Be it enacted by the Senate and House of Representatives of the United States of America in Congress
assembled,
SECTION 1. SHORT TITLE

This act may be cited as the Postal Inclusion Act of 2015.


SECTION 2. FINDINGS

Congress hereby finds and declares that,


1) The annual defense budget is large enough to completely fund another branch of the military while the
US post office is completely unfunded.
2) The Ponemon Institute in its Most Trusted Companies for Privacy Study ranked the Postal Service as the
fourth most trusted company of 704 entries from 25 industry sectors
3) The Postal Service is the only organization in the country that has the resources, network infrastructure
and logistical capability to deliver to every residential and business address in the nation.
4) An extension of the U.S. Postal Service, the Military Postal Service Agency (MPSA) already provides
Department of Defense personnel, their family members and other authorized users mail services around
the world.
5) The USPS has only 34 cents of assets to cover each dollar of its liabilities as of September 30, 2014.
6) In fiscal year 2015, military spending is projected to account for 54 percent of all federal discretionary
spending, a total of $598.5 billion.
7) Sensitive online government documents can be transported more safely via mail courier.
SECTION 3. STATUTORY LANGUAGE

A) the United States Postal Service shall henceforth Receive funding from the defense budget. All
preexisting employees shall retain their employment and status if they so choose. 80,000,000,000 dollars or
10 percent of the defense budget shall be allotted each year towards the operating costs and advancement of
the United States Postal Service. 50 percent of the net profits beyond the any government investment shall
be returned to the Department of Defense. No fewer than two military funded United States Postal Service
installations shall be operational at all times. All such installations shall be devoted to the technical and
business advancements of the United States Postal Service. The United States Postal Services duties shall
be extended to: supplying emergency supplies to civilians in times of national crisis, developing national
evacuation routes for use in times of crisis, deliver national news and frequent updates should other means
of communication be inhibited or upon government request, to deliver sensitive or important documents
that are high risk targets of cyber terrorism or that are otherwise at risk being stored/transported online. For
every one hundred Postal Service employees, one person from the United States Army Reserves shall be
picked by lottery to aid in or carry out the new duties of the USPS as stated above. Able bodied veterans
shall be given preferential employment in the United States Postal Service. Contentious objectors (O-1 and
O-A-1 draft classifications) Shall be assigned to work in local post offices should a draft be enacted.
B) The United States Department of Defense shall oversee and aid in the above changes. Each year for four years
following the date this bill is enacted, the Department of Defense shall submit a written statement to the office of the
President of the United States and to the Secretary of Defense regarding all progress towards accomplishing the aims
of this bill.
C) This bill shall take effect January 1, 2016. This bill shall be reevaluated by congress four years after it takes effect.
