IKABALOI TYPE OF MANAGEMENT The Ikabaloi is a private non-profit Non-government Organization (NGO) that had chosen the Public-Private-Partnership Program implemented by the government as the most effective form of engaging the project to achieve its goals. PublicPrivate-Partnership Program is defined as typically medium to long term arrangements between the public and private sector whereby some of the service obligations of the public sector are provided by the private sector, with clear agreement on shared objectives for delivery of public infrastructure and/ or public services. Primary services with direct partnership with the government includes educational, health, housing, and livelihood aspects for the complete empowerment of the target Agta indigenous community to be established. As discussed in the project operations a turn-over of the facilities to the community shall be done gradually and in phases. Discussion of the Projects management shall adapt an Advocacy type NGO. The Foundation would be mobilizing resources, in the form of financial donations, materials and volunteer labor, in order to sustain the community projects and programs. To focus on the primary objectives of the project, the necessity of fundraising shall be on smaller scale as it can serve the symbolic function of strengthening the donors identification with the cause. Persuading people to donate their time is necessary, but, in addition to a small number of people giving a great deal of time, it is also necessary to be able to mobilize large numbers for brief periods. External donors may not impose onerous administrative burdens, but supporters still have to be supplied with information on an efficient regular basis. Major events will aim to attract favorable publicity rather than raise funds.
