ARCHITECTURALCONTRIBUTION

Competitions are a unique way to provide opportunity to the architects for experimentation, brain storming, thought provocation and creativity. It is a
motivationforarchitectstosearchanswersfortheirquestions,builduptheirunderstandingaboutsociety,humanbeing,context,economyetc.,andthus
reflectingtheirthoughtsintophysicalenvironmentthrougharchitecturaldepiction.Entrantsarefreetoexploreasfarastheyarewillingtopushthebar
setoutforthecompetition,butnotbreakingthem,toavoiddisqualification.

ABOUTDHAKAELECTRICSUPPLYCOMPANYLIMITED(DESCO)

HISTORY

In the prevailing socioeconomic and political environment it is a great challenge in earning customer confidence for a public sector utility company In
Bangladesh.Butdespiteallrealitiesandconfrontingallchallenges,DhakaElectricitySupplyCompanyLtd(DESCO)iscommittedtoachievethedistinctionof
theleadingmostcompanyinthecontextofearningcustomersconfidence.

TheemergenceofelectricityuseinourpartoftheworldwhereBangladeshissituateddatesback140years.Actuallyelectricitycamehereonlytwoyears
aftertheusestartedinerstwhileKolkata.ABritishcompanyon24June1879firstsetthemillstoneofelectricityuseinKolkata.Graduallyafterwardslimited
scale use of electricity started in different parts of undivided India. But the first formal use of electricity started from the first thermal power plant by
CalcuttaElectricitySupplyCorporation(CESC)inApril1899underthepatronageofLordCurzon.

NawabofDhakaintroducedelectricityinBangladeshin1901.OnlyAhsanManzilusedtoenjoytheprivilegeofusingelectricityinitially.Electricityusefor
generalcitizensstartedin1930.AcompanynamedDEVCOwascreatedforpowerdistributioninDhaka.Theyusedtogeneratepowerintheirownplant
and supply. It continued till 1947. Pakistan government took it over in 1957. In 1947, other than Dhaka 17 other districts were partially under power
generation and distribution coverage. After creation of Water and Power Development Board in 1959 power generation and distribution came under
exclusivegovernmentcontrol.

AfterindependenceofBangladesh,WAPDAwasdividedintotwoparts.Theresponsibilityofpowergenerationanddistributionwasvestedonthepower
wing of WAPDA. From 1972 till 1991, BPDB was exclusively responsible for power distribution in the entire country. After the creation of Rural
ElectrificationBoard(REB)in1977thetaskofsupplyingpowerinruralareaswasgraduallyhandedovertoREB.NowREBisdischargingthisresponsibility
through72PollyBidyutSamity(PBS).

From19711991thePowerSectorwasdependentonloansandassistanceofdevelopmentpartnersanddonoragencies.Butchangingparadigminglobal
scenario generated encouragement among investment communities for investment in Bangladesh power sector. But at the same time donor agencies
offeredfinancialassistanceattachingvariouscovenantsforreformsandrestructuring.Onthebackdropofabove,DhakaElectricSupplyAuthority(DESA)
washandedovertheresponsibilityfromBPDBforsupplyingpowerinDhakaMetropolisandadjacentareas(Narsingdi,Gazipur,Narayanganj,Munshiganj
and Manikganj). DESA was created with three major objectives. These were: Reducing staggering system loss, increase revenue collection and ensuring
bettercustomerservices.DESAwascreatedthroughaPresidentialOrderin1990andstartedoperationin1991.

After5yearsofDESA,anewpublicsectorcompanynamedDhakaElectricSupplyCompanyLtd(DESCO)wascreatedin1996underCompanyAct1994,
withasmallareaMirpurwashandedovertoDESCOfromDESA.

DESCOstartedoperationaftertwoyearsofcreationwithonly90MWpowerdistributionand71,161customers.Nowin2015,DESCOsupplieselectricityto
almost7,05,000customers.Startingwithasystemlossofabout47%ithasmanagedtobringitdownto8.37%.Itisnowafinanciallyviable,profitearning
PublicUtilityCompany.

DESCO is working to meet the future demand, better customer service expectation of the customer and modern power distribution system by 2030
expecting2.8millionofconsumers.

ABOUTCOMPETITION
CRITERIA

Thearchitecturaldesigncompetitionwillbeanopenprocedureintwostages,whichwillhighlightoutstanding
intermsofidea,sustainableandmostinnovativegreenBuildingsolution.
ProjectCost:ApproximatelyTk.100crore.

FirstStage:
ThefirststageconsistsinfindinganadequateapproachtotheSpecificationsandprogramofthecompetition.
ThisstagemustenabletheCommissioningOrganizationtoassess,howtheprojectwillbeassimilatedonsite,its
architecturalquality,theextenttowhichtheprojectmeetstheobjectivesoftheprogram,howtheprojectdeals
with the issue of functionality and access, cost effective use of space, energy efficiency, local resources and
sustainabilitywithuniversal/handicappedaccessfacilities.
Sixentrants(Maximum)willbeinvitedtoparticipateinthesecondstage.

SecondStage:
ThesecondstagemustallowtheselectedcandidatestodeveloptheirprojectsonthebasisoftheJuryreport
andanindividualassessment.
Participantswillsubmitapreliminaryestimatedcostoftheproject.

LEGALANDREGULATORYPRINCIPLES
Entry in this competition implies agreement by the Organizer (IAB and DESCO), the Jury and the candidates to abide by the terms of the competition
regulations,specificationsandprogram,andtherepliesgiventoEntrants'queries.
SubmissionofanentryconstitutesacceptanceofthedecisionsoftheJuryandthedecisionofDESCO,whichshallbefinal.
TheCommissioningOrganizationundertakestofollowanimpartialprocedurefortheselectionofcandidates.Noappealshallbeadmitted.
Byparticipatinginthecompetition,candidatesconfirmtheiracceptanceoftheseregulations,specificationsandprogram,andaffirmthattheyare

Generator:StandbyGeneratorshallbeprovidedforPump,Lift,Airconditions,safety security system and some emergency lights at
corridors.Othergenerallightsshallbeoperatedbysolarpowersysteminthedaytime.

system,accesscontrolandothers.Closedcircuitcameraforbothdaynightsystemsshallbeincorporate).
ProvisionforSurfaceParkingAreas.
Airconditioning:SpaceforCentralAirconditioning system.TheCompressor,Chiller,Pumps,Energymanagement system(substation,switch
gear,PFIplant,metering,Energycontrollingsystemetc.)Andcoolingtower.
Basement:Thereshallbe03(three)nos.ofBasementatthebuilding.
SewerageTreatmentSystem:ModernSewerageTreatmentSystemshallbeprovidedforthecomplex.

ElectricalSubstationandGeneratorroommaybeplacedatbasement01andcarParkingshallbeplacedatothertwobasements.Thereshallbedrivers
waitingroominthebasement.

SCADAandDataCenter:

SupervisoryControlDataAcquisition(SCADA):Around8000(eightthousandsft)offloorspaceshouldbeprovidedtoaccommodatetheSCADA
systemandcontrolroomwithappropriatefloorheight.
Data Center: Around 4000(Four thousand sft) of floor space at suitable floor should be provided to accommodate the Data Center with
appropriatefloorheight.
Separateaccessfortherentedoutoffices:SeparateentryandexitfacilitiesshouldbeprovidedfortheotherRentedoutofficeareas.
WallDigitalDisplay:AbigDigitaldisplayscreenontheouterwallshouldbeprovidedatanysuitableposition.

OperationandMaintenanceSpaces:

ServerroomandComputer/InformationTechnology(IT)Closets.
MaintenanceClosets.
GeneralStorage:Foritemssuchasstationery,equipment,andinstructionalmaterials.

TERMS&CONDITIONS

AFTERTHEFINALRESULT
SELECTIONOFARCHITECT&FIRM
1. TheArchitecturalFirm(consistsofArchitect/Architects)winningtheFirstPrizeshallbeformallyappointedbyDESCOinaccordancewiththeAgreement
along with Conditions of Engagements of IAB unless and the fees for Architectural, Structural, Electrical & Mechanical and Plumbing Consultancy
servicesshallbe5.30%(FivepointThreezeropercent)ofthetotalconstructioncost(ThetotalfeeswillbeconsideredincludingVATandAIT),unless
thereisanyvalidreasontodeclinesuchappointmentundertheIABCodeofEthicsandProfessionalConductortheIABCompetitionRegulations.In
suchcase,theArchitect/ArchitecturalFirmofthe2ndbestawardeddesignshallbeappointedasthearchitectandthearchitect,ifrequired,shallhave
tomakeanyreasonablemodificationstohis/herdesigninaccordancewiththerecommendationsofthejury.Ifthesameprocessfailsforthe2ndbest
design,thenthe3rdbestawardeddesignshallbeappointedasthearchitect,andshallhavetomakemodificationsinthesameway,ifrequired.
2. DESCOcanappointthefirstprizewinnerforFulltimesupervisionoftheprojectwithafeeupto2.2%(TwopointTwopercent)(Thetotalfeeswillbe

thefirstprizewinnerforthisjobwiththesamefee.
3. DESCOmayappointthefirstprizewinnerfortheirofficeInteriorDesignoftheprojectorreservestherighttoappointanyotherwinner(shortlistedfor
secondstage)ratherthanthefirstprizewinnerforthisjob.Feeforthisjobwillbefixedupontheagreementofbothparties.
4. ThefirstprizewinnersprizemoneyshallbeconsideredasAdvancePaymenttothecommissionedarchitect(s)andshallbeadjustedwiththewinning
Architectstotalfee.
5. Ifthejuryisnotsatisfiedabouttheabilityofthe1stprizewinningarchitecttocarryouttheproject,theyshall,inconsultationwiththewinner,advise
DESCOthatanestablishedArchitect/Consultantacceptabletothepromoterbeappointedincollaborationwiththe1stprizewinnerincarryingoutthe
work.
6. AnydisputeonthetermsandconditionsofappointmentpriortosigningoftheAgreementshallbesettledbyapersonnominatedbyIAB,ifnecessary,
asarbitratorbetweenDESCOandthewinner.ThedecisionoftheArbitratorshallbefinalandbindingonDESCO&theWinner.
7. If,foranyunavoidablereason,DESCOwantstocancelthecompetitionaftertheentriesarereceived,theentrieswillbeevaluated&theprizeswillbe
awarded.Insuchcase,thecopyrightandauthorshipofthedesignswillremainwiththerespectivearchitectsandAMIshallreturnallthesubmitted
designstothem.NoneofthesubmitteddesignscanbeexecutedbyAMIoranyotherarchitectappointedbyDESCO.
