Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Anti Foreign Hacking Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) The federal government suffered a staggering 61,000 cyber-security breaches last year alone.
2) In 2013, hackers stole data about more than 100,000 people from the Department of Energy's network.
3) The number of "information security incidents" in which federal data was compromised has risen from 5,503 in
2006 to 67,168 in 2014.
4) Russian cyber warfare specialists are developing the capability to remotely access industrial control systems used
in managing critical infrastructure.
5) Chinese military officials illegally breached computers at Alcoa, Allegheny Technologies and U.S. Steel Corp.
between 2006 and 2014
6) Recent major attacks have targeted the office of Personnel Management and involved the theft of sensitive records
on some 22 million federal workers.
7) Hackers from China breached the networks of the U.S. company Community Health Systems and obtained records
on 4.5 million people
8) Chinese cyber espionage is continuing to target a broad spectrum of targets, including national security
information, sensitive economic data, and intellectual property.
9) Moscow has set up a sophisticated troll army under the umbrella of its Internet Research Agency to wage a
massive disinformation campaign in support for its invasion of Ukraine, and of the Kremlin in general.
10) Chinese computer spies raided the databanks of almost every major U.S. defense contractor and made off with
some of the countrys most guarded technological secrets in May 2013.
11) China has in the past used hackers working as proxies for the state to shield its responsibility for online attacks.
12) Cybercrime and espionage is estimated to cost the U.S. economy between $24 billion and $120 billion annually.
13) The Office of Personnel Management disclosed that the personnel records of 4.2 million current and former
federal employees had been compromised by a massive cyber-attack.
14) Foreign hackers downloaded 400GB of data from the firm within a week, which makes surveillance software
that allows law enforcement and intelligence agencies to tap into the phones and computers of suspects.
15) President Obama on created the first-ever sanctions program to penalize overseas hackers who engage in cyberspying and companies that knowingly benefit from the fruits of that espionage, potentially including state-owned
corporations in Russia and China.
16) The US government says hackers based in Russia and China have engaged in widespread pillaging of corporate
trade secrets, some of it state-sponsored.
17) In March 2014, OPM officials discovered that hackers had breached an OPM system that manages sensitive data
on federal employees applying for clearances.
SECTION 3. STATUTORY LANGUAGE
A) This bill will thereby authorize the NSA to protect these secret government files in order to alleviate foreign
hacking to block off access to users in foreign countries such as Russia and China. Foreign hacking is defined by the
act of illegally intercepting secretive files from U.S. databases. The NSA shall attach a self-destruct method to
secret files where if a file were to be intercepted by a foreign hacker all of its information shall suddenly vanish.
B) Over the course of one year this act will accept state grants. For every tax payers dollar, two cents shall go to
funding this act.
C) Penalty to fail to obey this act or if one were to surpass this block will result in up to ten years in federal prison.
