To provide sexual health education with an emphasis on HIV/AIDS and the importance of contraception in American
High Schools.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the (Lara) Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
A) The World Health Organization (WHO) estimated that, at the end of 1997, 30.6 million people worldwide were
living with HIV/AIDS, of whom over 90% were in developing countries
B) 7 million people are in need of treatment and are still waiting for access
C) 25 million people have died of AIDS since 1981
D) More than 2 million children are living with HIV, and more than 15 million have been orphaned by the epidemic
E) AIDS is affecting long term prospects and development in poor countries that are affected
F) 67% of pregnant women with HIV in low- and middle-income countries received ART to avoid transmission to
their children
G) US Presidents Emergency Plan for AIDS relief (a five year, $15 billion initiative) aims to provide antiretroviral
drugs for 2 million HIV-infected people, to prevent 7 million new infections, to provide care for 10 million
individuals, and to develop health care system capacities.
H) UNAIDS estimates that every day around 6,000 people ages 15-24 contract HIV
I) Provide young people with knowledge and information on sexual health in order to educate them on safe sex
J) Correct usage of contraceptives and access to contraceptives will lower the transmission of HIV
K) The promotion of advice and support to reduce HIV infection among intravenous drug users
L) Implemented programs have increased knowledge about sexual health and studies have shown that it has
successfully been able to reduce the frequency of unsafe sex.
M) Millions of women worldwide do not have access to modern contraception
N) More than 1.2 million people in the U.S. are living with HIV/AIDS
O) More than of all people will have an STI at one point in their life
P) One in eight are unaware of their infection
SECTION 3. STATUTORY LANGUAGE
A) The Lara Act of 2015 shall provide and implement sexual health programs in the curriculum of schools and
accessible contraceptives in developing countries. These programs aim to increase knowledge about an individuals
sexual health and reduce the frequency of unsafe sex, sexual risk-taking, and the increase of condom or contraceptive
usage. Access to safe, voluntary family planning is a human right that will be ensured by a steady, reliable supply of
contraceptives.
B) The US Department of Education will be responsible for writing the curriculum that will be taught to all high
school students. All high schools must implement at a minimum one thousand instructional minutes on the issue of
safe sex, AIDS, and HIV. The federal funding for school districts will be increased by point five percent in order to
provide for the necessary materials. The Federal Department of Health and Human Services will be responsible for
providing the contraceptives needed by students to lower the risk of unsafe sex. In order to support the influx of
contraceptives sent to schools the budget for the Department of Health and Human Services will be increased by
point four percent.
C) The Lara Act of 2016 will be enacted on January 1, 2016. Schools that do not comply will receive a three percent
cut in federal funding until the curriculum has been implemented. If The Department of Health and Human Services
is not using the increase in budget to supply students with the necessary contraceptives, the increase will be taken
away and the budget for the branch will be decreased by three percent.
