ေရးထားသည့္အတြက္ အရပ္သားထုအေပၚ က်ဴးလြန္ေသာ
ရာဇ၀တ္မႈကုိ ဆုိလုိသည္မွာ ထင္ရွားသည္။

ထိေတြ႔ဆက္ဆံေရး မူဝါဒကို ၾကိဳဆိုေၾကာင္း သတင္းေထာက္မ်ား၏ အေမးကို
ေျဖၾကားခဲ့သည္ဟု အတူတကြ ရွိေနခဲ့ေသာ အန္အယ္ဒီ ဗဟိုအလုပ္အမႈေဆာင္ႏွင့္

LONDON — The government hailed the release of the deputy leader of Aung
San Suu Kyi's Myanmar opposition party Saturday and urged the junta to allow
all political groups to take part in elections this year.

"I welcome the release of U Tin Oo, who has been under house arrest without
charge since 2003," said Foreign Office minister Ivan Lewis, after the 83-year-
old Tin Oo's current period of detention at his Yangon home expired.
"It is essential that the regime now grant Aung San Suu Kyi's request to meet
with the leadership of the National League for Democracy (NLD) so they can
function as a political party."
Nobel Peace Prize winner Suu Kyi, 64, has been in detention for most of the last
20 years since the ruling junta refused to recognise the NLD's landslide victory
in Myanmar's last elections, in 1990.
The junta has promised the polls in 2010 as part of a so-called roadmap to
democracy, but no date has been set and critics say the plans are simply
designed to entrench the generals' power.
Lewis said that despite Tin Oo's release, "we cannot forget that there remain
over 2,100 political prisoners in Burma", as Myanmar is also known.

"Forthcoming elections will have no credibility without the freedom and
participation of political leaders of all representative groups," he said.
"A political process which excludes them will do nothing to bring about a
sustainable political settlement that could bring peace, stability and prosperity to

Tin Oo invited reporters into his residence after the departure of a police officer.
"He read out the order lifting the house arrest on me and the order also said I
should not be engaged in political activities or create political unrest," Tin Oo
said.
Suu Kyi is also under house arrest and a minister said last month that she would
be released when her latest period of detention ended in November. That would
probably be too late for her to play any part in elections scheduled for this year.
She has appealed against her sentence for security breaches but the minister's
comments suggested the appeal would fail.
Tin Oo, a former army general, was jailed in 2003 for breaking a draconian anti-
subversion law and was transferred to house detention in 2004.
It is waiting for the junta to unveil election laws governing who can take part
and is demanding that 2,100 political prisoners be freed, including Nobel Peace
Prize winner Suu Kyi.
The NLD has threatened to boycott the election, the first in 20 years, because it
believes the constitution passed in 2008 grants too much power to the military,
which has ruled the former British colony for almost half a century.
The regime has yet to set a date for the election, which critics say will create a
weak parliament powerless to counter the heavy influence of the military and its
stooges.

Protests of any kind are unusual in Myanmar, where the junta does not
tolerate dissent.
Workers at the Taiyee shoe factory and the Opal 2 garment factory began
protests on Monday calling for higher daily wages, overtime payments
and several other demands, said an official from the Myanmar Chamber of
Commerce and Industry. The labour action spread to the Kya Lay
garment factory on Tuesday, said the official, who spoke on condition of
anonymity because he was not authorised to release the information.
The workers, mostly women, staged protests outside the factories and
inside a factory compound, where they sat down and refused to work. The
three factories employ a total of about 3,600 workers.
The official said factory owners and Labour Ministry officials were trying to
settle the dispute, and some factories near those on strike had been
closed to prevent the labour agitation from spreading. – AP

Tin Oo, the detained deputy leader of Aung San Suu Kyi's opposition
party, was released on Saturday as the term of his house arrest expired.
The fire started at 7:15 pm and continued for more than two and a half
hours, destroying around 650 shops, according to a Rangoon municipal
official. The market, in Rangoon's Thingangyun Township, had more than
700 shops before the fire broke out. “We still don't know how the fire
started. Since yesterday was a national holiday day, the market was closed,”
the official said.
More than 48 fire engines from different townships in Rangoon came to stop
the fire. According to local residents, police are still deployed around the
market.
There were 89 reported outbreaks of fire in the whole country last month,
many of them in Rangoon Division.
But at the same time, there is a streak of white running down the street—
painted iron barriers to separate pedestrians and sidewalk vendors from
the flow of traffic along the busy road.
It is past 6 pm, and on Maha Bandoola Rd, vendors are trying to position
themselves for what they hope will be a night of brisk sales, using
wooden boxes, plastic chairs and umbrellas to stake their claim to the
best spots on the sidewalk.
At the same time, municipal policemen in their faded blue uniforms are
watching them closely. The vendors, who have been waiting all year for
this opportunity to make a quick profit during the New Year's festivities,
look disappointed by the heavy security presence.
“The New Year is just two days away, but I still haven't recovered my
capital. There have been fewer customers than usual, and they just aren't
buying as much,” she said.
She said she invested around 800,000 kyat (US $800) for her stall,
where she sells a variety of fruits, including durian, oranges and
watermelons. So far, she said, has made just over half that amount and
was worried that she would end up losing money.
“During the New Year's festival last year, I sold 1,700,000 kyat ($1,700)
worth of fruit in three days. But since there has been no festival this year,
I doubt I will be able to break even,” she said.She was not alone. Many
street vendors and shop owners in Chinatown had the same
experience.“Sales are not very good this year,” said a Chinese garment
shop owner. “People can't spend much money.” Another shop owner
selling traditional Chinese souvenirs said that although sales have been
steady, he hasn't been able to sell many high-quality items.
Gold shop owners also said that although they have seen some increase
in sales over the holiday season, it was less than they would normally get
at this time of year.
Some Chinese families said they would not be having any big
celebrations this year because they couldn't afford it.
“We will only get together with our relatives for food and drinks. We
can't organize a big ceremony. We have been like this for about seven
years,” said a Chinese man who owns a pawnshop.
“We are going the other way compared with Indonesia and Singapore,”
he said.So far, Ramos-Horta has not commented on this issue. On Feb. 5,
receiving the credentials of incoming Burmese ambassador Dr U Nyan
Lynn, he called for “free and fair elections” in Burma, as well as the
release of opposition leader Aung San Suu Kyi. The Timorese president
added, however, that he fully “understands the challenges” faced by the
Burmese government in addressing the “armed ethnic groups problems”
in the country. He went on to “hail bilateral relations with Myanmar
[Burma]” and added that Timor-Leste wants “to become a full member
in Asean.”
The process of selecting candidates for the central committee has come
in for criticism from some members. “The CEC is just dictating who
should be nominated,” said Myint Myint Aye, a party organizer from
Meiktila township in Upper Burma. Khin Maung Swe conceded there are
some discrepancies in the selection process at the local levels, and that
some members do not accept the decision of their regional
representatives.Another party official, Ohn Kyaing, said the expansion of
the party leadership was unrelated to the upcoming election and was
being carried out at the suggestion of Suu Kyi.Although Suu Kyi and the
NLD have not yet decided whether to participate in the 2010 election, a
growing number of party officials are voicing support for the planned
poll, according to party sources. Suu Kyi told her lawyer on Tuesday that
“this is not the time to make the decision,” and that the election would be
lacking in substance without freedom of information and expression.
Sixty-three years ago, Burma's independence leader Gen Aung San and
leaders from the country's main ethnic groups gathered at the city of
Panglong in southern Shan State to sign an historic agreement,
determining their future by achieving absolute independence from the
British.The representatives from the central government, known as the
Executive Council of the Governor of Burma at that time, met with
leaders from the Shan, Chin and Kachin minorities and signed an
agreement to guarantee equal rights for ethnic people. They were
assured that Burma would be a federal union with power sharing, and
were even granted the right to secede.Ever since then, this event has
been commemorated annually on Burma's Union Day, an occasion for
recalling the “Panglong spirit,” which emphasizes the shared benefits of
mutual trust between the Burman majority and ethnic
minorities.However, this historic agreement has been largely ignored
since Burma gained its independence in 1948. The government in
Rangoon assumed power at the central, state and local levels, leaving
non-Burman ethnic groups with no power at all.
To mark Union Day, the leader of Burma's ruling military regime, Snr-
Gen Than Shwe, called on all of Burma's ethnic groups to renew their
“sense of Union Spirit” wherever they live in across the nation, “to
ensure perpetuation of the motherland, and independence and
sovereignty will not be lost again.”Burma's successive military regimes
have long acted on the assumption that the federal system promised in
the Panglong Agreement was a formula for disintegration. In fact,
Burma's era of military rule began when Gen Ne Win seized power in
1962 to prevent ethnic leaders and members of Parliament from carrying
out constitutional reforms to create a genuine federal union.
According to Than Shwe, the national and regional parliaments that will
be formed after this year's election, to be held in accord with the 2008
Constitution and the “road map” to democracy, will satisfactorily address
all the legitimate needs of Burma's ethnic minorities. That is why he has
repeated his promise to go ahead with the election while continuing to
call on ethnic cease-fire groups to disarm or join a national border guard
force under Burmese military control.Most of the ethnic armed groups
have refused to accept the plan, however, saying that they have nothing
to gain from it. Several ethnic leaders have also said that they don't have
any faith in the new Constitution, which was approved by a farcical
Even worse, the Burmese junta has not relented in its persecution of
civilians in ethnic minority areas. Some 140,000 ethnic refugees live in
official camps along the Thai-Burmese border, according to the United
Nations refugee agency, while many more cling to survival as internally
displaced persons. Last August, another 37,000 refugees fled into China
after Burmese regime forces routed an ethnic army in the Kokang region.
The potential for a further exodus remains amid the constant threat of
conflict in many areas around the country.This is why Union Day is not
an occasion to celebrate, but rather a time to reflect on the legacy of
decades of broken promises. What we find when we look at Burma today
is not unity or strength, but the misery of a country constantly at war
with itself. Only when all ethnic nationalities enjoy genuine equality and
self-determination can Burma hope to build a stable and united nation.

World must not be misled by Burma's
sham elections
THIS WEEK in 1947, our ethnic leaders signed the historic Panglong
Agreement, which envisioned a free Burma in which our people could live
together in peace. Within a year, Burma gained its independence from the
British. Yet, half a century later, Burma is still not free. Successive military
regimes have, over the past 50 years, attempted to achieve "unity", not through
dialogue, but with the barrel of a gun. This year, while preparing for the 2010
elections, the junta is trying to achieve a sham democracy through force.
There are those in the international community who believe the elections will
provide an opportunity for change. Even if there was the chance for "free and
fair" elections, the regime has guaranteed its hold on power through its self-
crafted 2008 constitution. The constitution, to be enacted through the elections,
will create a new parliament with a civilian facade, while entrenching the
current structure where the non-elected commander-in- chief is the most

powerful person in the country. Any hope for change is made impossible with
the military's approval needed for constitutional amendments.
Most critically, the constitution and elections will provide no respite from
suffering for our people. While preparing for the first elections in 20 years, the
junta has shown no desire to resolve conflicts through peaceful means. Instead,
it is taking extreme measures to destroy the opposition - adding to the more than
2,100 political leaders and activists already in prison and stepping up attacks to
wrest power from ethnic armed and unarmed groups. The new constitution will
only further systemise this discrimination against ethnic people.
These elections, the last step in the military's sham "roadmap to democracy", are
the biggest threat yet to the vision of Panglong. People may ask, why can't we
go along with the regime's plan and participate in these elections? This is
because they deny the things we have been fighting for all these years - equality
and federalism.
In the half century of military rule, it is our people who have paid the highest
price. This is why we cannot accept a false democracy that legitimises the
military's control and subjugation of the Burmese people. Since independence,
our myriad ethnic groups - which make up over 40 per cent of Burma's
population - have never enjoyed political or economic equality with the
majority. Since the first military coup in 1962, the junta has systematically
implemented a policy of "Burmanisation" , inundating our culture with the
mainstream Burmese culture, and tightly restricting the freedom to teach our
languages in schools and practice our traditions.
The regime has also increased hostility against ethnic ceasefire groups, to
further consolidate control before the elections. It wants to force them to join a
new Border Guard Force under the command of the SPDC army. Its strategy? A
continuation of its divide-and-rule policy, which mobilises proxy ethnic forces
to help the military regime attack and commit crimes against their own ethnic
people.
Already, preparations for the elections have only served to aggravate the
As leaders of the ethnic resistance movement, we know that this election is not a
solution to the crises faced by our people. More than ever, we are working
closely together with our pro-democracy brothers and sisters on the path to true
national reconciliation. We believe that to even begin to hope for democratic
progress, three essential benchmarks must be met:
l The release of all political prisoners, including Aung San Suu Kyi, who still
commands deep respect and admiration from ethnic groups;
These demands are in line with Suu Kyi, the NLD and other pro-democratic
forces inside and in exile and were echoed by the UN General Assembly in a
Christmas Eve resolution.
If the regime refuses to meet these benchmarks, we need world leaders to take
their efforts one step further, as they did when South Africa held its apartheid
elections in 1984. Back then, the UN Security Council rallied to the cause of
black South Africans, by declaring its racist constitution "null and void", and
calling on governments not to recognise the result of the elections.
South Africa's road to freedom was a long and tortuous one, but a people's
movement, supported by the world, was able to bring the racist regime to an
end. Our struggle for equality and freedom in Burma has been long, but we are
more united than ever before. Instead of calling for "free and fair" elections,
which simply buys into the regime's plan, the international community should
call on the junta to meet the benchmarks, and if they do not, denounce the
elections and not recognise the results.

Since 2005, a total of 18 exploring and assessing oil wells have been
drilled at the block and according to the drilled structure, the average
covering amount of natural gas is 5.4 trillion cubic-feet (TCF) or 152.9
million cubic-meters (MCM).
Experts estimated that the well could yield at least 1.7 to 10. 7 TCF of
gas, adding that the Zawtika-9 well may become next commercial project
of Mottama offshore oil field.
In June 2008, Myanmar's state-run Oil and Gas Enterprise signed a gas
deal in Nay Pyi Taw with two Thai oil companies -- PTTEP International
Ltd and the PTT Public Co Ltd -- on sale of natural gas produced from
the block M-9.
The PTTEP has been engaged in gas exploration at the offshore block
as the sole operator and has so far found large and commercial gas
deposits at seven test wells since 2005.
With a total estimated gas reserve of more than 8 TCF and a production
rate of about 300 million cubic-feet(MCF) per day, the M-9 field is
expected to be able to produce gas and export to Thailand by late 2012.
The seven test wells where gas deposit was discovered are Zawtika-1,
Gawthaka-1, Karkonna-1, Zawtika-2, Zawtika-3, Zawtika-4 and Zawtika-
5. Of them, the last Zawtika-5 was found in July 2007.

The authorities described the gas deposit discovery as being similar to
that in three other huge gas fields of Yadana, Yetagun and Shwe
previously explored and developed.
The PTTEP had also been engaged in four other gas projects in
Myanmar at blocks M-7, M-3, M-4 and M-11 in the same Mottama
offshore area since 2003.
The statistics reveal that foreign investment in Myanmar's oil and gas
sector had reached 3.398 billion U.S. dollars in 89 projects as of the end
of May 2009, standing the second in the country's foreign investment
sectorally after electric power.
More statistics show that during the year, Myanmar gained 2.384 billion
dollars for exporting 376.94 BCF of gas.

Visa on arrival can be arranged at the immigration office. Most visitors only
apply for a 1 day visa for a day trip to Tachileik. Since I was going further
inland for a couple of days, I had no choice but to apply for a 14-day visa. My
passport was kept at this office, meaning in order to leave Myanmar I MUST
come back to this very same office in Tachileik *sigh* Travel is very restricted
in Shan state. To go to Kengtung, they need 3 copies of my passport which are
necessary for papers to show at each police post along the way to Kengtung.

when the generals want to score points with the international community, and

Speaking after police officers entered his house and announced his release, a
defiant Tin Oo told reporters, “I will continue to work for democracy.’’
Tin Oo, whose latest term of detention expired yesterday, had spent nearly
seven years in prison and under house arrest. The junta renewed his detention
on an annual basis since his arrest in 2003.
Wearing the peach-colored traditional jacket of the league, Tin Oo said he was
“very hopeful’’ Suu Kyi would also soon be released, noting that in 1995 he
was released from an earlier stint in prison not long before Suu Kyi herself was
set free.
Tin Oo said he would ask authorities to allow him to visit Suu Kyi, and thanked
the United Nations, European Union, and others for pressing for his release.
Suu Kyi has been detained for 14 of the past 20 years. Her house arrest was
extended in August by an additional 18 months, which would prevent her from
taking part in the first national elections in 20 years that the government says
will be held in 2010. Junta chief Senior General Than Shwe reiterated Friday
the vote would be held “soon’’ but gave no date.
The regime still needs to pass necessary election laws to pave the way for the
vote.
Suu Kyi’s party won the last elections in 1990 by a landslide, but the military,
which has ruled Myanmar since 1962, refused to cede power and has constantly
obstructed her party’s operations in the past two decades.

A highly decorated commander, Tin Oo rose to the rank of general and served
as defense minister during the 26-year socialist regime of deceased dictator Ne
Win. He was forced into retirement in 1976 and imprisoned for three years for
alleged involvement in a plot to kill Ne Win. But it is widely believed that Ne
Win wanted to eliminate the highly popular Tin Oo as a potential rival.
Tin Oo spent another three years in prison after the founding of Suu Kyi’s
league.
His latest detention began after Tin Oo was arrested along with Suu Kyi on May
30, 2003, when a progovernment mob attacked their motorcade as they were
making a political tour of northern Myanmar.
Four people were killed and 50 injured, according to official figures, but
dissidents say the death toll was much higher.

Fixed on his chest was the emblem of a peacock, the symbol of the NLD,
and a badge with a portrait of Aung San, Burma's independence hero.
About 100 party members had assembled outside the office to greet Tin
Oo and he was met with warm smiles and a round of applause. Members
also hung a wreath of flower around his neck, a mark of respect in
Burmese culture.
Tin Oo said that the release of detained NLD leader Aung San Suu Kyi
would be a “good sign” and that junta chief Snr-Gen Than Shwe had
promised she will be released under the terms of her house arrest “if she
behaves well.”

Tin Oo was greeted not only by women and young members, but also by
members of the NLD's central executive committee, including some
colleagues who are in poor health, such as Lun Tin, NLD sources in
Rangoon said.
“Many supporters came and greeted him. Journalists also came to cover
his speech. Today was like a festival,” said one NLD member.
In 1976, Tin Oo, a former commander of the Burmese armed forces, was
forced to retire from his position as commander-in-chief after he was
accused of withholding information concerning a failed coup d' état
against then dictator Gen Ne Win.
Ohn Kyaing, a leading member of the NLD, said, “Tin Oo is one of the
members who will lead the party effectively before the release of Aung
San Suu Kyi. All party members and democracy supporters are very
happy. This is very encouraging.”
A youth member of the party, Yazar, said, “I am very happy. I feel that I
have got new strength and energy. I want to actively serve in my work.
Tin Oo constantly considers the role of youngsters in Burma.”
Quintana also requested that the military government meet with Suu Kyi
on Feb. 18, Nyan Win told The Irrawaddy. The UN envoy was not
allowed to meet with her during previous visits."This is a short visit, but I
hope it will at least help to stop the human rights violations in Burma,”
Nyan Win said. “I would like him to come [to Burma] frequently,” he
added.
Nyan Win said the UN envoy held discussions with him and Suu Kyi's
other lawyers, Kyi Win, Kin Win Kyi and Hla Myo Myint, about the
justice system in Burma under military rule.
The NLD's deputy leader, Tin Oo, who was released from house arrest on
Saturday, said on Monday that the UN envoy's visit should produce some
tangible results.
On Monday, veteran activist Naw Ohn Hla and four other dissidents
were sentenced to two years in prison, accused of “inciting activities to
undermine public order.”
Burma and North Korea have developed a military relationship since the
two countries restored diplomatic ties in 2007. Analysts believe that
clandestine military ties between the two countries may have been
reestablished as early as 1999, when junta officials paid a low-profile
visit to North Korea. Gen Shwe Mann, the regime's No 3 man, made a
secret visit to Pyongyang in November 2008, according to a secret report
leaked by Burmese officials in 2009. During the visit, Shwe Mann signed
a memorandum of understanding (MOU) with North Korea for military
cooperation between the two countries. In the MOU, North Korea would
build or supervise the construction of special Burmese military facilities,
including tunnels and caves in which missiles, aircraft and even naval
ships could be hidden. Burma would also receive expert training for its
special forces, air defense training, plus a language training program
between personnel in the two armed forces.In July 2009, US Secretary of
State Hillary Clinton expressed concern over military links between
North Korea and Burma, after evidence emerged that the Burmese junta
may be trying to acquire nuclear technology from Pyongyang.“We know
that there are also growing concerns about military co-operation
between North Korea and Burma, which we take very seriously,” Clinton
told journalists in Bangkok during a visit to Southeast Asia. “It would be
destabilizing for the region. It would pose a direct threat to Burma's
neighbors.”Military analysts say the North Korean regime has provided
Burma with weapons, military technology transfers and expertise in
underground tunneling used for concealing secret military installations
and since 2002, dozens of North Korean technicians have assisted the
Burmese armed forces.
U Thuzana, abbot of Myaing Gyi Ngu monastery in Karen State and a co-
founder of the Democratic Karen Buddhist Army (DKBA), is being
treated in a Bangkok hospital for an undisclosed lung problem.
One visitor said he had been told at the hospital that 70-year-old U
Thuzana might have to stay there for about a month.
U Thuzana has been widely blamed by many Karen for causing the split
in the Karen National Union (KNU) that led to the founding of the DKBA
in 1995.
Some 3,000 refugees are currently being sheltered at a camp in Tha Song
Yang District in Thailand and were due to be repatriated by the Thai
army by Feb 15. However, the plan was suspended due to criticism by
human rights groups and the international community.
Three Karen families were sent back to their village, Ler Per Her, in
southern Karen State on Feb. 5, but later re-entered Thailand saying they
felt unsafe in Ler Per Her and were afraid of landmines.
Mines have injured or killed at least five people in the area since June,
including a 13-year-old boy and a woman in her third trimester of
pregnancy, according to the Karen Human Rights Group. Military-ruled
Burma remains one of the few nations in the world that still
manufactures antipersonnel mines. It is not one of the 156 nations that
are signatories to the ICBL's 1997 Mine Ban Treaty.Ongoing hostilities
between the Burmese government forces and armed ethnic groups have
increased mine contamination, but political conditions have not
permitted any humanitarian mine clearance program, according to the
ICBL's Landmine Monitor report.
Many traders who were put out of business by the fire that destroyed
Rangoon's Thingangyun market last Friday are claiming the blaze was
deliberately set in order to turn the area into a multi-level bazaar.“The
municipal committee (MC) announced that it wanted to turn the market
into a multi-level concrete bazaar,” said one shop owner. “But
stallholders objected to the plan so it was never implemented. Now the
municipal committee can do what it wants because the market has been
burnt to the ground.”More than 600 market stalls were destroyed in the
fire. The municipal committee had reportedly told traders it wanted to
move 700 stalls elsewhere.A Rangoon Fire Brigade official said the fire
had been caused by an electrical fault and that the person in charge of
market security was being investigated.But many traders said their
suspicions had been aroused by the outbreak of the fire on Union Day,
when the market was closed. They also accused the fire brigade of not
doing enough to extinguish the blaze.An official of the Rangoon
The NLD spokesman Nyan Win said the party welcomed the UN envoy's
visit since gross human rights violations were continuing. "His visit
won't be able to totally address the human rights issue but the visit can
certainly cover human rights abuses," Nyan Win said.
Tin Oo said he would ask authorities to allow him to visit Suu Kyi, and
thanked the United Nations, European Union and others for pressing for
his release from detention, during which the junta tried to isolate him as
much as possible. His telephone line was cut but he was allowed a
radio."Thanks to the sweetness of the democratic media, I never lost
touch with the world," he said.
Suu Kyi herself has been detained for 14 of the past 20 years. Her house
arrest was extended in August by an additional 18 months, which would
prevent her from taking part in the first national elections in 20 years.
The government says the vote will be held in 2010.
Suu Kyi's party won the last elections in 1990 by a landslide, but the
military, which has ruled Burma since 1962, refused to cede power. Suu
Kyi's party has not yet decided whether to take part in the upcoming
elections. Quintana said during the visit, his third to Burma, he would
press for the release of political prisoners, review progress on reform
within the armed forces and check on the revision of domestic laws to
ensure compliance with international human rights standards.
