis
thebasicworkwhichisdoneinalmostallthedirectorate.
Thereislibraryandsportscomplexwhereyoucangowheneveryouhavetime.Alsothereiscanteen
facilitywhereyoucanbuydailyusedthings.Canteenisnearbymainbuildingi.e.SewaBhawan.
NowIwanttotellyousomethingaboutaccommodationwhichisreallyproblematicforthecandidatesof
outsideDelhi.YouwillbeallottedGovernmenthostelfacilityonlyafter34yearsofservicesandtype
IVquarterafter89yearsofservice.Thisthingisreallyannoyingforallthepeople.Butasallthe
postingisdoneinDelhionlyandinDelhiGovernmentquartersarelimited,sosuchthingmaybefaced
inotherdepartmentstoolikeCPWDifyouaregettingpostinginDelhi.
BestthinginCWCisthatyouwillgetpostinginDelhionly.Onlyforfourtofiveyears,youwillbe
sentonfieldjob.RestofthetimeinDelhiwhichwillbegoodforyouintermsofstabilitywhichIthink
notinanyotherCentralGovernmentjob.Whenyouwillreachhomeyouwillnothaveanytensionin
yourmindunlikerailways,MESetc.
SothisjobisascoolasitsnameappearsCentralWATERCommission.Ininitialperiod,youwillnot
lovethisjobintermsofauthoritybutinrespectofworkloadyouwillloveitasmostofthetime,you
willtrytofindworktospendyourtime.Soinlongerspan,youaregoingtolovethisjobbecauseofthe
