At 12:36 am on the 18th, | tweeted "middle of the night work" At 1:33 am | tweeted out | had been stabbed in the back. That was after they worked through the county audit privatization amendment and voted to adopt it. | attempted right before that to call the Governor. He was asleep and | did not want to wake him. At 1:38 am | went downstairs to speak with the AP, ‘On Monday at 11:23 pm, Session Daily reported: “Although not one of the larger budget bills, the House and Senate passed a nearly $974 milion funding peckage Monday evening that would fur their operations as well as many other state agencies and boards" httovvww.houselea, state, mn.us/SessionDaily/SDView_asox?StoryiD=5865 (some good info on who said \what). So it was Monday night. At 6:47 pm on Monday, Senator Pappas was making her floor speech against SF888 due to county audit privatization. Abby Simons has a tweet at 6:46 pm confirming the ‘Senate took up State Gov $ bil at that time. At 6:45 pm, Scheck in a tweet said that Pappas stated she id not sign the CC Report due to a "bait and switch’ on State Gov Bill re: State Aucitor provision. Abby Simons tweeted at 10:25 pm that the House passed the State Gov Finance bill First engrossment of HF495 (posted 4/20/2015) (nto doc house len state mn.usfe/ SEBILFOSSS,t og) This the later ofthe two versions posted online (httosv/Awww.revisor.mn.covibills/bll_ hp ?b=House&f=HFO495ass ~The provision in this bill that would have enacted Minn. Stat. § 6.481 was art. 2, §7 starting on p. 28, line 8. This provision does not specify an effective date. ~The provision in this bill that would have repealed Minn. Stat. § 6.48 was art. 2, § 124 (b) on p. 110, line 8. This provision also does not specify an effective date. So, if these provisions had been enacted during the 2018 legislative session, the effective dete of both of these provisions would have been July 1, 2018, by operation of Minn. Stat. § 645.02 (httos:/www.revisor.mn.covistatutes!7id=845.02) ("An appropriation act or an act having appropriation items enacted finally at eny session of the legislature takes effect at the beginning of the frst day of July next following its final enactment, unless a diferent date is specified in the act”) During the evening of the CC (see above) Anderson offered the emendment that changed the effective date for 6.481 to August 1, 2016.The amendment has a time stamp of 6/17/15 at 04:16 pm. And it says: Senator ....... Moves to amend SF 888, in conference committee, as follows: . f you want me to scan it | can, It then has he effective date language. In terms of Hennspin County, my staff said that when Bob Mattson was the State Aucitor in the 70's and (Gik/2018) Rebecca Otto - Fwd: "*Revision 3: Time change"™” Conference Page 2] Hennepin County was building the government center, there was some chaos and political wrangling (my term). He ruffied feathers. It looks like Hennepin County has been with private fims since 1970. He may have wrangled with them aver detalis of the gov center. Anyway, Hennepin County acknowledges that we have statutory audit authority over the county audit and that the OSA reserves the right, at our discretion, to perform the county's audit. Their hospital is very large and complex and | belleve that OSA staffing levels at the time mede It difficult for us to conduct the audit. So, there is no special law for Hennepin County. OK, | think | have answered all of your questions. Please let me know if you need anything else. It was a pleasure interviewing with you this morning. | love your historical knowledge of our government. Sincerely, Rebecca Otto State Auditor 525 Perk St. Suite 500 St. Paul, MN 85103
