Clark Address 17423 South Gatford Blvd, Broken Arrow, OK 74014 Telephone: (18) 605-6657 Termination Date: May 29, 2015 “To the Named Persons: ‘This lawfirm has been retained by Shannon Clark to represent his legal interests in connection ‘with his tore claim for wrongful termination, pursuant to $1 0.8. § 151 et eg, against the Tulsa County Sheriffs Office (*TCSO"), Tulsa County Sheriff Stanley Glanz (“Glan2"), Tulsa County, Michelle Robineste and any’ of Mr. Clatk's direct supervisors or other persons in management that might have any liability forthe claims set forth below. Mr. Clark was a major with TCSO at the time of his ‘wrongful and malicious termination. Pursuant to 19 O'S. § 547, Mr. Clark was a protected employee. ‘of the TCSO and could only be terminated fr just cause. Further, Mr. Clark is protected by the United States and Oklahoma Constitutions. Set forth below is a summary of evens that give rise to Mr (Clarks tort claims for wrongful termination from the TCSO, SUMMARY OF EVENTS GIVING RISE TO TORT CLAIMS Prior this termination from TCSO, Me. Clark had completed a nearly twenty-three (23) year career in law enforcement. More particularly, Mr. Clark spent approximately five (5) years withthe Bixby Police Department, approximately three (3) years at the Oklahoma Department of Tourism and nearly a fifteen (15) year career with TCSO. More particularly, on November 1, 2000, Mr. Clark was hired by TCSO as a court deputy snd assigned to courthouse division. Thereafter, Mr. Clark received 4 «series of promotions and was ultimately assigned as the TCSO Public Information Offices PIO") in October 2009. In August 2012, Mr. Clarke was promoted to Major and assigned as the Major in ‘charge of Courthouse Operations while still holding the position of PIO. In May of 2014, Mr. Clark ‘was promoted to Administrator ofthe Jil while still holding the position of PIO, Me. Clark remained in the dual role of Jail Administrator and PIO until he was wrongly fired on May 29, 2015, While setving inthe dual role as PIO and Jail Administrator, Mr. Clark supervised well over 440 employees, ‘Throughout twenty-three years in law enforcement, Me. Clark as never received a reprimand. In other words, Mr. Clr’ employment record was unblemished until he was wrongfully terminated by Glanz ‘who was retaliating against Mr. Clark. The Eric Haris Shooting On April 2, 2015, Reserve Deputy Robert Bates ("Bates"), while reportedly intending to use his Taser instead pulled his sidearm and shot and killed Erie Wiliams (“Harris Shooting”). Thereafter, ‘media frenzy erupted asa result of the Harris Shooting. Mr. Clark, in his role as PIO forthe TCSO, ‘was dispatched by Glanz to handle media atthe seene of the Harris Shooting along with Captain Billy McKelvey ("McKelvey") and Deputy Chris Cook, both pat of the PIO team, arrived approximately tn hour after the shooting occurred. Over the next several days there was a tremendous amount of ‘media surrounding the incigent. On several occasions Mr. Clark addressed the local and national media correspondenis regarding the Harris Shooting. The script of each such address to the media was dictated by Glanz or Terry Simonson LS Meetings with Glan: Daring the week of Apri 13, 2015, a rumor began circulating about a 2009 TCSO Internal Aats report (te “2009 Report”) regarding an investigation of claims of abuse, intimidation of ‘emplayees and falsification of training records within the TCSO Reserve Deputy program, including the training records of Bates. Upon information and belief, on April 14, 2015, MeKelvey met with ‘TCSO Undersheriff Tim Albin ("Albin") and provided Albin with a copy of the 2009 Report. This vas the first time that Mr, Clark had leaned of the existence of the 2009 Report. Upon information and belief, on April 15,2015, Albin met with Glanz to diseuss the 2009 Report. On April 16, 2015, McKelvey and Mr. Clark met with Glanz and told Glatz thatthe 2009 Report existed. Glanz indicated that he had seen the 2009 Report but tht he was not concerned about its content. ‘Mr. Clark and McKelvey urged Glanz to make a public statement acknowledging the existence ofthe 2009 Report and offering condolences tothe family of Eric Haris. Glanzdisegarded ‘their suggestions and stated that he was scheduled to emcee a Boy Scout event atthe Mayo Hotel later that day, and immediately thereafter was leaving for vacation with his wife, Glanz said that he would
