Parking The proposal will result in the relocation of integral under-croft parking proposed for the residential units approved as part of planning application reference 13/00249/FUL. The parking bays are proposed to be relocated further north and are intended to take the form of a series of six bays perpendicular to Marine Walk. 15/00782/FUL = PDM Date Out:' 08-Jul-2015 The bays are sited opposite the widened bell-mouth area adjacent the barrier control restricted access to Roker Pier. Vehicle movements accessing the bays in this location are anticipated to be minimal, and turning manoeuvres would take place in a wider section of Marine Walk between stretches of road narrowed designed to assist managing traffic flows and minimise vehicle speeds. 2. Accessibility The development is proposed within a location that has been subject to a regeneration scheme to improve accessibility for visitors to the seafront. Work included improvements to the highway layout, new surface treatments, improved pedestrian crossing points, street furniture and associated facilities for pedestrians and cyclists. 3. Bin Storage The proposal includes the provision of an enclosed bin store with an area of hardstand to the front. A condition should be included to ensure this is built and available for use before the occupation of any residential or commercial properties to ensure no bins are stored on public highway. 4. Servicing Details of loading / unloading and servicing arrangements should be clarified to ensure any deliveries are co-ordinated to avoid congestion or detriment to other highway users. 5. Public Transport Abus stop is located directly opposite the development which is used as a pick-up / drop off point for passengers as part of a summer service to Roker seafront. The ‘Sunderland Connect 700 service to this location will operate from the 27th June to 11th September during 2015. The service operates on a 20 minute frequency Monday to Friday and on a half hourly basis during Saturday and Sunday over the summer period. Any servicing should not disrupt the use of the bus stop during this period. 6. Traffic Orders It should be noted that a part time (10:30am to 8:00pm, All Days) loading ban is planned to be introduced on Marine Walk to assist with the management and control of parking along this part of Roker seafront. 7. Street Café Licence The development does not include any proposals external to the premises in connection with the drinking establishment or restaurant / café uses. 8. Construction Activity Subject to planning approval, the following permissions will need to be obtained before any building works commence to ensure the safety of highway users: The applicant will need to contact Stewart Mitchell on (0191) 561 7527 or email networkoperations@sunderland. gov.uk a minimum of 8 weeks in advance of any works requiring the closure of the highway, for the avoidance of doubt this includes 15/00782/FUL — PDM Date Out: |” 8-Jui-2015 footpaths, as this will require a Temporary Traffic Regulation Order. Stewart should also be contacted a minimum of 4 weeks in advance of any works requiring traffic management to ensure safe systems of work are put in place along with any necessary temporary road or footway closures. For any temporary works requirements on the highway such as skips, scaffold permits, hoarding license’s or consent for cranes, the applicant will need to contact Caroline Gair, Network Operations (0191) 561 5102 to arrange consents. The part time loading ban will also apply to most construction traffic, dispensation permits may be granted for certain activities at a cost of £14 per vehicle per day. The applicant should be advised to contact Parking Services on (0191) 561 7835. It is recommended that a Scheme of Work condition be imposed to cover all activity associated with construction traffic, material storage, welfare facilities and contractor parking. Subject to planning approval, full details will need to be agreed and discharged before any works commence on site. Any major building works must not take place during school holidays or events attracting high numbers of visitors to this location i.e. Sunderland International Airshow weekend.
