Koreawhenstating,Pyongyang'sbombscanalreadyreachourfriendsinSouthKorea
andJapan,
RecognizingthatTheDemocraticPeoplesRepublicofKoreahasbeenproventobreak
treaties,includingtheirownasmentionedbyJanePerleze,authorofTheNewYork
TimesarticleChineseAnnoyancewithNorthKoreaBubblestotheSurface,stating,
NorthKoreahadviolatedthespiritofthemutualdefensetreatywithChinabyfailingto
consultChinaonitsnuclearweaponprogram,whichhascreatedinstabilityinNortheast
Asia.,
KeepinginmindthatTheDemocraticPeoplesRepublicofKoreastillneedsthesupplies
necessarytocareforitspeople,seeingasthemajorityofitssuppliescomefromexports
asauthorsBeinaXuandJayshreeBajoriaofTheChinaNorthKoreaRelationsstate,
ChinahasservedasNorthKorea'schieffoodsupplierandhasaccountedfornearly90
percentofitsenergyimports.,
RealizingthatawaragainstTheDemocraticPeoplesRepublicofKoreawoulddrag
othernationsintothesituation,greatlyimpactingtheglobalcommunityasdoneinthe
pastwhenAmericansaidedtheSouthandChineseaidedtheNorthintheKoreanWar
justastheKoreanWardraggedothernationsintoitasauthor,KennedyHickman,of
TheKoreanWarwrites,
BackedbytheUnitedNations,withmanyofthetroops
furnishedbytheUnitedStates,SouthKorearesistedandfightingebbedandflowedup
anddownthepeninsulauntilthefrontstabilizedjustnorthofthe38thParallel.,
GuidedbythefactthatTheDemocraticPeoplesRepublicofKoreastillneedsalliances
withothernationstoensurethatconnectionstoTheDemocraticPeoplesRepublicof
Korearemain,sothatalinkbetweentheoutsideworldandTheDemocraticPeoples
RepublicofKoreastillremains,
ConfidentthattheuseofTheDemocraticPeoplesRepublicofKoreasnuclearweapons
wouldcausegreatharmtoanythingandanynationcaughtinitspath,especiallytaking
intoconsiderationthattheirnuclearweaponsprogramcontinuestoexpand,
RealizingthatTheUnitedNationshashadanumberoffailedresolutionstotrytodeal
withTheDemocraticRepublicofKorea(1985,2094,2141),
HavingconsideredthatTheDemocraticRepublicofKoreahassuchweaponsasawayto
protectitspeople,intheeventofanyattacksonthecountryfromtheoutsideworld,
1. ConsidersthatTheDemocraticPeoplesRepublicofKoreasnuclearweaponsprogram
beshutdownthroughmilitaryforceiftheirweaponsareevertobeused:
a)WithimmediateresponsestosuchactionsfromTheDemocraticPeoples
RepublicofKoreabyTheUnitedNations
b)Withawarenesstoanythingbeyondthetestingofsaidnuclearweapons
2.EncouragesthelimitingofcertainexportstoTheDemocraticPeoplesRepublicof
Korea:
a)Withtheapprovalofitemsthatareabsolutelynecessaryforthesurvivalofthe
citizensofTheDemocraticPeoplesRepublicofKorea
b)Withtherestraintofluxurygoodsaswellasanygoodthatcouldpotentiallybe
usedfortheirnuclearweaponsprogram
3.CallsuponagreementwithTheDemocraticPeoplesRepublicofKoreathrough
conferencing:
a)WithanenforcedmeetingbetweenworldleadersandKimJongUnthrough
otherwisesendingininformationtoTheDemocraticPeoplesRepublicofKorea
toinformitscitizensoftheoutsideworld
4.UrgesthatTheUnitedNationsdealwithTheDemocraticPeoplesRepublicofKorea
willtherespectofanindependentnation,supportingitinitsdecisions
5.EncouragesthatTheDemocraticRepublicofKoreabeabletohavevoiceinthesurvival
ofitselfanditspeoplebybeinggivingchoice
6.SupportsthatTheDemocraticRepublicofKoreamaykeepitsnuclearweapons,ifonly
usedforitsownprotectionandnotforthedestructionofothernations
7.Emphasizesthattheabovebeputintoactionwithinsixty(60)daysoftheapprovalofthis
resolution
8.NotingthatanyrefusalorrebellionofTheDemocraticPeoplesRepublicofKoreawill
resultintheconsequentialforcethatbeexecutedbyTheUnitedNations.
