"Section' or ‘Cabinet’ refers to a unit that will accommodate four modules. "Panel! refers to the assembly of all sections together in a row, ‘Total surface shutdown' refers to shutdown of all wellhead surface valves, ‘Total subsurface shutdom' refers to shutdowm of all wellhead surface and eubsurface valves. ‘The panel shall control the hydraulic actuators of the following shutdown valves on each of the well strings : ~ Surface Safety Valve (SSv) - Surface Controlled Subsurface Safety Valve (SCSSV). The wellhead control panel shall be designed as per attached Drawing No, 1-55003, Wellhead Control Panel Layout. ‘The wellhead control panel shall be capable of controlling any number of strings with the flexibility of expanding the eystem to its full capacity of 32 strings. The panel shall be divided into sections. ‘The basic section shall house the hydraulic supply system for all wells, the common total surface and total subsurface shutdown controis and four control modules. Expansion sections, each of which shalt house four control modules, shall be added as required up to a maximum of 7 expansion sections. Each well control system chal! be housed in independent module. Modules shall be stendard drawer type for reuoval and easy replacement. Shutdown function shall initiate shutdown upon loss of actuating hydraulic power or control medium. Pilot valves and solenoid valves shall be energised during normal operating condition and de-energised during shutdown condition. The following shutdown operations shall be possible : Local initiation of individual surface and subsurface valve closures from hand buttons on the front of each well control module. Local initiation of total surface shutdown from 2 hand button on the front of the basic section. Local initiation of total subsurface shutdown from a hand button on the front of the basic section. External pneumatic initiation of individual surface valve closure. This shall be suitable for use with a bleed-type pressure pilot which will close the surface valve in the event of high or low wellhead pressure or other abnormal condition. The panel shall be designed for use with Otis type 'P' or similar pilots. Override facility shall be provided for this signal for testing and start-up purposes (see 7.15.5). External pneumatic initiation of total surface and total subsurface shutdown, These shall be suitable for use with the platform emergency shutdown signal (ESD) and blowdown signal (ESD) respectively. Override facilities shall be provided for these signals for start-up purposes. Where specified in the purchase order, remote electrical initiation of 4.2.4 and 4.2.5 shall also be possible via three-way solenoid valves. Subsequent to a shutdown, re-opening of all valves shall only be possible by manual operation of individual control buttons for each valve at the panel. It shall not be possible to re-open surface valve until individual subsurface valve has been manually reset. It shall not be possible to re-open surface valves until total surface shutdown has been manually reset. Tt shall not be possible to re-open surface or subsurface valves until total subsurface shutdown has been manually reset. SARAWAK SHELL BERHAD SABAH SHELL PETROLEUM COMPANY LIMITED peaate’ c STANDARD ENGINEERING SPECIFICATIONS | Fev. 1 46 47 48 49 The logic circuit for each module shall be designed in such a way that, on closing, the SSV shell close before the SCSSV. The tine delay between automatic initiation of SCSSV closure following initiation of SSV closure chall be adjustable for each string over a range of 30 to 120 seconds. On re-opening, the SCSSV shall open first followed by the SS¥. On opening of the subsurface valve, automatic two-stage pressurisation shall be provided. Initial pressurization shall be to the equalising pressure of the valve, This pressure will be increased to the full operating pressure after an adjustable time delay of 5 to 7 minutes. Individual adjustment of equalising and final pressure shall be provided. Pneumatic time delay circuits consisting of flow control devices, volume bottles end 3-way valves shall be provided to fulfil the requirements of 4,6 and 4,7, The pneumatic time delay circuits shall be individually adjustable. Except by the use of the manual operators provided on the pumps, it shall not be possible to re-open individual surface and subsurface valves until all external shutdown conditions have been cleared and it shall not be possible to open the SSV before the SCSSV. 3.0 5.1 5.3 5.4 5.5 5.6 3.7 5.8 SARAWAK SHELL BERHAD SABAH SHELL PETROLEUM COMPANY LIMITED SES 30,15 Page 7 STANDARD ENGINEERING SPECIFICATIONS | Rev. 1 HYDRAULIC S¥STEN ‘The wellhead control panel shall comprise a hydraulic power system and up to 32 well control modules. The well control modules shall be divided into two groups, and the hydraulic system shall be partitioned such that each group shall be independently supplied. The hydraulic supply system shall be housed in the basic cabinet. See attached Drawing No. 1-45006, Hydraulic Supply System. Hydraulic fluid to operate the SSV's shall be provided by two primary pneumatically operated pumps equipped with manual operators. Each pump shall be connected via a discharge header to all the modules in each group. Each pump shall take its suction from @ separate reservoir. Each pump shall be capable of supplying the total number of well strings specified. Hydraulic fluid to operate the SCSSV's shall be provided by individuel pneumatically-operated pumps in each well control module. SCSSV pumps in each group shall take thetr suction from one of two suction headers, each connected to the associated reservoir, An interconnecting valve shall permit either SSV pump to operate both SSV circuits. It shall not be possible for an SSV pump to operate an SCSSV and vice versa. In addition, @ single manual header shell be provided. The menual header shall be pressurised by a back-up pneumatically-operated pump equipped with a manual operator, and shall be connected to all the well control modules. The suction of the back-up pump shall be connected to both reservoirs via isolating valves in such a vay that fluid transfer between the two reservoirs is not possible, This pump shall be capable of providing back-up hydraulic supply pressure for the SCSSV during start-up. ‘Two hydraulic return headers shall be provided such that hydraulic fluid ie returned to the reservoir from which it is drawn. ‘Two hydraulic reservoirs shall be provided and mounted on top of the basic cabinet. The two reservoirs shall be formed by a leak tight partition in 2 common container which shall be joined together by an overflow connection or weir. Sizing of the reservoirs shall meet the requirements of paragraphs 5.9 thru 5.12. Each of the reservoir shall be provided with drain plug, filler cap complete with strainer, clean-out plate and sight glass to permit convenient routing check of hydraulic fluid levels. An automatic low level shutdown to close all affected SSV's and SCSSV's shall be provided. A common relief tube complete with flame arrestor shall be provided at the top of the reservoir to relieve pressure in the event of gas leakage via the SCSSV actuating line. A single hydraulic accumilator shall be provided on the discharge of each of the SSV pumps. This shall be sized to operate any one SSV of maximum svept volume (see 5.9) through at least two cycles (a eyele refers to one open and one close operation). 5.9 5.12 SARAWAK SHELL BERHAD SABAH SHELL PETROLEUM COMPANY LIMITED eae pat age STANDARD ENGINEERING SPECIFICATIONS | Rev. 1 Sizing of the hydraulic system ohall be based on the worst case figures below but sizing calculations chall be carried out for each individual application, worst case figures to be revised if necessary. ssvsessv - Maximum actuator swept volume 2 liter 1 liter - Minimum pressure to actuate valve 200 bar 300 bar - Maximum actuator pressure rating 415 bar 420 bar - Maximus opening time, single valve 1 minute* 1] minute = Maximum closing time, simitaneous 15 seconds 45 seconds operation of all valves * $9 opening from accumilator, Accumlator shall be recharged in not more than 5 minutes. For the purpose of sizing, it will be assumed that the SSV is connected vis 30 m of 3/8” 0.D x 0,065" W.T. 316SS seamless tubing and the SOSSV is connected vie 150 m of 3/8" 0,D x 0.065" W.T. 3168S seamless tubing. See attached drawing no. 1-35001, Typical Field Hook-up. Hydraulic circuits are to be rated to 415 bar for SSV, and 420 bar for SCSSV and manual header. Pump discharge relief valves shall be set to these figures. Hydraulic supply tubings shall be 3/8" 0.D x 0,065" W.T, 31638 seamless, Hydraulic returns, vents and suctions where there is no restriction to flow, may be rated to lover pressures and shall utilise &" 0.D. x 0.049" W.T. 316 SS seamless tubing. Vendor stall be responsible for the proper sizing of the pumps, accumilators and reservoirs required for the service. Vendor shall supply his sizing calculetions for Company's approval based on the total number of well strings, including future, specified in the equipment requisition and/or Purchase Order. All hydraulic pump inlets shall be provided with dual strainers complete with the necessary block valve arrangement to permit on line cleaning and replacement. Strainers will be common to all pumps taking thetr suction from one reservoir. An isolating valve shall be provided in each pump suction to allow pump removal. Each pump discharge line shall be provided with isolating valve for pump removal, a check valve in addition to pump integral check valves, and a pressure relief valve discharging to the hydraulic return header. Relfef valves shall not be set to more than the pressure rating of any downstream component. See 5.11. Hydraulic pumps shall be provided with individual pressure regulators on their air supply lines to allow adjustment of discharge pressure. These regulators shall be adjustable from the rear of the control panel. Air supply tubing shall be 3/8" 0.D, x 0.035" W.T. 316SS seamless tubing and air signal tubing shall be 1/4" 0.D. x 0.035" W.T. 3165S seamless tubing. Pneumatic system shall be sized such that surface and subsurface valves on a fully equipped module can be operated within the required minimum time specified in 5.9. To allow gas to be used as the operating medium, all vente and exhausts shall be piped to a common vent connection at the top of each section. 7.2 73 7b 2.5 7.6 a7 7.8 SARAWAK SHELL BERHAD SABAH SHELL PETROLEUM COMPANY LIMITED dba tae age STANDARD ENGINEERING SPECIFICATIONS | Rev. 1 PANEL CONSTRUCTION Panel shall have a degree of protection of at least IP 54 to IEC 529, and shall be suitable for a salt laden marine environment and be able to be subjected to mud spray during drilling and well workover operations. Each section of the panel shall be @ free standing self-supporting structure. Panel shall be provided with plinth fabricated from 100 mm channel. Each section or cabinet shall be designed to be bolted together side by side, without detracting from the degree of protection stated in 7.1. For this purpose, the basic cabinet shall be designed to be enclosed on all sides except for the right hand side (viewed from the front) which shall be left open for bolting to the first expansion cabinet. Each expansion cabinet shall be designed to be opened on both sides for bolting to adjacent cabinets. A detachable side plate, complete with gasket, shall be provided with each complete panel and eball be bolted to the right hand side (viewed from the front) of the last expansion cabinet making the panel a fully enclosed structure. The side plate shall be fitted with stiffeners and shall be provided with recessed handles at the top and bottom to facilitate removal. Each section shall be designed and constructed to accommodate thi installation of the instruments and equipments as described in this specification and as shown in the attached Wellhead Control Panel Layout 1-55003, Dimensions given are for guidance only and are dictated by epace availability on offshore platforms. Any suggested changes to effect a reduction in the overall panel size, at no sacrifice to operability and accessibility, will be considered provided all such changes are only made with the Company's approval. The panel faces shall be fabricated of 12 gavge or 3 mm 316 stainless steel plates. The plate shall be cut to size on squaring shear to ensure tight flush joints when bolted together. All 316 stainless steel plate shall be of prime stock and shall be free from tool or clamp marks, All joints shall be hairline construction. Welded construction shall be used throughout. Welding shall be continuous and spot welding shali not be acceptable. Each panel section shall be welded with internal bracing as required to ensure a rigid self-supporting structure. Lifting luge shall be provided at the top of each section to facilitate handling. The frame work shall be of sufficient strength to allow a fully equipped section to be lifted without causing distortion. 7.10 7.12 7.13 Tale 7.15 761561 7.15.2 7.15.3 715.4 7.15.5 SARAWAK SHELL BERHAD SABAH SHELL PETROLEUM COMPANY LIMITED STANDARD ENGINEERING SPECIFICATIONS SES 30,15 Page 11 Rev, 1 Internal rails chall be provided to support the modules and to facilitate their removal. The base of each section shall be fitted with an enclosed érip tray to collect any spillage of ofl. The tray shall be fitted with suitable connection to facilitate draining from one corner. Hinged lift-off doors with handles and integral locks shall be provided at the rear of the panel. Doors shall be designed to facilitate access to panel internals for conponents removal and maintenance purpose. For the basic cabinet, additional lockable doors shall be provided at the bottom front. The well control modules shall be secured to the main frame by means of slotted head stainless steel bolt of the recessed and quarter turn type. The modules shall be fitted in such a way that the IP 54 rating is maintained. The front of each module shall be provided with handles to facilitate withdrawal from the front of the panel. The front plate shall be used for sealing and fastening purposes only, the weight of the module being fully supported by the internal rails. Layout of componente within the module shall be designed to facilitate adjustments of pumps discharge pressures and valves open/close time delays without removal of the module from the panel. These adjustments shall be located at the rear of the nodule. Connection to each module shall be by means of bulkhead connectors located at the rear of the module. These bulkhead connectors shall be arranged in such a way that they can be reached easily by Lifting off the back covers. The following controls and indications shall be provided on the front of each module : Mushroom headed manual buttons to control surface and subsurface valves. The action shall be push to close and pull to reset. Raised guards shall be provided to prevent accidental operation. Pressure gauge to indicate pressure of hydraulic cupply to surface and subsurface valves. Indicators to show the presence of air on the SSV and SCSSV hydraulic fluid control valve i.e. valve position indicators. Pressure gauge to indicate holding pressure to the p-pilot (see 4.264) A pepilot override switch to allow the signal from the p-pilot to be overriden for tecting and start-up purposes. (See 4.2.4). The action of these buttons shall be push to shutdown and pull to reset. Raised guards shall be provided to prevent accidental operation. Pressure gauges to indicate air presoure in the total surface and total subsurface shutdown headers, Pressure gauge to indicate hydraulic pressure on the SSV supply headers. Indicators to show the presence of air in the total surface and total subsurface shutdown headers. Indicators to show the initiation of external total surface shutdown (ESD) and total subsurface shutdown (ESDV). (See 4.2.5). Indicators to show the initiation of hydraulic reservoirs low level shutdowns (see 5.7). ALL tubing runs shall be in either horizontal or vertical plane, carefully grouped for accessibility and ease in tracing lines, and clamped for rigidity. All bends shall be made with standard bending tools of the correct size. All bends shall at right angles. All tubings shall be cut using wheel tube cutters. Incoming and outgoing pneumatic and hydraulic supply lines, total surface and total subsurface shutdown headers, manual header and hydraulic return headers shall be terminated at bulkhead plates mounted on the bottom right hend side of each cabinet. Field connections to SSV, SCSSV and hi-lo pressure pilot shall be by bulkhead connectors at the top of the exbinet. Piston shall be directly actuated by,a reciprocating pneumatic piston or diaphragm controlled by an attached spool valve operated by the actuator at each ond of its travel. Metallic parts shall be 316 SS, Seals and other non-metallic parts shall be suitable for use with hydraulic of1 end hydrocarbon gas. Accumulators shall be nitrogen-charged piston type and shall be certified pressure vessels. Accumulators shall be supplied complete with accumulator charge kit. Stainless steel tubing shall be seamless, fully annealed, to ASTH A269 TP 316, hardness (Rockwell) RB 80 or less. Compression fittings shall be Swagelok 316 stainless steel. All screwed fitting shall have NPT thread. All pressure gauges shall be heavy duty, safety pattern, glycerine filled, precision type. Gauges shall have stainless steel movenent, micrometer pointer with }" NPT connection, dial markings black on white and minimum of 50 graduations. Scales shell be marked in bar. Gauges shall have stainless steel casing with shatter proof glass and blow-out plug. Minimum gauge size shall be 50 mm for the modules and 100 mm for the basic section. Panel mounted gauges shall be of flush type. All pressure gauges shall be provided with a snubber. Electrical components, where provided, shall be flameproof and suitable for Zone 1 ané Gas Group IIA of Temperature Class T3, and have a minimum index of protection of IP 56 to IEC 529. These solenoid valves, pressure switches or other electrical components shall be mounted on en open rack outside the panel, and a weather hood shall be provided. The components shall be wired to a glas reinforced polyester Ex(e) junction box for terminating the external signal cables. Tae normal operating voltage of all electrical components shall be 24 VDC. Electrical components shall be specified to have integral junction boxes. All block valves shall be of ball valve construction to ensure quick actions and a positive leak proof shut off. The complete valve shall be stainless steel including locking rims etc. Button valves shall be in 316 stainless steel. All other metallic materials used in the panel construction shall be of 316 stainless steel materials. 9.3 8.4 SARAWAK SHELL BERHAD SABAH SHELL PETROLEUM COMPANY LIMITED. at ae STANDARD ENGINEERING SPECIFICATIONS | Fev. 1 MEPLATES All sections, modules, sub-assemblies, controls, indicators and discrete components shall be clearly and adequately identified. Wherever applicable, Process and Instrumentation Diagram (P & ID) tag numbers shall be used. Labels shall be of laminated plastic, white/black/white, minimum 1,5 mm thick. Labels shall be attached by 316 stainless steel screws. Where location precludes attachment directly to the item, the label shall be attached to e purpose made adjacent bracket or, less preferably, shall be wired on using 18 SWC wire. Adhesive or flexible labels are not acceptable. Khere controls, indicators or components are identified by coding symbols (other than P & ID tag mumbers) a permanent coding legend plate chall be attached to the equipment in a convenient position. The legend shall also be incorporated in relevant drawings. Nameplate schedule and construction, giving label size, letter size and actual engraving, shell be subjected to Company's approval. 10.0 10.1 10.2 10.3 10.4 10.5 10.6 10.7 SARAWAK SHELL BERHAD SABAH SHELL PETROLEUM COMPANY LIMITED STANDARD ENGINEERING SPECIFICATIONS SES 30,15 Page 15 Rev. 1 INSPECTION AND TESTING Company or its authorised representative shall prior to fabrication, review all documentation such as material certificates, welding procedures, etc. to ensure compliance with Company's specifications. Company or its authorised representatives shall have free and immediate access to the Vendor's facilities to inspect the unit at any stage during fabrication to assure that the materials end workmanship meet the requirements of this specification and of the applicable codes and standards. A functional test of the entire system shall be conducted in the Presence of Company Authorised Representative at the Vendor's facilities with input and output simulation. A factory acceptance test procedure shall be submitted for Company approval 2 months before testing is scheduled to enoure full simulation of duty. The Vendor shall advise the Company three weeks in advance of the date on which the final acceptance tests are due to commence. Prior to the final acceptance test, the panel shall be thoroughly tested by Vendor in the presence of Company Authorised Representative and these shall include 100% visual inspection including labelling, function test of mechanical features, functional test of electrical pneumatic and hyéraulic circuite and 1002 24-hour soak test or such procedure as may be necessary to assure component and functional stability. Vendor shall ensure that all necessary equipment, services etc. that may be required for the test are available at no extra cost. All defective components shall be replaced immediately and re-tested. Vendor shall assemble all sections of the panel and confirm that the sections match with each other. The complete panel with all equipment installed and connected shall be pressure tested for any leak in the systen in the presence of Company Authorised Representative. The hydraulic lines shall be pressure tested for 24 hours at maximum operating pressure using the specified hydraulic fluid. Omission of certain of these drawings and docunentation shall be agreed with the Company prior to commencement of design. Before commencing manufacture of equipment modules and cabinets, complete manufacturing drawings are to be submitted to the Company for approval. Vendor shall be responsible for the updating of all documentation for his system throughout the site installation period. Each list shall contain itemised prices based on the delivery of the parts concurrent with the equipment, ALl spare parts furnished by the Vendor shall be wrapped and packaged so that they will be preserved in original as new condition under the normal conditions of storage end shall be properly tagged and coded so that later identifications as to intended equipment usage will be facilitated. SHIPPING, PROTECTION AND PACKAGING Upon acceptance by Company, the Vendor shall dismantle the equipment into separate cabinets which will then be crated for shipment as individual unite, The basic cabinet shall be crated as an individual unit. Expansion cabinets shell be bolted together in manageable groups and crated as separate units. All instruments that could be damaged in shipment shell be renoved, tagged and crated in water proof boxes. The boxes shall protect the instruments in accordance with their sensitivity to dynamic loads and will heve a static desiccating container placed ineide the water proof wrapping. Serewed connections shall be protected with threaded forged steel plugs. All openings, threaded connections, and cables exposed as a result of instrument removal shall be protected in @ manner to prevent damage during shipment by use of conduit plugs or rigid conduit boxes. All paneis shall be fully protected against the detrimental effects of moisture, salt, dust, vibration and shock, and extremes of temperature which the equipment may be subjected to during shipment and transportation, The panel shall be crated to prevent mechanical damage and be completely water proof for outdoor storage. The panel shall be guaranteed against malfunction, partial or complete failure, reoulting from or attributable to ~ Sub-standerd components and materials. = Incorrectly-rated components and materials. - Sub-standard workmanship, including but not limited to sub-standard design, construction, alignment and setting up. ~ Unsatisfactory installation where such installation is undertaken or recomended by Vendor, including damage to adjoining equipment. ~ Adjustments carried out strictly in accordance with Vendor's manuals or written instructions where those manuals or Anstructions are in error. The warranty included in this section shall extend for a period of twelve (12) months following the testing and commissioning of the panel on the platform, or for a period of eighteen (18) months after despatch, whichever is the earlier. Vendor shall agree to replace at his own expense any article, material or vorkmenship which shall be found defective within’ the abovementioned time period.
