Dear Majority Leader Bakk and Speaker Daudi:
Ewant io make you aware of the financial crises confronting Minnesota's steel workers,
who are currently laid off in northeastem Minnesota.
As you know, the 2013 Special Session Jobs Bill treated steelworkers affected by adverse
tuade impocts as permanent layofis, since many of these workers were expected to be laid off for six
‘months or more, Similarly, the Sobs Bill included 13 weeks of special extended UI benefits for
‘workers lid off as a result ofthe avian flu crisis, Fortunately, very few avian flu workers hue
needed those special benefits.
However, Minnesota’s stechworkers have not been as fortunate. As of October 29, 2015, an
estimated 1,413 workers affected by mine layoffs on the Iron Range had applied for tnemployment
insurance benefits, with the majority of applications filed between May and August of this year, An
estimated 867 of these 1,413 individuals are still requesting Ul benefits cach week. (The remaining
546 individuals, who are no longer applying for benefits, have likely returned to work, although
that cannot be confirmed.)
For the 867 individuals who arc requesting weekly benefits, DEED currently projects that
596 of them ‘exhaust their regular UI benefits in February or March 2016. A smaller group of
74 individuals laid off by US Stee! will likely exhaust their regular Ul benefits this month, While a
very small number of them may be cligible for Trade Adjustment Assistance, that program is not
appropriate for most of them,
urge you to agree to our calling a Special Session of the Minnesota Legistanure before the
‘end of this year or early next year, before nearly 600 Minnesotans will have exhausted their
unemployment benefits,
