To fund Humanitarian organisations so that they can provide resources and aid to less developed countries in order to
provide treatment for AIDS and HIV.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the World Health Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Since 1981, the immunodeficiency virus (HIV) has infected over sixty-five million people worldwide, resulting in
twenty-five million deaths.
2) Only thirty-five percent of people worldwide who need highly active antiretroviral therapy (HAART) receive it.
3) People in less developed countries do not have access to the resources needed to treat AIDS or HIV, so the viruses
rapidly spread from person to person.
4) Highly active antiretroviral therapy (HAART) has increased the life expectancy of those infected with HIV, on
average, by thirty-one years.
5)The total treatment cost required to alleviate the symptoms of each case amounts to roughly $367,134.
6) The United States of America offers aid to only twenty-six other countries.
7) The AIDS pandemic has affected many countries in Africa(specifically the Sub-Saharan area), as well as, Central
Asia.
8) Women from ages fifteen to twenty-four account for over half of new HIV cases every year due to gender-based
violence.
9) Many people infected with either disease experience mental side-effects as well; such as, guilt, humiliation, and
suicidal thoughts/actions.
10)Many parents in less developed countries become infected with AIDS or HIV and pass away, due to the lack of
resources available to treat their condition, leaving their children orphaned.
11) There are 5 million orphans due to HIV and AIDS worldwide
SECTION 3. STATUTORY LANGUAGE
A) A stipend of ten million dollars shall be distributed among the International AIDS Society, who is dedicated to
improving the health of people in underdeveloped countries worldwide and has the ability to travel to such countries
and provide services. Organisations who have a large influence and ability to make a difference in underdeveloped
countries shall be given a larger sum and organisations who have a smaller influence shall be given a lesser sum. This
stipend shall be paid at the beginning of each year and will be re-funded every year. The qualified organisations who
are funded must use the stipend for the prevention of AIDs and HIV and the treatment for those infected with AIDS or
HIV in less developed countries. This includes but is not limited to medical equipment, medicine, feminine products,
contraception , sex education, and education specifically intended for the prevention of AIDS and HIV.
B) This law shall be enforced and upheld by the United States Department of the Treasury and all humanitarian
organisations under funding. Ten million dollars of the federal budget will be allotted to the designated organisations
every year, where each organisation must use the grant to treat or prevent the spread of AIDS or HIV in
underdeveloped countries.
C) Any person abusing the grant allocated to the designated humanitarian organisations or who use it to fund any
other project, activity, service, or product that does not comply with the purpose of the bill will be prosecuted under
United States law. If abroad, the person will be brought to the United States of America according to United States
policy and will be tried under the laws of the United States. This law shall go into effect on January 1, 2017. An
inflation adjustment will be enacted upon the bill each year as to apply an annual increase to the funding to keep up
with inflation. The law shall continue to be in effect until the world's population is cured of or has a substantial
amount of resources available to treat AIDS/HIV, and the ability to prevent the spread of the viruses.
