| had @ few additional questions for you for my Greg Shull story that have more to do with prison policies and logisties
They are below.
1) According to the NC DPS policies and procedures here
htto://www.doc.state.nc.us/dop/policy procedure manual/G0200.pdf, it says: “Inmates are to be counseled
and encouraged to utilize the legal services contractor in order to access the courts.” Who is the legal services
contractor? North Carolina Prisoner Legal Services (NCPLS)
2) How high off the ground are the top bunks in minimum security at Alexander Correctional Institution? 54 inches
from floor to top of mattress
3) Does Alexander Correctional Institution have a library? Yes, there are two libraries. One isin the minimum
security unit and one is in the main prison. There is also a small area with materials related to substance abuse
treatment and recovery (DACDP library)
a. Ifso, where in the facility is it located?
bb Ifs0, do prisoners in minimum and maximum security have access to it?
._fs0, how often do prisoners have access to it? The hours for the library in the minimum security unit
are attached
4, Ifso, does the library have legal volumes? No

‘The situation regarding legal assistance for inmates is the same at Alexander Cl as at all other NC state prisons.
Inmates are free to write and correspond with the courts and attorneys via the mail and telephone. NC Prisoner Legal
Services is also available as a resource to inmates. Attorneys have access to visit inmates in prison,
PS does not provide any of the items you ask about below.

1) Could you please list your reasoning and laws for why the questions | asked you before are public information
with which you are able to respond?

Many of the inquiries involved confidential inmate records, confidential mediice! information or conti
personnel information.
2)_What are the position titles of the following employees at Alexander Correctional Institution?

‘SIGMON, RENEE Corecional Sergeant
3) How does the North Carolina Department of Public Safety provide inmates in Adult Corrections with their
constitutional right of meaningful access to the courts, pursuant to Bounds V. Smith? inmates are free to write
and correspond with the courts and attorneys via the mail and telephone. NC Prisoner Legal Services is also
available as a resource to inmates. Attorneys have access to visit inmates in prison. Lewis v. Casey 518 USC
343 (1996) is a more recent ruling on this topic.
4} According to the North Carolina Department of Public Safety Research and Planning database, North Carolina’s
prison population decreased by nearly 7 percent between Dec. 31, 2010 and April 30, 2025, However, in the
same time period, its population of prisoners 50 and over jumped from just over 5,500 to more than 7,100. How
has this impacted DPS's medical facilities? Our medical providers now spend more time dealing with older
inmates ans the ailments that come along with old age. While the overall prison population has decreased by
about 3,000 inmates over the past several years, the percentage of older inmates has increased. The aging
population has been a factor in driving up medical costs for the prison system ~ particularly the amount spent
on prescription drugs,
