This Constitution
A. Is the supreme law of the land. No other law shall over throw this
constitution.
B. If any law does, it should be revised or it will be terminated.
C. Everyone must obey the laws and rules set down in this constitution. The
punishment for such shall be decided by the Council Court.
The Monarch
A. The Monarchs word is the second supreme law of the land. If any word
done by him or her is not agreeing with the constitution, then one doesnt
have to obey their command. Only the Council Court can overrule the
Monarch.
B. The way of selection of monarchy is by children best fit. Out of the
Monarchs children, whichever one that is best fit for running the country
shall become ruler next. This is to be decided by the Monarch only. The
child must also be at least 13 years of age. If they are not, then an
appointed person, by the Monarch, shall help run the country with the
next ruler until they are within age. If there is only one child, then that
child will run the country next.
C. The Monarch may be a man or a woman. In order to keep their family on
the throne, they must give birth to a child. If they do not or their
child(ren) die(s), there will be a voting on which noble family shall take
the throne next. If one tries to prevent the Queen from giving birth to
III.
children or tries to kill off the children, they shall be sentenced to life in
prison or any other crime seemed fit.
D. The Monarch shall be able to make laws that are beneficial for the
country. They may not make a law without it having been passed by the
Council Court. The laws may also not be directed toward only one region
of the country. The regions make their own laws.
E. The Monarch may also veto a law presented to them that is for a region
or the whole country, only if they do not think it is necessary, goes
against the constitution, or it is not beneficial.
F. No person, group, gang, revolution, or any such uprising in Leviantonia,
except for war with another country, may try to kill the monarch. If so,
there is punishment by life in prison or death. Whichever one seems most
fitting according to the murder.
G. The Monarch is the Chief of the Militia and may only declare war if it
is agreed with all of the Regional Courts and the Council Court.
H. When becoming a Monarch, one will take this Oath: I do, solemnly
swear and promise to protect this country, and will not become a dictator,
and never, ever, go against the Constitution of Leviantonia. I promise to
rule with fairness and intelligence, and shall do everything only for the
good of this country.
I. The Monarch may be removed and one of the children will come into
power if the Monarch is misusing his/her powers, using bribery, blackmail,
and other high crimes and misdemeanors.
D. When discussing such bills, they must take a vote. If all of the Council
Court members ,out of the 20, vote for the bill to become a law, the bill
does pass. If eleven or more people vote for the bill to pass, out of the 20,
then the bill will most likely pass. It is up to the Monarch, next, whether
to pass or veto it. .
E. They make laws to benefit the country nationally. The 20 other members
can create a bill, or one can, the number doesnt really matter, except in
this case we are leaving out the 21st, and present it at the next meeting.
The rest of the Court votes on the bill, except the Monarch, and following
the rules above, it may or may not go to the Monarch to become a law. If
all 20 did vote for a pass, then you do not need the Monarchs vote.
F. The bill that one is trying to get passed
must
agree with the Monarchs
ideas first. Then the Council Court takes a vote.
G. If it is 10 and 10, out of the 20 (a tie), then the Monarch votes as well.
H. They may only make laws at the national level. Any law that affects only
one region is therefore terminated.
I. The Council Court also deals with jurisdictional cases. When this
happens, the Monarch is the head judge. The other 20 councilors are the
jurors.
J. The Council Court only deals with cases that have affected the whole
country of Leviantonia. If someone murders one person in one region and
that person is not a national figure, then that case would not go to the
Council Court. If someone murders a few people in different regions, then
that would be a Council Court Case.
K. The Council Court sets the national taxes.
L. The Council Court is the ones who collect the national taxes. They may
collect them by sending a person to get the taxes from any region or
having the governor from every region to collect the taxes. You can use
those means or any other way that is best fit.
M. If a member of the Council Court dies, they have 1 day to grieve before
going back to work. The Monarch then chooses who will take his or her
place next.
IV.
N. The Council Court also coins money, regulates commerce, deals with
foreign affairs and policies, and provides for the common defence (Militia).
O. The Council Court is supreme to the Regional Courts.
P. Twice a month, the Governor from each Region comes to the Council
Court and does a report on their region.
V.
VI.
I. The Regional Courts can create regional taxes. They are the ones who
collect the regional taxes to use to benefit the region.
J. If a member of the Regional Court dies, the Regional has 2 days to
grieve. Then the one of the people on standby comes to take his or her
place. The Monarch chooses who takes his or her place out of those who
are on standby.
K. The Regional Courts also promotes public health, safety, and welfare.
L. The Regional Courts may not coin money, regulate commerce, deal with
foreign affairs and policies, and provide for the common defence (Militia).

Constitution by way of the Council Court.

shall get together, and take votes. When 3/4ths of the REgional Courts
