Ato Zewdes book needs a
dictionary to translate all of the unnecessary
foreign words used in his book. Ato Zewde
perhaps hoped that using foreign words
would be a sign of advancement but in fact it
is shameful and a sign only of backwardness.
Ato Zewde Retta has put the French culture
over the Ethiopian. He thinks that the love
of the French culture, by Ato Akililu Habte
Wold, was something to be proud of. As far as
I am concerned, an Ethiopian Prime Minister
who was not proud of his countrys culture
and history should not be called wholly an

Ethiopian. People who worked closely with


Ato Akililu at that time, the late Bitweded
Zewede, Ato Haddis Alemayehu and those
who are still living, Ato Amannuel Abrham,
Ato Menase Lemma, and his private secretary
Ato Emeru Zelleke, did not confirm the
authenticity of the book. The reliable source

Alemayehu commented on the book saying

his book Ethiopia at Bay. Professor Spencer
described what Ato Zewde described but in
a scholastic and objective way. Professor
Spencer was the one who played a central
roll in Eritrea Guday. Unlike Ato Zewde,
Professor Spencer did not give a lot of credit
to Ato Akililu. We know that one of Ato
Akililus dilemmas was his pro-French stand
in world politics which created a problem
in the English-speaking world. The AngloSaxons did not see his lack of the English
language in a favorable way. That is why there
was collision with the British representative
at the United Nations.

In his book, Ato Zewde shows his
nostalgia of Haile Selassie's government. If
Ato Zewede thinks that Ato Akililu was the
one who played the greatest role in bringing
Eritrea to Ethiopia he is mistaken. Nobody
else should get the credit for the former unity

people.

Even though Haile Selassies
government had partial success in the
return of Eritrea the problems for separation
germinated within the same period. Instead
of giving the responsibility of governance
of Eritrea to the Eritreans who paid the
greatest sacrifices under the British, Haile
Selassie appointed his incompetent cronies
and Amharinized the Eritrean administration.
He started to govern Eritrea like Gondar,
Gojam and others without understanding the
difference of the way of life and mentality that
had been created by 51 years of separation.

The old Ras Kassa Hailu, whom the
Emperors educated supporters had accused
of being a reactionary conservative because
he was not for westernization of Ethiopia,
understood the difference between Ethiopia
and Eritrea, and pointed out his doubt about

PART THREE

Pankhurst arrived in Addis Ababa on
Nov. 16, 1944. When she flew to Ethiopia in
1944 the Second World War was not over and
yet she did not worry about her own physical
well-being. At the airport she was greeted by
the government of the day, headed by Tsehafi
Tezaz Wolde Giorges, Minister of Pen and
Interior and the second most powerful ruler
of Ethiopia. With him were Ato Makonnen
Habte Wold the Minister of Industry and
Commerce, Tsehafi Tezaz Teffera Work, who
was the Private Secretary of the Emperor,
Ato Ammanuel Abrha the Vice Minister of
Education, Woizero Ketsela Belachew the
Secretary General of The Ethiopian Womens
Association, Blata Belatchew Yadete who
was President of the Senate, Blata Wold
Kiros the President of the Ethiopian Patriotic
Association, Ato Gebre Maskel Haptemariam
(Dejazmach) the President of the Eritrean
Association and Ato Sereqberhan Gebre
Egezi who was Ambassador of the Eritrean
Association which was working for return to
Ethiopia of Eritrea.

These officials, most of them
refugees in England or Sudan, knew Sylvia
Pankhurst. They knew what she did for the
Ethiopian independence and how she helped
the Emperor when he was in England. They
also knew how she organized the British Public
in order to help the Ethiopian refugees, how
she fought and lobbied the British Officials
on behalf of Ethiopia, and how she struggled
for womens votes and the social and political
rights of the British women. They knew how
famous and well-known Sylvia Pankhurst and
her family were in Britain and throughout the
world.
After she was lodged in one of the palaces,
one young officer, Major Assfa Lemma, was
assigned to be her guide. In the same day
without having a rest she started visiting the
different parts of the city. Her guide Major
Assfa later became one of Haile Selassies
ministers.

The next day she went to meet the
Emperor and the Empress. She found them
not in a small house in miserable conditions
but in a palace, in a big room, on a big throne.
It must have been the first time that the leftist
and socialist Sylvia Pankhurst entered the
palace of the ruling king. She was, of course,
at the Kremlin Palace and met Lenin, in 1920.

She was born and grew up in the
time of Queen Victoria and her son Edward
VII. Including Queen Victoria she had passed
through six kings and queens. She had never
been a friend of theirs. In fact, she had

You have been serving as Ethiopian


Association and Surrounding Region as
President for the last two years. Tell me
about yourself?

Dr. Abebe:-

Currently, in addition to volunteering at


Association, I also run my own legal firm
known as Abe Legal services Professional
Corporation. I am licensed by the Law
Society of Upper Canada as a paralegal
and provide legal services mainly the areas
of immigration, refugees, human rights,
summary conviction, small claims court
and administrative law.
My other work experiences include working
as a Settlement Counselor at Ethiopian
Association, as a Research Coordinator for
New Canadian Children and Youth Study
(NCCYS) at University of Toronto. My
highest educational achievement is PhD in
Global Development Studies specialising
in Political Problems of International
Systems and Global Development. I
also have Diploma in Business Software
Applications.
Currently, in addition to my legal service
provisions and volunteering at our
Association, I am very much fascinated by
designing and assessment of community
development or Wellbeing, and in software
application including in the Office 2016
which is an upcoming version of Microsoft

First and foremost the Ethiopian


Association needs volunteers. Volunteerism
has been the backbone of the Association
ever since its establishment in early 1980s.
So by volunteering, I am trying to address
the needs in my own way. Secondly, I very
much believe in the value of volunteering.
Thirdly, volunteering provides me the
opportunity to use my knowledge and
experience. Volunteering gives the
opportunity to contribute to overcoming
barriers that our community members
face in the process of their adaption to and
managing their lives in the main stream
Canadian
.

What can we learn from past


accomplishment of the Ethiopian Day
celebration?

Dr. Abebe:-

To my understanding the accomplishment


of the Ethiopian Canadian Day Celebration
could be assessed from different
perspectives. One possible perspective is
to see it in terms of the objectives of the
Ethiopian Association. The objectives of
the Association include preserving and
promoting the rich and diverse Ethiopian
cultural heritage within the framework
of multi-culturalism and strong social
cohesion in Canada by organizing and
carrying out cultural activities. In light of
such perspective, the continual celebration
of the day for the last 17 years is a proof
of the realisation of the objectives of the
Association.
Looking at the success and the continuation
of the endeavour, we could dare to say that
we could do more if you expand the scope
of our cooperation.

We will have traditional dances, a wider


taste of Ethiopian cuisine, cultural
exhibitions, sport and kids activity and
much more. The Master of the Ceremony,
Dr. Yohanes Tadesse is well prepared to
run the event effectively and efficiently as
he did so before.

TZTA:-

How many Ethiopians do you estimate to


be present at the festivity?

Dr. Abebe:-

We expect that not less than 15,000


Ethiopians.

Why do we need to celebrate Ethiopian


Day and Ethiopian New Year together?

Dr. Abebe:-

We believe that we have to celebrate both.


Both are ways of our presenting, enjoying,
sustaining and promoting our cultural
heritage. Celebrating the two together is a
matter of convenience, I think.

What kind of support and cooperation do


you seek from our readers, community
members, other Ethiopians and guests at
large?

Dr. Abebe:-

Oh. We need all sorts of support and


cooperation. As usual we need volunteers
in different sorts of activities across all age
and gender. I invite potential volunteers to
call us and tell us in what areas of activities
they could participate. Dear participants
and guests please arrive on time.

Could you explain the level of preparation


for the upcoming Ethiopian Day? Explain
briefly?
Dr. AbebeWe have prepared well. We have rented
more than the usual beautiful and wide state
for cultural shows; we have rented more
than 50 tents. Many Ethiopian musicians
have confirmed that they would volunteer
to present their shows. We have invited our

What massage does Ethiopian Day send to


Canadians?

Dr. Abebe:-

To answer your question, let me refer to


Ethiopian history because our message
during the celebration is largely embedded
in our rich history. Ethiopia is an ancient
country known for her rich civilization, and

diverse cultural heritage. Here in Toronto


there are several aspects of Ethiopian social
and cultural heritage which are reflected
vividly
among
Ethiopian-Canadian
community members. The elements
have already become an integral parts of
cultural heritage of Toronto and Canada.
The elements include the rich languages,
literature, the Ethiopian cuisine, music,
art, drama, sports, traditional dances, and
festivities.
The warmly and openly celebration of
Ethiopian Canadian Day in conjunction
with Ethiopian New Year, gives us the
opportunity to get together and express our
rich cultural heritage and enjoy it. At the
same time the celebration helps us enhance
our contribution to the wealth of cultural
diversity and the wellbeing of the people
of Toronto and Canada. So our message
can be coined as follows: we Ethiopian
Community members have contributed
to the wellbeing of Canadian society; and
we are happy and proud to be part of the
Canadian society.

What special Message do you wish to send


to our readers in the community?

The vision of the Association is a dynamic


community organization that works to
help people of Ethiopian origins and other
newcomers build a healthy and productive
community in Canada. Working with
such vision, the Association has been
able to overcome the different challenges
(including the defunding in 2011) and
continue to provide several community
services.
Working with such vision
and thanks to dedicated works of its
determined volunteers and its current few
funders (including the city of Toronto and
other levels of government in Canada), the
Ethiopian Association has become one of
the most successful and prominent ethnic
based organizations in Toronto and the
surrounding areas. My special message
is the following: let us contribute to the
further strengthening of our Association.
Let us strengthen our Association by
building its financial and human resource
capacity by continuing our volunteering.

SAMUEL:What are some of the benefits of joining
the membership of ELN?

Noreen Javed Co-Chair of Emerging Leaders Network

Noreen is a corporate responsibility practitioner, working with Canadian organizations


to create positive change through business. She has spent time in the private sector in
marketing, consulting, and in the not-for-profit sector with organizations such as the
United Way of Peel Region and the Maytree Foundation. Currently, she is working at
Green Shield Canada as the Acting Program Manager, Corporate Social Responsibility
and GSC Foundation. Her role is focused on implementing national CSR objectives for
the organization and on managing the foundations grants.
She has a BBA from Wilfrid Laurier University, and studied Not for Profit Management
at Western. She was a 2012 DiverseCity Fellow and lives in Mississauga.

Samuel:Noreen Tell us about yourself?
Noreen:I have been a resident of the Greater
Toronto Area (GTA) my whole life. I live
in Mississauga and grew up in Etobicoke.
My parents emigrated here from Pakistan
in the 1970s and settled in the GTA. My
two sisters and I are the first generation to
attend university in our immediate family.
I studied business at Laurier, but my
career has branched off into the non-profit
sector, corporate social responsibility, and
grant making. I believe we can all have an
impact on our communities, and we are all
responsible for making our communities
the way we expect them to be. I am now a
first time mother to an incredible ten month
old girl, so I dont sleep anymore.
Samuel:You are the co-chair of the Emerging
Leaders Network. Tell us about ELN.
NOREEN:ELN is a 900+ member network, whose

vision is to build the pipeline for our


regions future leaders. Our mission is
to create a place for our members to
learn, connect, and take action on the
most pressing issues facing our region.
Though we come from different sectors,
perspectives, and backgrounds, what holds
us all together is our desire to make our
region the best place to live and work.
SAMUEL:ELN executives are described as a team
of volunteers who act as ambassadors of
the network and help shape it. What are
some of the initiatives you are hopping to
champion in the coming year?
NOREEN:Our Executive is made up of some
incredible people. Alexandra Stewart (cochair) and I are really excited that the
overarching theme we are exploring this
year is the use of public space for public
good. Some of the things we are excited
about this year:

SAMUEL:One of the signature initiatives of ELN
is the DiverseCity fellows program. You
were a fellow in 2012. Tell us about the
program and why you found it worthwhile.
NOREEN:The Fellows program is run by CivicAction.
Its one of the reasons why I am co-chairing
ELN today, and was a pivotal moment
for me in my life. Through the Fellows
program, I was able to learn so much about
myself as a leader through the excellent
leadership development programming
that is provided, I got a chance to be part
of a great mentoring program where I was
matched with a senior leader in an area that
was aligned with my career and, lastly, I
was able to work on a project idea with an
incredible group of leaders across various
sectors who continue to inspire me, who
continue to do great things for our region,
and who have become great friends. It
opens up so much in the way of networks,
confidence and personal growth.

Why I Am Championing A
17-Year-Old Star as the next
Poet Laureate for Toronto
enough to be a spokesperson of her generation.

As former United Nations secretary general,
Kofi Annan, once reflected: "A society that cuts
itself off from its youth severs its lifeline; it is
condemned to bleed to death." For the past 15
years, the UN, has noted August 12th, today, as
the International Youth day.
It is an important day.
The reality is, a society that engages young
people and embrace them as the real agent of
change, is the society that ultimately wins.
The engagement of passionate, talented and
smart young people in our society is important.
In a multicultural society such as ours, that
voice, especially from cultural and immigrant
communities, is needed more than ever. I hope
Toronto is such a place -- a progressive, open
and modern society.
I cannot think of anyone who has the capability
to be, and bring much youthful vigor, excitement
and passion, to a position that will soon be
vacant -- the position of poet laureate for the
City of Toronto -- than Maymuna Mohamed.
It is important and vital she becomes empowered

The York university student and soon-to-be


18-year-old is a native of Somalia. She is a
noted and talented spoken word artist like no
other. She also mentors young people. What
more can we ever want from a model young
citizen?
Her mentor and manager, the talented artist
Patrick de Belen, describes her style as
"contumacious narratives she stashes in
her journal -- her spoken word poetry has
transformed from stories about the life of a
young, black Muslim woman to the ultimate
form of rebellion".
She has won the city-wide poetry slam part of
the Poetry Saved our Lives Project, and opened
for The Roots at Nathan Philips Square for
Panamania 2015. She has always been a crowd
favorite. In many venues around the GTA, large
and small, she has used her talent to engage
with young people, empower them to raise their
voices for betterideals in society and become
better citizens themselves.
In 2001 -- when the position of poet laureate
was created in Toronto, it was envisioned to

Ethiopia: Why the World Bank Should Embrace Human Rights

require bank projects to respect human
rights at allan inexcusable omission.

In Ethiopia, the World Bank helps fund


a program that provides food and cash to
people who work on public infrastructure
projects. Its a popular program and many
people need the work. But a poor farmer
said that when he went to sign up for the
program he was turned away. This doesnt
concern you, the program coordinator
told him.
Three other farmers said they registered
and did the work, only to see their names
taken off the distribution list to receive the
promised two sacks of wheat and 400-500
Birr (US $35-$44). All four were members
of Ethiopias opposition party. There is
not a single opposition person in the safety
net program with me, a member of the
ruling party who took part in the program
admitted.
What should the World Bank do in
situations like this where it funds badly
needed assistance to poor communities
only to see those programs used as an
instrument of political repression? The
banks answer is, not much. Situations like
this appear not to violate the World Banks
social safeguard policies, which borrowing
countries are required to follow for World

Now the bank is carrying out a supposedly


comprehensive overhaul of its safeguard
policies but without addressing this
problem. Last Tuesday, it released a
long-awaited second draft of its proposed
changes. The bank had promised that the
new safeguards will be clearer [and]
stronger than its current policies, in
support of the banks recently adopted twin
goals to end extreme poverty and promote
shared prosperity.
But the revised draft still doesnt recognize
that those goals cant be met without
demanding respect for fundamental human
rights. Instead, it treats human rights as
aspirational values that the bank may
selectively promote, rather than as a set of
obligations with which its borrowers must
comply.
As the bank rightly pointed out when
adopting its twin goals, even as economic
development has raised average income
growth, the poorest 40 percent of the
population have seen little improvement,
and the world should pay particular
attention to those who are less fortunate.

But World Bank projects have harmed


these same communities in country after
country, as we and others have documented,
threatening their land tenure, damaging
resources they depend on, or forcing them
to resettle in inferior locations.
We have also documented cases around the
world of people who speak out against these
problems being harassed or even arrested.
The bank has policies requiring vulnerable
people to be consulted in carrying out its
projects, but none require the bank to take
responsibility for preventing, investigating,
and remedying attacks on people who dare
to speak their mind or even the people
who file complaints with the banks own
independent accountability mechanisms.
Where safeguard policies fall short
of human rights standards, they leave
communities
unprotected
against
governments abuses against the most
marginalized and poorest communities in
carrying out bank projects or retaliation
against project critics. Requiring countries
to respect human rights would ensure that,
at a minimum, bank projects do not harm
the same communities that the bank claims
are their beneficiaries.

banks dilution of human rights standards
can weaken existing rights. As the case
of the Ethiopian cash-for-work program
illustrates, discrimination on the basis of
political opinion or a persons language
violates human rights but apparently

the definition of discrimination in the
United Nations proposed Sustainable
Development Goals does not explicitly
include discrimination against people for
their political opinions or language.
The World Bank should do three things
to make good on its promise of clearer,
stronger safeguards. First, its operational
policies should make clear that it will not
finance projects that contravene borrowers
human rights obligations. Second, it
should revise its requirements, including
on non-discrimination, to comply with
human rights. And, third, it should obligate
borrowers not to retaliate against project
critics.

The Third International Conference on


Financing for Development recently
convened in Ethiopias capital, Addis
Ababa. The conference came at a time
when developing countries and emerging
markets have demonstrated their ability
to absorb huge amounts of money
productively. Indeed, the tasks that these
countries are undertaking investing in
infrastructure (roads, electricity, ports, and
much else), building cities that will one day
be home to billions, and moving toward a
green economy are truly enormous.
At the same time, there is no shortage of
money waiting to be put to productive use.
Just a few years ago, Ben Bernanke, then
the chairman of the US Federal Reserve
Board, talked about a global savings
glut. And yet investment projects with
high social returns were being starved
of funds. That remains true today. The
problem, then as now, is that the worlds
financial markets, meant to intermediate
efficiently between savings and investment
opportunities, instead misallocate capital
and create risk.
There is another irony. Most of the
investment projects that the emerging
world needs are long term, as are much
of the available savings the trillions
in retirement accounts, pension funds,
and sovereign wealth funds. But our
increasingly shortsighted financial markets
stand between the two.
Much has changed in the 13 years since

the first International Conference on


Financing for Development was held
in Monterrey, Mexico, in 2002. Back
then, the G7 dominated global economic
policymaking; today, China is the worlds
largest economy (in purchasing-powerparity terms), with savings around 50%
larger than that of the US. In 2002, western
financial institutions were thought to be
wizards at managing risk and allocating
capital; today, we see that they are wizards
at market manipulation and other deceptive
practices.
Gone are the calls for the developed
countries to live up to their commitment
to give at least 0.7% of their GNI in
development aid. A few northern European
countries Denmark, Luxembourg,
Norway, Sweden and, most surprisingly,
the UK in the midst of its self-inflicted
austerity fulfilled their pledges in 2014.
But the US (which gave 0.19% of GNI in
2014) lags far, far behind.
Today, developing countries and emerging
markets say to the US and others: if you
will not live up to your promises, at least
get out of the way and let us create an
international architecture for a global
economy that works for the poor, too. Not
surprisingly, the existing hegemons, led
by the US, are doing whatever they can to
thwart such efforts. When China proposed
the Asian Infrastructure Investment
Bank to help recycle some of the surfeit
of global savings to where financing is
badly needed, the US sought to torpedo
the effort. President Barack Obamas
administration suffered a stinging (and
highly embarrassing) defeat.
The US is also blocking the worlds path
towards an international rule of law for
debt and finance. If bond markets, for
example, are to work well, an orderly way
of resolving cases of sovereign insolvency
must be found. But today, there is no such

international arrangements. The vast


majority of countries have called for the
creation of a framework for sovereign-debt
restructuring. The US remains the major
obstacle.

Private investment is important, too. But


the new investment provisions embedded
in the trade agreements that the Obama
administration is negotiating across both
oceans imply that accompanying any such

reduction in governments abilities to
regulate the environment, health, working
conditions, and even the economy.

All countries both developed and


developing have been losing billions
of dollars in tax revenues. Last year, the
International Consortium of Investigative
Journalists released information about
Luxembourgs tax rulings that exposed the
scale of tax avoidance and evasion. While
a rich country such as the US arguably can
afford the behaviour described in the socalled Luxembourg Leaks, the poor cannot.

particularly disappointing. As developing
countries and emerging markets open
themselves to multinationals, it becomes
increasingly important that they can tax

Recently released Wikileaks Ethiopia
files expose how Ethiopian security
forces planted 3 bombs that went off in
the Ethiopian capital Addis Ababa on
September 16, 2006 and then blamed
Eritrea and the Oromo resistance for the
blasts in a case that raises serious questions
about the claims made about the bombing
attempt against the African Union summit
earlier this year in Addis Ababa, Ethiopia.

Blamed on Oromos Possibly the Work
of GOE [Government of Ethiopia]
Classified By: Charge [dAffairs] Vicki
Huddleston, An embassy source, as well
as clandestine reporting, suggests that the
bombing may have in fact been the work of
the GoE security forces. (Cable reference
id: #06ADDISABABA2708.)
At the time, the western media reported
the Ethiopian National Intelligence and
Security Service (NISS) claims that the
bombs were part of a coordinated terror
attack by the OLF [Oromo Liberation
Front, the oldest national
liberation
movement in Ethiopia] and Shaabiya
(Eritrea) aimed at disrupting democratic
development.
The Wikileaks report goes on, a typically
reliable
information
source
who
contacted Post to report that the bodies

of three men found at the bomb sites had


been picked up by police a week prior, kept
in detention and tortured. He said police
then left the men in a house and detonated
explosives nearby, killing 3 of them.
This exposes the history of how the
Ethiopian regime has planted bombs and
then blamed Eritrea and the Ethiopian
resistance. The lies that make up the
official version of this alleged terrorist
attack raises serious questions about the
credibility of the recently released report
by the UN via its US State Department
affiliate, the Monitoring Group for Eritrea
and Somalia, which blames the Eritreans
and the OLF for the January bombing
attempt at the African Union summit in
Addis Ababa, Ethiopia. Identical lies
about a nearly identical terrorist attack,
all accepted as fact by the western media.
This should also deliver another body blow
to the Obama White House and its claims
that Eritrea supports terrorism in the Horn
of Africa.
So once again the bellowing against
Eritrea by the USA and it lackeys at the
UN going back to 2006 is exposed as
complete bunkum and an identical frame
up of Eritrean and the Oromo resistance in
Ethiopia that has been regurgitated by the
UN and its truth challenged Monitoring
Group on Eritrea and Somalia must be
subject to a more critical scrutiny. Based
on this expose it can only be hoped that
the UN inSecurity Council, which has yet
to decide whether to pass severe sanctions
against Eritrea, will refrain from doing so

and antioxidant. This same flavonoid, along
withmyristicin, may also assist the liver in

When all is said and done,
President Obamas speech to the Kenyan
people delivered at the Safaricom Arena
on July 26th (Obamas Nairobi speech),
was perhaps the highlight of his historic
trip to Kenya and Ethiopia, the two East
African countries he visited back-to-back
last month. Obamas Kenya visit will be
particularly long remembered, after the
hype and hoopla of the historic state visit
subsides in peoples memory, for two
reasons: the ease with which he directly
connected with his audience and appealed
to their sense of dignity and humanity
(classic Obama speaking from the heart)
and the lucidity of the profound message
he delivered to Kenyans, and by extension,
to all Africans.

As the son of a Kenyan father
who rose to the most powerful office on the
planet and a former community organizer,
the president perhaps felt a special
responsibility to call a spade a spade and
engage in frank discussion with Kenyans.
He juxtaposed his aspirations for a united,
prosperous, and democratic Kenya with
his deep-seated fear of the latent tribal and

ethnic tremor that rears its ugly head every


now and then and implored Kenyans to
eschew tribalism and ethnic-based politics.
He urged them to instead coalesce around
proven universal values of individual
freedom and liberty. In that historic
speech, Obama warned that Kenya is at a
crossroads Old tribal divisions and ethnic
divisions can still be stirred up. I want to
be very clear here -- a politics thats based
solely on tribe and ethnicity is a politics
that's doomed to tear a country apart. It is
a failure -- a failure of imagination. (Bold
and italics mine).

That same speech, had it been
made with a slight tweak in Ethiopia, it
would not only have been timely but would
have also deeply-resonated with the people
of Ethiopia, the next stop in the presidents
two-legged visit to East Africa. In fact, if
you compare the risks of ethnic politics
faced by the two nations, one could easily
argue that Ethiopia is at a much more
heightened stage of peril than Kenya, for
the simple reason that, strange as it may
seem, ethnic politics is enshrined in the
constitution of Ethiopia, is the official
policy of the government, and is trumpeted
by its leaders as a panacea for retroactively
correcting misdeeds of past generations.
The results of this misguided policy are
the many fissures manifest in the social
and political fabric of todays Ethiopia
-- apartheid-like ethnic enclaves where
you are treated as a second class citizen

if you come from the wrong ethnic


group, unabashed economic and political
domination by a few elites in the name of
a minority ethnic group, and blatant ethnic
persecution and displacements. Add to
these the total closure of peaceful avenues
for citizens to air their grievances and
propose alternative governance models
-- the evisceration of the opposition and
the recent laughable declaration of 100
percent election victory by the ruling party,
religious persecution, and the shutdown
of independent media and civil society -the picture becomes dire and calls for an
urgent and bold intervention to stop the
fissures and start the repair.

Think for a moment the history
of our own Ethiopia where our forefathers
courageously fought and defeated all kinds
of outside invaders, while at the same time
engaging in incessant fraternal infighting.
According to Obama, such historical facts
should be acknowledged but should not be
exploited to divide and shackle people in
perpetual fear, hatred, and conflict. Obama
invoked a famous proverb in his speech
that we have not inherited this land from
our forebears, we have borrowed it from
our children to make his point about each
generations responsibility to strengthen
ties across ethnic, tribal, and or religious
divides and to pass to future generations
a more tolerant, united, prosperous, and
stronger nation.

Obama continued in his speech
that the daily limitations and
sometimes humiliations -- of colonialism
thats recent history. The corruption and
cronyism and tribalism that sometimes
confront young nations thats recent
history. You can draw parallels between
the injustice past and present generations
of Kenyans and Ethiopians have endured
due to manipulation by their respective
dominant ethnic elites. In Ethiopias case,
Amhara elites in the past and Tigres at
present. We should acknowledge this fact
and draw lessons from it to build a morejust and equitable system for all, and not to
divide and pit people against each other.

In his speech, Obama revealed
the fear he harboured during the flare-up
of Kenyas election-related ethnic violence
in 2009 that it [Kenya] might split apart
across those lines of tribe and ethnicity. To
everyone's relief, Kenyans chose to stick
together, because the people of Kenya
chose not to be defined by the hatred of the

past. Think of Meles insidious speech to


his supporters invoking the loaded word
Interahamwe during the 2005 contested
elections, and think at the same time the
reaction of the Ethiopian people, who in
their infinite wisdom, chose to ignore that
depraved call. Ethiopians share Obamas
fear of ethnic conflict in their own country
every five years the country undergoes a
pre-determined election exercise.

Given all this and the two
countries rulers proclivity to pulling out
the ethnic card to diffuse challenges to
their power, it is baffling why Obama chose
not to make that same speech in Ethiopia.
Perhaps he made those same points to
the leaders of Ethiopia behind closed
doors. That we might never know. But
considering the danger both countries face
and the fact the president conducted backto-back visits to the two countries, one
hopes the irony of double standard is not
lost on the president and his advisors. The
double standard notwithstanding, President
Obamas articulation that politics thats
based solely on tribe and ethnicity is a
politics that's doomed to tear a country
apart is a significant pronouncement with
the potential to directly shape U.S. foreign
policy engagement with Ethiopia and other
countries afflicted by ethnic/tribal politics
moving forward.

We should use every opportunity
to point to President Obamas double
standard when it comes to addressing
ethnic politics in Kenya and Ethiopia and
never cease to remind the U.S. Government
of its obligation to openly call for an end to
ethnic-based politics in Ethiopia, since the
ultimate consequence of such a policy, as
Mr. Obama articulated, is assured conflict,
fragmentation, and instability -- outcomes
not in the interest of anyone. Opposition
groups and civil society and human
rights organizations, should invoke this
principled presidential stand to encourage
the development and execution of a more
pragmatic and appropriate approach
by partner countries toward Ethiopia.
Ethiopians of all stripes should remain
united and continue to strive and forge a
peaceful path through reconciliation and
harmony. As President Obama noted,
pursuing ethnic/tribal politics is a vision
devoid of imagination, and one might add
of creativity. It should be totally rejected to
the dustbins of history.

Ethiopia's Health Sector: the Boast and the Facts on the Ground
In Ethiopia the governments assertion
of double digit economic growth has
persistently remained. For example, the
government makes inflated propaganda
about its achievements in the health sector.
The claim is that the Ethiopian government
has improved the health sector in such a
way that their success is manifested by
participating every region and all levels
of the multi-tiered health care system.
Further, the government boasts that the
cost of health care has decreased and
there are many health care extensions
covering all regions. However, the claim
is blatantly false. Healthcare is one of the
areas that are the hardest hit by corruption.
It is also staffed by incompetent healthcare
administrators who get their positions
by their political affiliation. Overall the
rampant corruption in the country can be
witnessed by any ordinary citizen. The
health care sector is no different. However,
ordinary citizens are silenced from talking
about this corruption. As speaking up about
the corruption within the healthcare system
can be a death sentence, the deficiencies
remain unfixed. My personal experiences
in the Somali Region of Ethiopia have
shown me a lack of adequately trained
and non-corrupt health care professionals,
the gross mistreatment of women, and an
overall lack of health education.
The Somali region is known for rampant
corruption. Even the federal government
of Ethiopia recognizes the difficulty in
financing the health sector and getting
professionals to work in this region. This
is evident for various reasons; the first
reason being the attempt by health sector
professionals to avoid working in the
Somali region. In addition, those who
are supposed to work in the region often
retreat. As a result, turnover is too high.
Second, those who are willing to work
in the Somali region are usually natives
of the region. They are placed into a
corrupt system in which they are promoted
quickly. These promotions are dependent
on ulterior government motives. In order

to keep their jobs as the heads of hospitals


or clinics these employees usually prevent
other professionals from exercising their
profession independently. For example,
a Somali six-month-extension-trainednurse could be the medical director of a
hospital just because he/she (usually he)
is loyal to the government. Once in that
position this director intervenes in the
professional exercise of the doctors and
health-officers on the governments behalf.
Thirdly, the culture in the region is that
most professional health care servants
do not work in the afternoons. Instead it
is typical that they stay home and chew
khat - a stimulating flowering plant
native to the Horn of Africa and the Arabian
Peninsula. This means that healthcare is
not immediately available when needed.
Instead it is constrained to specific times.
This can be dangerous because access to
medical attention shouldnt be hindered by
the time the help is needed. Access should
be a constant. The corrupt system that is in
place has caused many preventable losses
of lives. So many people are victims of this
system who shouldnt be.
As a result of the aforementioned harmful
practices, I have witnessed widespread
severe complications such as urinary and
reproductive tract infections, death by
severe bleeding, abscess formation, and
increased susceptibility to many blood
borne diseases. In addition to effective
over-night solutions being hard to come
by, the government is not doing enough
prevention and information campaigns
that may help the population to smoothly
transition into healthier cultural practices.
The gross mistreatment of women in the
Somali region of Ethiopia can be illustrated
by many things such as female genital
mutilation, early marriages, and ultimately
the environment in which women are forced
to give birth. The lives of the women in the
Somali region are perhaps some the worst
in the world. Harmful and illegal practices

are the norm in this region. Unfortunately


the government does not even take minimal
action to prevent this mistreatment. The
most horrific cultural practice is sewing a
woman's genitals after performing female
genital mutilation (FGM) --- a fourth
degree FGM. This practice is so common
that even healthcare professionals have
had to accept it and live with it. I haven't
seen any one openly opposing this situation
during my work in the region, probably
because it is dangerous to do so. Other
harmful practices like early marriage and
having too many children that the family
cannot afford to raise is just as ordinary. It
seems that the federal government either
does not know what is happening in the
region or it does not give attention to the
problems.
The age at which women in the Somali
region get married is low, perhaps, the
lowest in Ethiopia. On average a Somali
region woman is married by the age of 15.
Further, on average a man can have 2-3
wives and there are usually 8-10 children
per mother.
Moreover, giving birth
without a skilled attendant is widespread
and dangerous. To make matters worse, the
majority of women give birth both in an
unsafe environment and with an unskilled

region. The consequences affect not only
the mothers but the children as well. As
the children also have significantly high
morbidity rate and death rate.
One of the causes of morbidity in child
health that is encountered most often is
malnutrition. Malnutrition has become a
major health sector burden in the Somali
region. A physically and mentally adequate
generation in the future is not plausible
should these practices continue. The
fact is that these horrible practices target
women, and as women will bear and raise
the next generation, they deserve proper
education. Ultimately they can pass on this
education to their children, both male and

The Way Forward: National Reconciliation

Ethiopia today is at a defining moment in


history. The hope of transitioning the country
to a democratic system peacefully has faded
away as the years passed under the current
Ethiopian government. The EPRDF with its
affiliates has declared a 100% victory in the
May 2015 national election. That is a clear
message by the ruling party that multi-party
democracy is neither its priority nor an item
included on its to-do list in the near future.
As a result, the opposition camp that believes
in changing the government peacefully
and legally is increasingly being forced to
join with those struggling to overthrow the
regime by force.
Recently, Semayawi party chairman Yilkal
Getnet, said at a press conference we should
not be surprised if people join armed groups
in Ertirea when asked about three members
of his party who traveled north of the country
to join Arbegnoch Ginbot 7 movement but
were detained by security forces. The lack
of political freedom coupled with mounting
repression and high unemployment can
be a fertile ground for the birth of another
revolution in our countrys history. This has
been the case as recently being witnessed
in The Middle East and North Africa that
claimed the lives of thousands of people and
caused massive displacement, chaos and
economic turmoil.
Although all political parties and civic
groups have the responsibility to contribute
in creating a favorable political system

where power can be peacefully transferred in


an election, the ruling party holds the lions
share in this regard as it virtually controls all
government institutions in Ethiopia. There
is no reason why our country should go
down the road of violence and chaos when
negotiation, based on mutual benefit and
respect can be a win-win strategy for all
parties involved. It is true that the idea of
national reconciliation has been presented by
numerous concerned individuals and groups
to the ruling party with no success. However,
I believe the democratic opposition should
keep on pressuring the EPRDF for a
genuine national reconciliation not just
simply because it is the right thing to do but
because it is the only viable alternative we
have to save our beloved country from total
disintegration.
The regime has recently freed some bloggers
and journalists which is a commendable
action. There are many more journalists
and political leaders who are in jail
currently who should be freed as well.
This can be a good start to begin a genuine
national reconciliation process whereby all
political parties are allowed to participate
in a national conference that can shape the
countrys political future. The EPRDF,
opposition parties, civic groups and
concerned individuals, intellectuals, elders
and religious leaders should all participate in
the process focusing on finding the ways and
means of brining about democratic system
whereby change of a government only

occurs through the ballot box. This would


put an end to violence once and for all and
open the door for civilized politics, stability
and economic development. However, it is
clear that national reconciliation requires the
willingness of the ruling party, especially in
our case since the regime has total control
over any political affair in the country, to
prepare the venue for a genuine reconciliation
process with all concerned parties. National
reconciliation benefits members of the
ruling party as well because it provides them
protection from any vindictive action that
might be directed at them from anyone.
The great Nelson Mandela managed to say
no to hatred and embraced forgiveness in
order to put all the past behind and move
forward to a better future as a nation for
which he will be remembered throughout the
ages. He forgave his enemies and actually
included F. W. de Klerk, president of South
Africa under apartheid rule, as first Deputy
President in his new cabinet. Madiba, as
South Africans affectionately refer to him by
his clan name, in his book titled Long Walk
to Freedom beautifully stated that, People
must learn to hate, and if they can learn to
hate, they can be taught to love, for love
comes more naturally to the human heart
than its opposite. I urge the government
of Ethiopia and all opposition groups to
embrace wisdom and follow Madibas way!

generation. Since this has yet to occur, two
generations of women remain helpless.
The women are victims of this corrupt
system, and the female children they have
brought into this world are destined for the
same fate.
The government has turned a blind-eye to
all of these problems, yet they boast that
the inclusive health sector in Ethiopia
is booming and that we will achieve the
health status of middle income countries
by 2020. The government of Ethiopia
needs to be true to itself and to the world.
That is unrealistic and a claim made for the
purpose of sheer propaganda. More effort
and attention in changing the bureaucratic
system and harmful cultural practices
through education on reproductive health
and family planning may lower maternal
and child mortality and can save the
generation. Educating and empowering
women by breaking social norms and
reducing discrimination against the female
gender must have taken place a long time
ago. Perhaps, the political cadres of the
region are too busy fabricating false data
about the booming health sector to tell the
world and the Ethiopian populace instead
of doing something tangible to actually
help improve it. This is deeply saddening
because corruption and mistreatment
should not be instilled within a health care
system. Rather, they should be meeting the
health needs of all people in the country
whether they are rich, poor, Somali or
Tigray.
May the new Ethiopian year bring hope to
the people of Ethiopia and wisdom to the
government Officials.

society that embraces partnership with young
people to adequately serve them to be real
leaders while allowing our collective ideals to
be that of an inclusive society.

Maymuna Mohamed, to be the fifth Poet
Laureate for the City of Toronto. She will be an
exceptional ambassador of our great city.
