BYLAWS

HUNTERDON COUNTY LIBRARIANS ASSOCIATION


Article I: Name
This association shall be known as the Hunterdon County Librarians Association.
Article II: Purpose
The purpose of this association is to foster professional growth, continuing education and
fellowship among members. Our goals are to share ideas for professional growth, continually
improve library service throughout the county and strengthen the cooperation among all
libraries.
Article III: Members
Any certified librarian or person pursuing librarian certification may become a member of
the Association upon the payment of dues. A voting member shall be any person paying dues
to the Association. Honorary membership may be granted at the discretion of the Executive
Board.
Annual voting dues for members shall be set by the Executive Board before the fall meeting and
shall be paid at the fall meeting of each year. The fiscal year will be from September 1 to
August 31.
Article IV: Officers
The officers shall be a president, vice-president, recording secretary, corresponding secretary,
and treasurer.
Article V: Executive Board
The Executive Board shall consist of the officers of the Association, the immediate past
president as an ex officio member without voting privileges, and the chairs of the standing
committees.
Article VI: Election of Officers
The Nominating Commitee appointed by the PResident shall nominate a slate of officers. A
notice of the slate shall be mailed to the membership no later than two weeks before the spring
meeting. Elections shall take place at the spring meeting. The term of office for each position
shall be two years. Any officer may suceed himself or herself two times, serving a total of 6
years, except the treasurer, who may be re-elected indefinitely.
Article VII: Duties of Officers

Association

c. To serve as liaison with the New Jersey Association of School


Librarians, the New Jersey Library Association, and other professional
associations
Vice President
a. To preside at meetings and assume all duties in the absence of
the president
b. To serve as chairman of the Program Planning Committee
Recording Secretary
a. To keep the minutes of each meeting
b. Prepare the minutes for distribution to the members
Corresponding Secretary
a. To handle the correspondence of the Association and to be
responsible for mailing notices to the membership
b. To handle publicity for the organization and maintain files of news
releases and publications of the Association
Treasurer
a. To collect money due the Association
b. To make all payments authorized by the Association
c. To keep financial records of the association

Article VIII: Amendments


This constitution may be amended by a simple majority (51%) vote of the members, provide
notice of the proposed amendment shall have been filed with the secretary and mailed to the
membership no later than two weeks preceding the meeting at which the amendment is to be
voted upon.
Article IX: Meetings
The annual meeting will be held in the spring for the election of officers. An opening meeting
will be held in the fall and an all-day workshop will be held during the year.
Article X: Quorum
A quorum shall consist of 30% membership.
Article XI: Permanent Committees
A. The Program Committee, chaired by the Vice President of the Association, shall
be responsible for planning programs for the membership.
B. The Membership Committee will actively promote membership in the Association,
and maintain a membership file of county librarians. The Treasurer and the
Corresponding Secretary of the Association shall be members of the Membership
Committee.
C. The Legislative Committee shall keep the membership apprised of the state,
national, and county issues pertinent to the Association. The President shall be a
member of the Legislative Committee.
D. The Nominating Committee shall consist of three members as appointed by the
Executive Board, one of which will be designated a chair. This committee will submit a
slate of officers for election at the spring meeting.

The Executive Board may establish additional committees.


Article XII: Parliamentary Procedure
Roberts Rules of Order shall be used as a guide to parliamentary procedure.
