SECTION3.STATUTORYLANGUAGE
WHEREASThe28thAmendmentshallhenceforthlimitthetermsofmembersoftheHouseofRepresentativestoa
totalof14years.Membersthathavealreadyserved14yearsbytheyear2025shallbeabletorunfor2moreterms
beforetheireligibilityisterminated.Followingtheyear2024thereshallbenomoreHouseRepresentativesthatwill
haverunformorethan7terms.
WHEREASTheDepartmentofJusticewillberesponsibleforensuringthatHouseRepresentativesshallnotrunfora
7thterm.Followingtheirfinalterm,membersmayholdaseatintheSenateoranyotherelectedgovernmentaloffice
theychose.
WHEREASThe28thAmendmentshallbeenactedonJanuary1,2025.Thereisnoexpirationdateforthis
amendment
ItisherebyresolvedthatthePeopleoftheUnitedStatesofAmericaurgetheGovernmenttoamendtheConstitution
oftheUnitedStatestoenactatermlimitof14yearsinofficeperCongressmen.

ITISHEREBYRESOLVED

ItisclearwithoutareasonabledoubtthatthepeopleoftheseUnitedStatesareunhappywiththecurrentunproductive
natureofourgovernment.Youmayhaveheardfrompeers,thenews,socialmedia,orevencandidatesrunningfor
officethatourgovernmentalmachineisbrokenandisindireneedoffixing.Congressmenareconcernedmorewith
reelectionandcampaignfunding.Membersofcongresshaveseeminglycometoahaltwhenitcomesto
compromisingonimportantissuestopleasetheirconstituents.Althoughitisbelievedthatvoterswillenactchange
wheretheyseefit,itisimperativethatthisconstitutionalamendmentispassedtoendcareerpoliticians,limitthe
poweroflobbyists,andeasepartisanpoliticstopassmeaningfulandimportantlegislationtosaveourcountry.Career
politicianshavebeenknowntocatertothemselvesfirst,theirpartysecond,andconstituentsoftheirregionlast.
Careerpoliticianscameaboutascongressmenshiftedtheirfocusfromtheirpartyandidealstothemselves.Itmakes
sense,too,withnoendinsight,congressmenareconstantlyworryingmoreabouttheirnextelectionthananything
else.
Moneytalks,especiallyinpolitics.Campaigndonationsinfluencebothelectionsandlegislationwithatermlimit,
thehugerolemoneyplaysinpoliticscouldbecurbedsubstantially.Withthebackingoflobbyiststheyhavemet
whileinoffice,incumbentswinatanalarmingrate.Spendanotherseventyfivethousanddollarsandyoullget
1,572morevotes(Jacobson469).Somequickmathwilltellyouthatincumbentswillhaveanextraninethousand
votesperelection.Astimemovesforwardthesecampaignspendingnumberswillonlymoveupwardsas
corporationswillbecomemoreinvestedinpolitics.Overtime,manylobbyistsandHouseMembersdevelop
longtermprofessionalrelationshipsthataremutuallylucrative.AccordingtoOpenSecrets.Org,themediannet
worthforthe530currentlawmakerswhowereinCongressasoftheMayfilingdeadlinewas$1,008,767(Choma).
ThismaybegreatfortheemployingcorporationsandRepresentatives,however,thisisnothowourfoundingfathers
envisionedourgovernmentwouldworkastheworkingandmiddleclasspeoplearelosingtrustintheirgovernment.
Becauseourlawmakersaremoreconcentratedontheirnextelection,theyfindthemselvessubjecttotheirlobbyists
andpartiesforfunding.
Anotherlargeportionofcampaigningcomesdirectlyfromtheirpoliticalparty,who,onoccasion,willaskthemto
putasidetheirpersonalbeliefsfortheirpartysviews.Partisanpoliticstodayisnotoriousforbeingoneofthemajor
cruxesofAmericangovernment.Ifnewfaceswereallowedintocongressperhapsageoldalliancesagainstother
partiescouldbebrokenup,endingthegridlock,allowingcompromises,andprogressthatcannotbeaccomplishedin
todayspoliticalclimateofWashington.
Inordertomaketheimperativechangesthatarenecessarytokeepourcountryafloat,wemustcheckthepowerof
thelobbyists,partisanpolitics,andcareerpoliticiansbyenactingatermlimitontheHouseofRepresentatives.
GeorgeWashingtonsetthestandardforallPresidentsbyleavingofficeduetohisfearofanothermonarchy,although
thesecongressmendonothavethetyrannicalpowersofasingleking,collectivelytheyareholdingourcountryback
byclingingtothemoneyandpowerthatcomeswiththeresponsibilityofcreatingourcountryslaws.Itisnowupto
youtovotetoenactthe28thAmendmentandmakeAmericagreatagainbyallowingafreshvoicetospeakamongst
thestalecobwebsoftheHouseofRepresentatives.
