Subject GENDER & DEVELOPMENT PROGRAM

WHEREAS, Section 14, Article II ofthe Philippine Constitution provides
thatthe State recognizes the role of women in nation-building, and shall ensure
the fundamental equality before the aw of women and men.
WHEREAS, Section 16, Chapter 4 of Republic Act No. 9710, otherwise
known as the Magna Carta of Women, on ‘Nortdisriminatory and Now-deregatory
Portrayal of Women in Media and Film,” provides, among others, that the State shall
‘endeavor to rise the consciousness of the general public in recognizing the
dignity of women and the cole and contribution of women in the family,
community, and the society through the strategic use of mass media, Te shall
require all media organizations and corporations to integrate into their human
resource development components regular training on gender equality and
gender-based discrimination, create and use gender equality guidelines in all
fspects of management, training, production, information, dissemination,
communication, and programming with the cooperation of all schools of
journalism, information, and communication, as well as the national media
federations and associations.
WHEREAS, the Movie and ‘Television Review and Classification Board is
mandated by law to adopt Gender Mainstreaming as a strategy for implementing
the Magna Carta of Women, and in this connection, to promote women's human
fights and dliminate gender discrimination in its systems, structures, policies,
programs, processes, and procedures.
WHEREAS, Presidential Dectee No. 1986 encourages the participation of
the leaders of the various sectors of the movie and television industry to observeself regulation in the conduet of their vital ole in bringing communication and
information to the public, consistent with theie primary responsibilies under the
law, the Magna Carta’ of Women in particular, and in their respective
congressional broadcast franchisees, whenever applicable.
WHEREAS, Section (g) of the Memorandum of Understanding on the
Portrayal of Women in Media and Fiim, dated 28 Masch 2012, executed by and
between the Board and several networks and entertainment outfits, provides that
grantees of congressional broadcast franchise, as part of their corporate social
responsibility, shall protect women against discrimination in media portrayal,
develop positive images of women and men and eliminate stereotypes and
‘discrimination, and use gender sensitive language and images on television
programs and films.
NOW, THEREFORE, pursuant to the Board’s power to inspect all public
exhibitions of motion pictures, and in the light of its authority to exercise such
powers and functions as may be necessary or incidental ro the falfillment of is
mandate (§ 13 in relation to § 3(8), P.D. No. 1986), it is hereby directed, as
follows:
1) Further to the “Best Practices” policies and measures adopted by the
‘Board on all matters pertaining to the movie and television industry, all
television networks, film producers, block timers, and other media-
content providers are directed to submit to the Board their respective
Gender and Development Programs so that the Board will be properly
guided in all of its actions when dealing with the regulated entity that is
confronted by women’s and children’s issue. The GAD Program shall
be submitted to the Board within thirty (30) days from 15 Apsil 2013,
unless, a different date of submission of such progsam is requited
tunder any adjudication before the Board.
2) In designing a GAD Program, it is advised to give emphasis and
importance on Gender Mainstreaming, that is, the strategy for making
women’s as well as men's concems and experiences an integral
dimension of the design, implementation, monitoring, and evaluation
‘of policies and programs in all areas and at all levels of the company.
3) To strengthen the line of communication between the Board and the
regulated entity, and for an expeditious and less adversarial means of
resolving women’s and children’s issues, there should be appointed
‘decorum officer ot gender focal person in the regulated entity who will

Board shall directly communicate with when confronted with women’s
and children’s issues.
‘The gender focal person shall ideally hold the position of a senior
management position that can command the formulation and
execution of GAD policies and that can bind and commit the regulated
entity to its dealings with the Board.
All concerned entities shall submit to the Board, no later than 30 April
2013, the name, designation and the contact numbers of their
respective gender focal persons; provided that if the entity is a
corporation, it shall submit a valid board resolution, with
accompanying Special Power of Attorney, embodying the authority of
the designated gender focal persons.
