A BILL
To eliminate private gun shows and limit the sales of firearms and ammunition to federally registered and approved
stores; all states who comply shall be granted 15% of all sales of firearms and ammunition in the state.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled
SECTION 1. SHORT TITLE
This act may be cited as the Federal Limitation of Gun Sales Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
A) Under the Gun Control Act of 1968, federal law clearly defined
private sellers as anyone who sold no more than four firearms per
year.
B)1986 Firearm Owners Protection Act lifted that restriction
and loosely defined private sellers as people who do not rely on gun
sales as the principal way of obtaining their livelihood.
C) An estimated 40% of all firearms sold in the U.S. are transferred
by unlicensed sellers.
D) In a 2007 report, the International Association of Chiefs of Police
(IACP) stated that, because individuals who fail a background check
can easily access firearms through private sales, guns are far too
easily acquired by prohibited possessors, and too often end up being
used in gun crime and gun violence.
E) The Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) found
that during one 29-month period, unlicensed sellers were involved in
about one-fifth of illegal trafficking investigations nationwide and
associated with nearly 23,000 trafficked guns
F) A study which used crime gun trace data from 53 U.S. cities for the
years 20002002 found that laws regulating private handgun sales are
strongly associated with fewer trafficked guns.
G) Since the federal background check requirement was adopted in 1994,
over two million prohibited persons have been denied a firearm
transfer or permit.
H) Research has found that states with universal background check laws
experience 48 percent less gun trafficking, 38 percent fewer deaths of
women shot by intimate partners, and 17 percent fewer firearms
involved in aggravated assaults.
I) States with universal background check requirements also have a 53
percent lower gun suicide rate, and 31 percent fewer suicides per
capita than states without these laws.
J) In 2010,alone, more than 117,000 gun transfers were denied using the federal background check system.
SECTION 3. STATUTORY LANGUAGE
A) Any citizen buying a gun at private gun shows shall, henceforth, be the subject of a Federal Background check. If
the state follows the procedures administers the background checks 15% of the revenue from the sale of the weapon
shall be given to the state.
B) This law shall be enforced by the U.S. Department of Justice in all states and territories of the United States. Any
subversive behavior or the purchase of a gun without a Federal background check shall be prosecuted heavily.
C) This law shall go into effect January 1, 2016. Any buyer who purchases a weapon at a private gun show before
this date may follow the standard process of obtaining a weapon now.
