Liberal Partys Position on Terrorism and Defense

Our Stance:
Reallocation of Funds within the Military Budget
! Cyber-security is our most venerable asset in the realm of defense, but the funds that
contribute to it are insufficient. As the largest budget by far, there should be no aspect
of our defense that is not appropriately funded.

Here are the facts and budget breakdown:


! Former FBI director, Jim Settle, recently said in an interview, Give me ten
hackers and ninety days and Ill bring this country to its knees.
! Top security advisors have repeated said that cyberattack was the greatest threat
to the United States
! Project Eligible Receiver: The NSA hired 36 computer hackers who were
publicly advertising their ability. They were only allowed to use publicly
available computers and software. They hacked into the highest level of
security in all 36 separate military networks, they gained control of every
major citys power grid, nine cities emergency networks, and they took
control of the entire pacific fleet. They were not trained military spies, but
recent graduates from computer programs.
! FY15 set aside $575 billion to spend on military. Applying a 0.7% cut (1 in 143)
to this budget sets aside $4.02 billion. This is enough to cover all expenses
with a few million to spare. Here is the breakdown:

Cyber Command has 3,000 employees but the Department of Defense has
stated that they need 6,000 by 2016 to ensure the US stays protected.
The budget office recommended Cyber Command (called Group
015A) receive $2.28 billion so the numbers I recommend for CC are
almost exactly what the military and budget office have stated are
necessary to keep us secure.

Space Command funds will be diverted into two areas. With a current
budget of just under $400 million, space command would receive $0.8
billion under my plan. Half to satellite programs, which sustained a
$305 million dollar cut in FY14. Space command gave a speech to
Congress stating that unless those funds were given back, and
increased due to more and more satellites entering near orbit, they
would soon be unable to track devices in space. Kessler Syndrome,
NASAs model which predicts the annihilation of satellite

surveillance, was not expected to reach full effect for over one
hundred years but it is advancing more than three times faster than
initial estimates predicted and can only be prevented by increased
satellite tracking. The other half of the money would go to their
fledgling space warfare program. Such money would go to satellite
defenses and anti-satellite weaponry, while this sounds like sciencefiction, these weapons exist. Countries around the world, including
China and Russia, have anti-satellite missiles.
Integrated Missile Defense is the group whose job it is to deter missile
attacks. They only have $11.5 million allocated to it. Current plans
call for IMD to scale from 50 employees to 125. $17 million for that
and $6 million to update their systems.
Information, Surveillance, and Reconnaissance has released a
statement in which it called itself broken. The Pentagon
acknowledged the necessity of this group. Director stated the only
way to fix the organization was to increase the number of analysts
from 60 to 106 and later to 200. A 200% increase to their budget
gives us the money to hit their short term mark, keep it running, and to
study if their proposal works.
