RE: ACCESS TO HISTORIC ANCESTRAL LANDS

‘We, the undersigned hereby give Notice of a fiduciary and legal interest in the properties described as
MASHAPAUG POND, which are subject to and protected under Federal Jus Cogen claims under
CIL; and
We, the undersigned herein submit private administrative process and are seeking remedy, proof of
claim and full disclosure as to claims of ownership, proof of authority and proof of land title of
Mashapaug Pond, and full disclosure as to authority over the sovereign Mashapaug Nahaganset
People, their lands and interests.
‘The purpose of this communication is to establish a formal meeting with your office. The meeting
will initiate clarity as to the interests and position of the City of Providence concerning the current
existence of the Mashapaug Nahaganset People of the territory called “Rhode Island”; we wish to
understand your lawful position concerning specific claims by the Mashapaug Nahaganset Tribe, past
and current.Various concerns, interactions in spiritual activities and cultural rights and interests of our people
‘may appear counter to the state laws of Rhode Island, but our activities are actually protected under
international law and may require acknowledgement within state legislative codes.
In December of 2014, we engaged communications with members of the U.S. Congress and Senate
along with the Department of Commerce concerning fraud and other claims of the Mashapaug
Nahaganset Tribe.
In April 2015, a delegation, including the Mashapaug Nahaganset Tribe from Rhode Island, attended
the 14* Session of The United Nations Permanent Forum on Indigenous Issues (UNPFID) in New
York. While there, the delegation had numerous discussions concerning repatriation and reclamation
of aboriginal / indigenous rights and lands,
‘The People of the Mashapaug Nahaganset Tribe, in the spirit of peace, harmony and balance believe
the time has come for discourse with your office as a precursor towards resolving certain very
important issues. Through collective participation, a timely meeting to gain a clear understanding
could possibly relieve the state of Rhode Island of potential legal and commercial liabilities,
‘These interests arise from past access limitations and restrictions placed on the Mashapaug
Nahaganset Tribe in visiting the location listed herein; such restrictions limit our Peoples” ability to
uninhibited expression spiritually and culturally on natural ancestral Mashapaug Nahaganset lands,
which are sustaining ecological destruction via the commercial activities of the City of Providence
and State of Rhode Island and Providence Plantations.
The people of the Mashapaug Nahaganset Tribe, and many sister and brother nations of the region,
are people who have never sold, traded, or otherwise lawfully surrendered their lands. This
correspondence has been sent via Certified Mail # 7005 1820 0005 2380 4663. Additionally, a copy
of the Public and Constructive Notice that we have filed with the Providence County Register of
Deeds has been included with this correspondence.
