    Toallowexcessembryosfrominvitrofertilizationclinicstobedonatedtoselectembryonicstemcellresearch
    facilitiesinordertoensuretheadvancementofthetreatmentoffataldiseases.

    BeitenactedbytheSenateandHouseofRepresentativesoftheUnitedStatesofAmericainCongressassembled,

    SECTION1.SHORTTITLE
    ThisactmaybecitedastheEmbryoActof2015.

    SECTION2.FINDINGS
    Congressherebyfindsanddeclaresthat,
    1)Embryonicstemcellshavegreatpotentialintreatingdisordersinwhichcellularlossisknowntooccur.
    2)Embryonicstemcellshavethepotentialtocureallkindsofcancer,aswellasAlzheimers,spinalcordinjuries,
    andstrokes.
    3)Unlikeadultstemcells,embryonicstemcellsarenotspecifictoanytypeoftissueororganandcanproduceall
    celltypes.
    4)Stemcellsareextractedfromtheinnercellmassofembryosintheblastocyststagewhentheyareonlyfivedays
    old.
    5)Intheory,embryonicstemcellscanbetransformedintoanytypeoftissuebycertainbiologicalandchemical
    manipulations.
    6)Embryonicstemcellsallowscientiststogainaccesstoadulthumancellswithouttakingtissuefrompatients.
    7)Adultstemcellsareonlyfoundinverysmallquantities.
    8)Adultstemcellscannotbeculturedindefinitelyinthelab.
    9)Oncedifferentiated(orspecifiedtoatypeoftissue),stemcellsseemtodieoffliketypicaltissuecells.
    10)

    MillionsofAmericansareaffectedbyfataldiseaseseveryyearthatcouldbecuredbyembryonicoradultstem
    cells.
    11)
    ThousandsofembryosthatcannotbeusedforfertilitytreatmentarediscardedasmedicalwasteeachyearbyIVF
    clinics.
    12)1.7millionembryosfromvitrofertilizationclinicshavebeenthrownawayinthepast21years.
    13)
    Foreverysingleembryofrozenatinvitrofertilizationclinicsthatisdonatedtoanothercoupleortoresearch
    facilities,morethan100embryosarediscarded.
    14)
    Currently,embryoscanbedonatedfrominvitrofertilizationclinicstoresearchfacilitieswiththeconsentofthe
    donors.
    15)Evenembryosdeemedclinicallyuselessbyinvitrofertilizationclinicscanbeusedforstemcells.
    16)Embryosthatarethrownawayeverydayasmedicalwastefrominvitrofertilizationclinicsareimportantsources
    forstemcells.
    17)
    Theethicalconcernofembryonicstemcellresearchhasgreatlylimiteditsscientificandmedicinalpotential.
    18)
    Embryonicstemcellsseemtobeimmortalinvitro.

    SECTION3.STATUTORYLANGUAGE
    A)Embryosthatwouldotherwisebediscardedbyinvitrofertilizationclinicsshallbedonatedtoselectstemcell
    researchfacilities.TheU.S.DepartmentofHealthandHumanServicesshallbegivenfullauthorityoverthese
    relations,andwillprovidemeansoftransportationforembryosbeingtransportedtoresearchfacilities.
    B)ThislawshallbeenactedandupheldbytheU.S.DepartmentofHealthandHumanServices.Fourpercentof
    fundingshallbetransferredfromthefederalfundingalreadyprovidedforembryonicstemcellresearchtoprovide
    fortransportationofembryos.Ifthispercentageprovestobeinsufficientinthefuture,anadditionaltwopercentmay
    betransferred.
    C)Anyfederallyfundedinvitrofertilizationclinicfoundbreakingthislawandthusunlawfullyusingexcess
    embryosshallbesubjecttoafineofnolessthan10000dollars.ThislawshallgointoeffectonJanuary1st,2016
    andshallberenewedonJanuary1st,2020.
