COMMUNITY PROFILE

I.

Introduction
Barangay Sun Valley was created under Presidential Decree No. 1326 dated April 3, 1978. Sun
Valley, Marimar, Monte Villa de Monsod, Sta. Ana and Continental Village Subdivision in Barangay La Huerta were
detached and separated to form and constitute a distinct and independent barangay. It was created to be known as
Barangay Sun Valley. As part of Paranaque city, Barangay Sun Valley has proved to be a diverse community. Its
large land size has become the home of several different citizens, organizations, religions, and lifestyles. An in-depth
view of these cultures and community characteristics can be shown through the community profile that follows. And
through these are shown how exactly these variables affect the economic status of each living being, and the ways
they are able to express their consumer rights.

II.

Aspects of the Community


A. Ecological Aspects

Total land area
Barangay Sun Valley, covers a total land area of 1.77km, or 177.75 hectares.

B. Division/Cluster (zone or purok)


Paranaque City in Metro Manila is divided into 16 barangays, with Sun Valley being one of them under
District 2. Barangay Sun Valley has 15 subdivision/villages and 13 developing/mission areas/puroks.

C. Boundaries
Barangay Sun Valley is located at the Eastern boundaries of Km. 12 to Km. 17, West Service Road, South
Superhighway, Paranaque City. In September 1989, Municipal Mayor Hon. Walfredo N. Ferrer certified
that all areas at the northern part of Dona Soledad Avenue from Better Living Subdivision 1 to the South
Superhighway are under the jurisdiction of Barangay Sun Valley to clarify the definite boundary of
Barangay Sun Valley.

F. Type of houses
The types of homes people reside in in Sun Valley depend on the subdivision they belong to, given that
there are both urban and rural areas in the Barangay. With there being 15 villages alongside 14 depressed
mission areas, approximately half of the homes in Sun Valley are of concrete or cemented base structure
with a solid foundation for those residing in the urban areas, as well as sturdy roofing framework. On the
other hand, half of the house structures in the more rural areas of the society, such as Villa Paraiso are
made of galvanized corrugated metal roofing, or more commonly known as yero which serves as both
the walls and roofing of people's homes. Majority of informal settler dwellings are made of light

This is based on the entire Paraaque City: The number of male compared to the number of female varies
for different age groups. There are more males from the under 1 year age of age up to the 14 years of age
group. Meanwhile, the females outnumber the males between the ages of 15 years old until 85 years of
age. When narrowed down per barangay, the same goes to show.

b. Sex composition
Barangay Sun Valley, with a population of 36,668, has its gender distribution of 18,524 males and 20,144
females, with a percentage rank of distribution of 6.41.

Average income of families in Paranaque in 2012 reached PhP 356,657 thousand while average
expenditure reached Php 295,058 thousand. Average savings of families in Barangay Sun Valley was
estimated at an average of PhP 61,599 thousand. The families with seven or more members had the
highest average annual income, while those families with only one member had the lowest average annual
income. Families with seven or more members also had the highest average annual expenditure per year,
while families with only one member had the lowest yearly. Families in Paranaque with seven or more
members had the highest average annual savings, estimated at Php 61,599 thousand, while families with
only one member had the lowest with only Php 29 thousand. About 75% of the total working population
is working under minimum wage; meanwhile the remaining percentage is living on or above the
minimum wage.

E. Educational Attainment
The highest education attained by majority of the population of those residing in Barangay Sun Valley are
high school graduates, which take up 33% of the total population in that area. It is then followed by
elementary school, then college undergraduates.

F. Skills
Many of those residing in Villa Paraiso are skilled construction workers and are very experienced in the
fields of carpentry, which is why majority of the males in the barangay take the occupation of a carpenter

G. Home Conditions
The home conditions of those residing in Villa Paraiso are made of galvanized corrugated metal roofing,
or more commonly known as yero which serves as both the walls and roofing of people's homes.
Majority of informal settler dwellings are made of light materials; only a few are made of concrete and
semi-concrete materials. This puts them at higher risk to danger in times of natural disasters, especially
the most frequent ones such as typhoons. The houses are easily destructable, and provide minimal
protection against bad elements that may compromise their safety. The area is not very sanitary, as
pollution is very evident around the area. Sicknesses can easily be picked up if proper personal health
care is not observed.

H. Religion
In the City of Paraaque overall, 9.036% of the population consists of Roman Catholics, with a total of
545, 706 from the 603,862. The rest of the religions remain in the 0-2% percentile rank.It is evident that
majority of those residing in Sun Valley are religiously affiliated as Roman Catholics.

K. Dialects
The household population by mother tongue or dialect holds the majority of speaking Tagalog, followed
by Bisaya, Kankanel, and Cebuano, respectively. The following table shows the number of households

Roles:
Punong Barangay- Chief Executive or the Barangay Captain; He is in charge of negotiations, laws,
ordinances, and overall economic governance.
Barangay Kagawads- Manages security and handles the barangays projects.
Sangguniang Kabataan- Assembles and manages the overall development of the youth.

Decision-making process
1. Any member of the Sangguniang Barangay may propose an ordinance or project.
2. This filed proposal would then be processed by the Barangay Kagawads, Sangguniang Kabataan, and
other officials to see if it is relevant to any issues being tackled by the community.
3. If majority approves of this proposal, then the Punong Barangay would be encouraged to enact this
ordinance/decision.

Relationship of leaders and members


The leaders of the barangay are the ones who manage the other citizens activities and overall
development of the community. Meanwhile, the citizens are those who vote for the leaders that they trust.
Role in the community
They are those who manage the other citizens and the wellbeing of the barangay in terms of economy,
religion, society, and security. Without them, the barangay would be in disarray.

Roles:

Education determines the occupation of a person. Due to the percentage of uneducated people, they

land jobs that do not enough suffice their daily needs. Not being able to study in schools may also be the
cause of unemployment, because of their lack of skills that are required for job applications.

Decision-making process
1.

Faculty members and other officials within the schools system may give suggestions on the

improvement of the school in terms of curriculum, facilities, etc.


2.

These suggestions, if important enough, shall be formally proposed to the higher-ranking

officials.
3.

A council then deliberates these proposals.

4.

If approved by the council, then the school principal shall implement and enact it.

Relationship of leaders and members

Education also determines a person's caste or rank in society, consequently this may lead to social

gaps among the leaders and the members of the community who haven't gone through schooling.

Role in the community


Education plays a vital role in the community; it is needed to make the members of the community
become productive citizens and to maximize their potential abilities.

Religious Structure

Composition

Most of the people who reside in barangay Sun Valley are composed of Catholics.

Roles:

As Catholics they are obliged to observe the proper values and apply it in their roles in the society.

Religion, in general, acts as a way for the community to unite under their faith, ultimately influencing

each individuals actions in accordance to their religions teachings.

Decision-making process

A council of people connected to the Church shall discuss issues regarding the barangays Churches.

Once the council has come to a unanimous decision, they may be able to solve these issues with
accordance to the Bibles teachings.

Relationship of leaders and members

Their religion plays an important part in the relationship of the leaders and members. The leaders are

responsible for the welfare of the members in the barangay; therefore the leaders must be principled and
virtuous.

Role in the community


Religion is the basis of goodness in the community and the actions of others depend on the values
they believe in. In Sun Valley people are expected to act accordingly to what their religion expects of
them as individuals.

Family Structure

Composition

Legally married spouses or common law partners; children; and, in the case of economic families,

other relatives
Roles:

Families act as the basis or the foundation of the community.

It is each members responsibility to take care of each other and to make sure that each relative is

given their basic human needs.

Decision-making process

The needs of the family are to be checked by the parents, and decisions concerning the family are to

be determined by the parents as well.

Relationship of leaders and members

It is the leaders duty to make sure that each family is appropriately accommodated and given

opportunities to participate in activities/projects in the barangay.

Role in the community


Family upbringing is the base of their attitude and personality. Their upbringing would define how
they would interact with other people in the community.

Religious Organizations

1. Parish Pastoral Council

Catholic pastors consult pastoral councils in order to be better leaders. Bishops and priests ask
their councilors to investigate some aspect of the church, reflect on it, and recommend their

The Council is open to parish pastors who would like to interact with other pastors in order to
reflect, study, and aid each other in the various services of the Church.

2. Knights of Columbus

The Knights was formed to render financial aid to members and their families. Mutual aid and
assistance are offered to sick, disabled and needy members and their families. Social and
intellectual fellowship is promoted among members and their families through educational,
charitable, religious, social welfare, war relief and public relief works. From the Official

The membership of the Knights is based on the persons commitment to the order and its good
intentions/values.

3. Catholic Womens League

The Catholic Womens League, Philippines, Inc. is a Church-based Catholic lay womens
organization that traces its roots to the International Union Catholic Womens League, now
known as the World Union of Catholic Womens Organizations or WUCWO. It is a charitable,
religious, socio-economic, civic, non-partisan, non-profit organization that aims at the
sanctification of self and others in order to achieve the total human integral development of self,

The League is open to women who believe in the organizations vision mission, and is willing to
give their time and efforts to serve the Lord and His creations.

The Goal of ANF is To Know, Love, Adore, Serve, and Proclaim Our Eucharistic Lord Jesus in

To qualify as an Adorer, one must be of the Catholic religion, be committed to the cause, and be
at least 18 years of age. He/She must also undergo the Apostolic Formation and accomplish
application forms.

6. Apostleship of Prayer

The mission of the Apostleship of Prayer is to encourage Christians to make a daily offering of
themselves to the Lord for the coming of God's Kingdom and for the Holy Father's monthly
intentions. This habit of prayer encourages a Eucharistic spirituality of solidarity with the Body of

7. Legion of Mary (Senior Presidium)

The object of the Legion of Mary is the glory of God through the holiness of its members
developed by prayer and active co-operation, under ecclesiastical guidance, in Mary's and the
Church's work of crushing the head of the serpent and advancing the reign of Christ.

The Christian Family Movement (CFM) is a community of families called to be witnesses to


Christ. Its mission is to be evangelized and to evangelize families and communities through its

The organization aims to unite couples under a mutual love for God.

11. Handmaids of the Lord (HOLD)

Handmaids of the Lord (HOLD) target mature women, regardless of status, or situation, from
ages forty-one (41) and above. The ministry has a three-fold mission: personal transformation,
evangelization to bring her family and others especially women to a renewed life in the Lord, and
wholehearted service to bring glad tidings to the poor. It provides a strong teaching track, special
teachings for women in different states of life, and a leadership program to equip leaders to be

12. Singles for Christ (SFC)

The organization aims to unite individuals, who are single, with others in order to serve the Lord
through various volunteer services.

The Parish Renewal Weekend is a conversion experience. It is a strong recall into belonging to
the people of God, the Church. The reestablishment of belonging occurs through an emphasis on,

15. El Shaddai

El Shaddai is the largest Catholic Charismatic Renewal group in the Philippines that aims to
spread love, share blessings and show care for one another as children of God.

Anyone who is compassionate and willing to exert effort in order to serve the community and
other creations of the Lord is capable of being part of El Shaddai.

History
According to the first settlers, the area used to consist of wide farms, many trees bearing fruits, and clean
streams which is the source of water, laundry, bath, and many more. A child plays happily and it serves as
a place for them to live in. It has a very clean environment and has a cool breeze. For them, it was
paradise, and that is why it is called Villa Paraiso.
After many years, infrastructures and buildings were built. The stream that used to be clean is now a place
where they threw there thrash and It is now a sewage place for them.

They would usually make what we call "ligaw" to the girl they like
They would give roses and chocolates on valentines
They would accompany them and talk to them almost everyday

Curing the sick

They would go to the hospital


They would buy the prescribed medicine
They would call a herbalist

Death Rites

A wake is held with the body of the diseased displayed in an open coffin and the friends and family visit
and console the grieving family and offer their condolences.
Snacks are offered to the visitors during the wake.
The body is then cremated and kept in a urn.
A mass is held before they bury the diseased.

Christmas

Participates in Simbang Gabi


They have their own Noche Buena where they would have "salo salo"
They would drink beer to celebrate in what we call "inuman"
They would have gifts for their children (ex. New clothes)

New Year

They celebrate Bisperas nang Bagong Taon


"Paputok" such as "Pop pop" and "Piccolo"
Noisemakers
They prepare food such as "pancit" and other Filipino delicacies
Your entire family gathers together to celebrate the holiday together

All Souls Day

Days before November 2 some would go the graves of their loved ones and clean it
Food is prepared but will be eaten in the graveyard of their dead relatives
They celebrate it in the graveyard of their loved one

Holy Week

Palm Sunday commemorates the entry of Jesus Christ into Jerusalem, Filipino Catholics bring palaspas
(palm fronds) to church to be blessed by the priests
Catholics stop eating meat and turn off their radios and TVs especially after Tuesday
Salubong is also celebrated every Easter Sunday
Stations of the Cross is also done by some where they would visit different Churches (either 7 or 14) and
pray the stations of the cross
Early Years

Wide farms

Clean streams which is the source of eater

For them, this was paradise, and that is why it is called Villa Paraiso.

III. PROBLEMS AND SOLUTIONS ENCOUNTERED BY THE


COMMUNITY
Just like any normal community, many issues plague Barangay Sun Valley. Often these are related to the
environment, politics, and social issues. These affect each of the various members of the community,

including the families, students, etc, an ultimately, the barangays economic status. Although, necessary
actions are being performed by the barangay in order to address the issues.
Social Problems
Common issues regarding the society in Barangay Sun Valley include the lacking of proper
educational attainment for every member, which is usually due to poverty and lack of job
opportunities/unemployment.
How can the community address this? To begin, the members of the community should be well
informed regarding their consumer right to education/basic needs, because this ensures that every
one of them should be given the opportunity to have education. With this, parents must be
encouraged to seek help in order to find more fulfilling jobs in order for them and their children
to receive the education that they need.
Environmental Problems
The barangay suffers a poor drainage system, and it suffers other manmade issues including
pollution.
How can the community address this? According to the consumer right to a healthy environment,
the government and members of the community must implement a stricter policy regarding
pollution/waste disposal or management.
Political Problems
Corruption is a never-ending issue, and because of this plague, many workers and other citizens
suffer from lack of proper wage and other inequalities that corruption has created within the
economy.
How can the community address this? The barangay leaders can facilitiate programs and activies
that can raise the awareness of the people regarding their rights as consumers, and programs that
can also tackle the poverty within the community, such as outreaches in collaboration with
outside schools (ex. De La Salle Santiago Zobel School).
Economic Problems
Issues of unemployment/underemployment are evident in the working population, considering
that a large part of this merely have contractual jobs.
How can the community address this? Possible solutions, similar to that of the previously
mentioned social issue, is the opening of more opportunities for people to be more educated,
since education is an integral part of ones working qualifications. Apart from this, the
government should find a way to have programs that can help them in finding jobs that fit their
interest and qualifications. Also, these offered jobs should be checked because not all jobs can
offer workers the proper wage that they need in order for them to purchase their everyday needs.

IV. ANALYSIS OF THE COMMUNITY AND SOCIAL REALITIES

The members of the community, in general, experience little issues with one another, making unity
between the members evident in this barangay. But of course, the community experiences various
economic, social, political and environmental issues. In regard to these issues, the community has been
setting up programs and outreach activities in order to address the economic issues here, and is
strengthening their waste management programs in order to lessen the abundance of trash in the
surroundings.. Although, evident is the barangays proneness to extreme flooding due to the clogging of
the drainage systems. To counter this, measures have been taken in order to lessen waste, which in turn
would unclog their drainage systems. Regardless of the issues, the barangay is filled with various
organizations that help in forging bonds between members, and through these organizations, each member
is given the opportunity to contribute to the communitys strive for improvement and positive change
With this being said, the barangay leaders are doing what they can in order to educate the people of the
current issues they are experiencing, and the organizations ensure that everyone has a chance to belong in
something, and that everyone has a chance to solve the issues evident in Barangay Sun Valley.

V. CONCLUSION AND RECOMMENDATIONS


Based on the stated community profile, it can be said that the population of Barangay Sun Valley consists
of people fitting in the lower class and middle class. This is due to their issues of poverty, unemployment,
and pollution. Also concluded is the members strive for unity with one another, which is shown through
the abundance of organizations and programs inclined to solve the communitys problems. There are
several service institutions present in the barangay in order to cater to the various needs and wants of the
people, whether it is related to transportation, religion, etc. but these are shadowed by the lack of proper
care for the environment. To solve this, it is recommended for the barangay leaders to implement stricter
waste segregation and waste management regulations within the community, as this can also solve the
issue of flooding/clogging of drainage systems.
One of the largest issues of the community is poverty and the lack of stable households, since many of
them live in households that are not capable of lasting for many years. Various outreach programs and
feeding programs should then be facilitated in order to supply the people with their basic human needs
and wants, so that they may be able to live a comfortable and humane lifestyle, regardless of their
economic struggle.
With regards to the stated economic, political, environmental and social issues, many of these actually
showcase the violation, or the lack of exercising, of a persons rights as consumers. This then means that
not everyone in the community is fully aware of their rights, thus they should be well educated by the
government on what exactly their rights are and how they should practice it. Considering that the
community suffers from poverty, it is important for them to know their opportunities as consumers in the
market.
Other than those stated, Barangay Sun Valley is a peaceful and united community full of people coming
from different dialects, ethnicities, religions and beliefs. As the years pass, it is hoped that the issues of
the community will be properly addressed, so that in the near future, unemployment, poverty and
pollution will not be as prominent as it is today.
