MEMORANDUM CIRCULAR

SUBJECT : Policy Governing the Filing and Taking of Civil Service
Examinations of Those Holding Dual Citizenship
Pursuant to Civil Service Commission (CSC) Resolution No. 1401559"
promulgated on October 30, 2014, the Commission has resolved that Filipinos who
have been naturalized citizens of a foreign country shall be allowed to apply for and
take any of the Civil Service Examinations (CSEs) being administered by the CSC.
Accordingly, holders of dual citizenship under RA 9225 otherwise known as
the "Citizenship Retention and Re-acquisition Act of 2003" may apply for, and take
the civil service examinations being administered by the CSC.
The CSC or its Regional/Field Office shall require concerned applicants to
present the original and submit a copy of their Certification of Retention/Re-
acquisition of Philippine Citizenship from the Bureau of Immigration when applying to
take the CSEs.
Said requirement shall be in addition to the other admission and application
requirements for civil service examinations.
