This incident and the ongoing threat underscore the need for DoD to review its force protection and security poticies, programs, and procedures, particularly for off-installation DoD facilities 1 am directing the Secretaries of the Military Departments, the National Guatd Bureau, and the Combatant Commands to develop action plans to improve the security and force protection of DoD personnel, including in the following areas: © Within existing DoD policy, augment security, including the option of additional armed personnel. DoD policy (DoD Directive 5210.56) authorizes Commanders and civilian directors to arm qualified DoD personnel for security, law enforcement, and counterintelligence duties. Additionally, the policy allows for the arming of qualified DoD personnel (not regularly engaged in Jaw enforcement duties) based on the threat and the immediate need to protect DoD assets and lives. © Improve off-installation site security, including practical physical security upgrades and procedural improvernents, Tey aconUNCLASSIFIED © Effectively utilize mass waming notification systems and regional alert systems to inform.
