Toregulateandlimittheusageofthenuclearweaponintermsofwarandfightthatthreatspeopleand
peoplesrightstosafety.

Be it enacted by the Senate and House of Representatives of the United States of America in
2 Congress assembled,

4 SECTION 1. SHORT TITLE

This act may be cited as the Con Nuclear Act of 2015.

7 SECTION 2. FINDINGS
Congress hereby finds and declares that,
8
9 1) In the detonation of the uranium fission bomb over Hiroshima, about 130,000 people were
10reported killed, injured, or missing. Another 177,000 were made homeless
11 2) In particular, the use of nuclear weapons may pose a serious problem to manned military space
12 operations. The singular emergence of man as the most vulnerable component of a space-weapon
13 system becomes dramatically apparent when nuclear weapon effects in space are contrasted with
14 the effects, which occur within the Earth's atmosphere.
15 3) Estimated 1998 spending on all U.S nuclear weapons and weapons-related programs is
16 $35,100,000,000.
17 4) Total number of nuclear missiles built since 1951 to present is 67,500.
18 5) Total known land area occupied by U.S. nuclear weapons bases and facilities is 15,654 square
19 miles.
20 6) Money and non-monetary compensation paid by the United States to Marshallese Islanders since
21 1967 to redress damages from nuclear testing is at least $759,000,000
22 7)North Korea already has the ability to mount a nuclear warhead on its KN-08 missile with a
23 range sufficient to hit Seattle, San Francisco and Los Angeles.
24 8) Nuclear radiation cannot be seen, smelled, or otherwise detected by normal senses. Radiation
25 can only be detected by radiation monitoring devices. This makes radiological emergencies
26 different from other types of emergencies, such as floods or hurricanes
27 9) The effects of exposure to high levels of radioactive fall-out include hair loss, bleeding from the
28 mouth and gums, internal bleeding and haemorrhagic diarrhoea, gangrenous ulcers, vomiting,
29 fever, delirium and terminal coma. There is no effective treatment and death follows in a matter of
30 days
31 10) People who receive high doses of radiation could have a greater risk of developing cancer later
32 in life, depending on the level of radiation exposure.

34 SECTION 3. STATUTORY LANGUAGE
35A) United States shall be the center of the nuclear weapon. UN and United States shall cooperate to
36manage andplantheconferenceofcountriesthathavethenuclearweapon.Theconferenceshall
37comeupwith%ofdiscardofnuclearweaponeachyearuntilitheats80%.
38B)Thecountriesthatdoesntagreetoparticipateineithertheconferenceorthediscardofnuclear
39weapon,theyshallhavenomoretradewithUnitedstates
40C) The funding for discarding nuclear weapons and holding conference with all countries that have
41nuclear weapon shall come from the department of nuclear power and military department.
