I file some additional complaint yesterday with the FBI and Pennsylvania
Attorney General's office.
I believe I am going to start writing a legal brief to prove and allege that all
of my defendants and perpetrators have stolen my identity since 1987.
This will move most of my civil complaints to the criminal side.
Also, do you know of any TI's that are using medical marijuana?
I finally was able to find a nice honest girl to print the brochures for
Organized Stalking and Harassment and the Electronic Energy Devices and
Weapons. THEY ARE GREAT BROCHURES, THANKS. Staples, Inc., refused
on two different occasions, they kept saying they were blank. I already
added them to one of my Pennsylvania Lancaster County Court of Common
Pleas complaints as parties and defendants.

Now, both of these Justice Department alumni share deep scorn for how
their former colleagues have handled the case, first filed in August 1994.
The Justice Department first succeeded in placing the case and its
voluminous filings under seal, which shut out the public.
Then the department convinced a trial judge to throw out the entire suit, on
the grounds that it couldn't be pursued without endangering state secrets.
An appellate court later reversed that decision.
"The common component to all these strategies is to delay, delay, delay,"
Horn said in an e-mail interview.
"In their view there's always a chance that ... Brian Leighton or I will
stumble out in front of a Mack truck."
Horn, who says his adversaries in the government forced him out of Burma,
eventually felt obliged to retire from the DEA.
Leighton's tough journey
Leighton, a 59-year-old Fresno State graduate, has faced challenges of his
own. He said he has been threatened with prosecution for revealing
government secrets. He's been told his secretary can't type legal briefs
because she lacks a security clearance.
Even a federal judge now says the government has engaged in "misconduct"
and "misrepresentations" in fighting Leighton.
"The only thing I can see you've done is try to stall at every turn," a furious
U.S. District Judge Royce Lamberth told Justice Department and CIA
attorneys at a May 19 hearing, a newly public transcript shows. "You
handcuffed the court with this nonsense."
A Justice Department spokesman declined to comment, saying that "this is
an ongoing matter." A CIA spokesman has said only that the agency takes
its legal obligations seriously.
At first blush, Leighton might seem an unlikely antagonist in a D.C.-centered
case.
After getting a law degree from Humphreys College, a small law school
based in Stockton, he spent six years as a prosecutor in Fresno with the U.S.
Attorney's Office.

He's now a solo practitioner with an office in Clovis and a roster of farm
clients.
Most notably, the self-styled libertarian has represented San Joaquin Valley
farmers who object to paying mandatory fees to promote the table grape,
raisin, cherry and cut-flower industries, among others.
"He's very aggressive, let's put it that way," said Manuel Cunha, president of
the Fresno-based Nisei Farmers League and a supporter of the practice,
called agricultural marketing orders.
"His tone and mannerism are not those of a Perry Mason."
Relationship begins
Horn was a Fresno-based DEA agent when Leighton ran the region's
organized crime drug task force.
They handled what Leighton termed "a lot of huge drug cases," serving
warrants in Miami and Los Angeles.
They stayed in touch when Horn eventually became the DEA's chief agent in
Burma.
But Horn ran afoul of State Department officials, lawsuit documents show.
He says those officials disagreed with his assessment of how cooperative
Burmese officials were. And they used illegal eavesdropping to support their
argument that he could undermine the drug effort, Horn maintains.
In a legal filing, he claimed the other government officials wanted to
"retaliate" against him because his "whistle-blowing would harm the
dishonest" agenda pursued by the State Department and CIA.
Horn ultimately lost his Burma job in September 1993.
He already had been in touch with Leighton because of their prior work
relationship, even calling him from Rangoon on a phone he later came to
believe was wiretapped.
Leighton, who is being aided by Washington, D.C.-based lawyer James
Moody, said he has attended some hearings in person in the D.C. court, and
some by phone.
As the case unfolded, Leighton said, he came to dislike the government's
excessive secrecy and "the arrogance of the Beltway." Leighton said he
thinks "the spooks were just trying to cover up their mistakes."

About Us
FFCHS is a conference call group that began February 26, 2005. We
presently have members in the United States, Canada, Western Europe,
South America, India, and Australia. We meet at conference calls throughout
the week for purposes of support, networking, and advocacy. Times and callin information are listed on the "Conference Calls and Contacts" page at this

It is our goal to bring awareness to local and state officials, Congress, the
media, and the general public of harassment group activities, mostly
consisting of organized stalking and electromagnetic torture, so that laws
will be passed and other measures taken to free those entrapped in what is
known to us as "the secret holocaust."
Former Supreme Court Justice Louis Brandeis wrote in 1928, the framers of
the Constitution sought "to protect Americans in their beliefs, their thoughts,
their emotions, and their sensations." It is for this reason that they
established, as against the government, the right to be let alone as "the
most comprehensive of rights and the right most valued by civilized men.
Millions of people across this country and the globe are being targeted in
various ways by a growing number of covert harassment groups. Citizens
are being watched, tracked, monitored and tortured; their private lives
invaded, ruined, and many kept in virtual isolation from friends and family.
FREEDOM FROM COVERT HARASSMENT AND SURVEILLANCE (FFCHS)
was formed to address these atrocities and seek justice for those who are
victims of harassment group activities which stem from corrupt elements of
the US military intelligence and the US investigative agencies, certain
defense contractors, corporations, as well as individuals and teams of private
citizens.
The CIA MKULTRA hearings which were held in the 70's revealed the
existence of secret mind control experimentation programs being conducted
by the government. After the hearings, the CIA officially abandoned these
programs. However, many are reporting a variety of effects and abuses
consistent with the findings of the Church Committee investigation regarding
the privacy abuses conducted by the CIA, FBI, and NSA at that time. And
nowadays, because of the secrecy and lack of congressional oversight during
the intervening decades, the research and development of mind control and
surveillance technology have advanced far beyond what most Americans
would imagine.

Dr. Nick Begich is the eldest son of the late United States Congressman from
Alaska, Nick Begich Sr., and political activist Pegge Begich. He is well known
in Alaska for his own political activities. He was twice elected President of
both the Alaska Federation of Teachers and the Anchorage Council of
Education. He has been pursuing independent research in the sciences and
politics for most of his adult life. Begich received his doctorate in traditional
medicine from The Open International University for Complementary
Medicines in November 1994.
He co-authored with Jeane Manning the book Angels Don't Play This HAARP;
Advances in Tesla Technology. Begich has also authored Earth Rising The
Revolution: Toward a Thousand Years of Peace and and his latest book Earth
Rising II The Betrayal of Science, Society and the Soul both with the late
James Roderick. He is also the editor of Earthpulse Flashpoints, a newscience book series. Begich has published articles in science, politics and
education and is a well known lecturer, having presented throughout the
United States and in nineteen countries. He has been featured as a guest on
thousands of radio broadcasts reporting on his research activities including
new technologies, health and earth science related issues. He has also
appeared on dozens of television documentaries and other programs
throughout the world including BBC-TV, CBC-TV,
TeleMundo, and others.
Begich has served as an expert witness and speaker
before the European Parliament. He has spoken on
various issues for groups representing citizen concerns,
statesmen and elected officials, scientists and others. He
is the publisher and co-owner of Earthpulse Press and is
also under contract as Tribal Administrator/Village
Planner for the Chickaloon Village Council, a federally
recognized American Indian Tribe of the Athabascan
Indian Nation. Begich also serves as Executive Director
of The Lay Institute of Technology, Inc. a Texas nonprofit corporation.
Dr. Begich is married to Shelah Begich-Slade and has five children. He
resides just north of Anchorage in the community of Eagle River, Alaska,

About Us
The Lay Institute on Technology Incorporated
was conceived and founded by Ms. Dorothy Lay of
Dallas, Texas. It was established as a Texas nonprofit
corporation and has filed with the United States
Internal Revenue Service for recognition as a Private
Foundation under section 501(c)(3) of the Internal
Revenue Code.
Ms. Dorothy Lay is the daughter of Herman and
Amelia Lay also of Dallas, Texas. Ms. Lays father was
the founder of H. W. Lay
ompany in 1938. It was
merged in 1961 with the Dallas-based Frito Company
forming Frito-Lay, Inc. where he served as CEO and
Chairman. In 1965 the company was merged with
Pepsi-cola and was renamed PepsiCo, Incorporated
and he was elected Chairman. Herman Lay served in
many corporate capacities throughout his life until his
death in 1982. The Herman Lay story is the
bootstrapping story of a great American business
leader who, from humble beginnings as a salesman,
helped create one of the most dynamic companies in
the world. Mr. and Mrs. Lay instilled the values of
hard work, southern hospitality, personal character
and integrity and community purpose in their
children.
With the passing of Herman Lay a great deal of
responsibility was transferred to his heirs and the
values he instilled in his family continued to be
expressed in their work in the communities in which
they live. Dorothy Lay was active in education, the
arts and various community activities throughout her
life. She began to take a particular interest in the
direction technologies were taking and the impact of
technology on people, our institutions and the planet
itself. Her interest in technology and the need for
increased public awareness of technologies and their
potential impacts was the primary motivation for
forming The Lay Institute on Technology, Inc.
In early 2004 Ms. Lay contacted Dr. Nick Begich to
discuss the possibility of serving on the Board of
Directors of the organization. During the summer and
fall of 2004 the work of forming the Institute was
