‘The Board of Education of the Borough of Lodi, New Jersey, convened to hold a Regular
Meeting, 14 July 201, at the Board of Education Meeting Room, Lincoln School, 8 Hunter
Street, Lodi, New Jersey, at 7:00 P.M.
‘The meeting was called to order at 7:00 P.M. by Mr. Joseph Licata, Board President who
led in the Pledge of Allegiance.
The following statement was read by Mr. Licata:
"The New Jersey Open Public Meetings Law was enacted to ensure the right of the public
to have advance notice of and to attend the meetings of public bodies at which any
business affecting their interests is discussed or acted upon. In accordance with the
provisions of this Act, the Lodi Board of Education has caused notice of this meeting to be
published by having the date, time, and place thereof sent and/or published in the Herald
News, Bergen Record, Office of the Borough Clerk, and the entrance to the Board of
Education Meeting Room."
The following members of the Board of Education were present: Trustees Miller,
Carbonetti, Marra, Vara, and Licata.

HARASSMENT/INTIMIDATION/ BULLYING

WHEREAS, the Lodi Board of Education has received the Superintendent's report
of incident(s) of Harassment/Intimidation/Bullying ("HIB") within the District; and
WHEREAS, the Board has the opportunity to review the Superintendent's
recommendations with respect to the incident(s) of HIB.
NOW, THEREFORE BE IT RESOLVED, that the Board may or may not accept
the Superintendent's recommendations.
BE IT FURTHER RESOLVED, that pursuant to N.J.S.A. 18A:37-15(d), the building
Principal shall inform the applicable parents/quardians of the students involved in these
incidents with the following information within five (5) school days of this Board meeting:
1. The nature of the investigation;
2. Whether the District found evidence of HIB;
3. Whether discipline was imposed;
4, Whether services were provided to address the incident of HIB

BE IT RESOLVED by the Board of Education of the Borough of Lodi, New Jersey, as
follows:
WHEREAS, the Governor, in consultation with the State Treasurer and pursuant to
N.J.S.A. 18A:18A-3(b), on July 1, 2015 has increased the bid threshold amount for
school districts whose purchasing agents do not possess a qualified purchasing agent
(QPA) certificate, from $26,000.00 to $29,000.00, AND;
WHEREAS, the Lodi Board of Education would like to take advantage of the maximum
statutory bid threshold amount of $29,000.00 for school districts who do not have a
qualified purchasing agent.
NOW THEREFORE BE IT RESOLVED, that the Lodi Board of Education, establishes
and sets the bid threshold amount of $29,000.00 for the Board of Education, and
further authorizes Marc A. Capizi, Board Secretary/Business Administrator to award
contracts, in full accordance with N.J.S.A. 18A:18A-3(a), for purchases that do not
exceed in the aggregate the newly established threshold amount...

Upon a motion by Miller, seconded by Marra, and approved unanimously, the Board of
Education does hereby accept the monthly Financial Report for the period ending JUNE
30, 2015. These reports are on file in the Board Secretary's office.
BUDGETARY LINE ITEM STATUS,
Pursuant to N.J.A.C. 6:23A-16.10(c)(3), I certify that as of JUNE 30, 2015 no budgetary
line item account has obligations and payments (contractual orders) which in total exceed
the amount appropriated by the district board of education pursuant to N.J.S.A. 18A:22-8
and 18A:22-8.1.

BOARD OF EDUCATION’S MONTHLY CERTIFICATION
BUDGETARY MAJOR ACCOUNT/FUND STATUS
Upon a mation by Miller, seconded by Marra, and approved unanimously, pursuant to
N.LA.C. 6:23A-16.10(c)(4), we certify that as of JUNE 30, 2015 the Board Secretary's
Monthly Financial Report (appropriations section), did not reflect any over expenditure in .
any of the major accounts or funds, and based on the appropriation balances reflected on |
this Report and the advice of district officials, we have no reason to doubt that the district 2
has sufficient funds available to meet its financial obligations for the remainder of the
fiscal year.
CASH REPORT
Upon a motion by Carbonetti, seconded by Marra, and approved unanimously, the Lodi
Board of Education does hereby accept the monthly Cash Reconciliation Report for the
period ending JUNE 30, 2015. These Reports are on file in the Board Secretary's Office.

HILLTOP SCHOOL FIELD RENOVATION PROJECT
CHANGE ORDER #02
Upon a motion by Marra, seconded by Vara, and in accordance with the
recommendation of Maser Consulting, P.A., the Board's Engineering Firm, the
request for confirmation of approval of the change order in the amount of
$4,000.00 is hereby approved unanimously. Said change order is to provide for the
installation of a drainage system in a low laying area of the field that is prone to
flooding in its current condition.
HILLTOP SCHOOL GYM FLOOR REPLACEMENT PROJECT
As per the Board Secretary's Special Report March 18, 2015, I informed you that
a claim had been filed with the District's Insurance carrier, New Jersey School
Boards Insurance Group, for the damage sustained to the Hilltop School Gym
Floor. I would like to report that the district has received a check in the amount
of $50,000.00 as a partial payment on this claim. I will report the amount of any
further reimbursements as they are received.

REQUEST FOR PLANS AND SPECIFICATIONS
Upon a motion by Marra, seconded by Vara, the recommendation that SSP
Architectural Group, the Board's Architectural Firm, be authorized to prepare
plans and specifications for the following projects for a fee of eight percent (8%)
is hereby approved unanimously:
1, Lodi High School Lavatory Renovation Project
2. Lodi High School Athletic Trainer's Room Renovation Project
3. Thomas Jefferson Middle School Lavatory Renovation Project
The above projects were included in the approved 2015-2016 Capital Outlay

Upon a motion by Miller, seconded by Vara, the letter from Rachel Garcia, Lodi
High School Guidance Counselor, resigning from her position as Lodi High School
Junior Class Advisor effective June 23, 2015 is hereby approved unanimously.

MATERNITY LEAVE OF ABSENCE/NJFLA
Upon a motion by Miller, seconded by Vara, the letter from Maria Sconzo,
Washington School Elementary Teacher, requesting a paid maternity leave of
absence from September 1, 2015 to September 4, 2015 is hereby approved
unanimously. She further requests an unpaid leave of absence in accordance
with the New Jersey Family Leave Act from September 7, 2015 to November 27,
2015. Mrs. Sconzo will resume her duties on November 30, 2015.5529

SUSPENSION ALTERNATIVE PROGRAM (SP)
Upon a motion by Miller, seconded by Vara, the request for authorization to
enter into an agreement between the Bergen County Special Services School
District and the Lodi Board of Education in order to provide Suspension
Alternative Program services for high school and middle school students for the
2015-2016 school year is hereby approved unanimously. The approximate cost
for these services is $1,250.00.

School Psychologist, requesting a paid sick leave of absence utilizing her
accumulated sick days from June 29, 2015 to July 17, 2015 is hereby approved

ANNUAL CONTRACT FOR I.D.E.A. SERVICES 2015-2016
Upon a motion by Miller, seconded by Vara, the request for authorization to
enter into a contract between Bergen County Special Services School District and
the Lodi Public Schoo! District for the provision of educational services for non-
public school students through 1.D.E.A. funding is hereby approved unanimously.
The service that Bergen County Special Services will provide is Supplemental
Instruction and Speech. The Lodi School District will pay Bergen County Special
Services up to the maximum of $46,137.00 following the start of services.

Pursuant to the requirements of N.J.A.C. 64:30, the Lodi School District has
undergone the Quality Single Accountability Continuum (QSAC) review. Based
