2.1 The jack-up Admarine-I is presently soft pinned at STBY location adjacent to
Suez floating Dock and has been requested to move to Mozhel Platform
A Principle Rig Move supervisor shall carry out the move.
The rig Mover shall confirm that all premove checks are completed and move
plan in place
These procedures written for moving ADM1 from Suez Shipyard Floating
Dock. STBY location (adjacent to floating dock) to Mozhel Platfrom
2.2 This procedure is written as a guideline only and at all times the move will be
conducted strictly in accordance with ADMARINE I specific procedures,
ADMARINE I Operations Manual, the Field Operations Manual and the ADES
INTEGRATED MANAGEMENT SYSTEM.
While every effort has been made to ensure an accurate presentation of the
proposed rig move of the jack-up ADMARINE I, ADES reserves the right to
amend the procedure to control and mitigate any deviation, which may arise
out with the planned scope of the rig move.
Amendments to the rig move procedure made after the commencement of the
operation will be agreed among the ADES Marine Superintendent, , Rig mover
and Marine Warranty Surveyor.

ADES management will be informed of any deviations from these procedures


and which are to be acknowledged by ADES Operation manager and Marine
Manager as well as oil company representive .
The operation will be suspended, and provided in safe manner, until all parties
fully understand and approve the required deviation. When any major deviation
from these procedures occurs, a Management of Change (MOC) must be
generated and approved by all involved personnel.
A pre-move meeting will be held on the rig and to be attended by the key
personnel involved with the rig move.
The purpose of this meeting will be to ensure that personnel are aware of their
job functions, responsibilities and to agree on any technical aspects and
constraints that may affect the operation.

Confirmation will be given to the rig mover, the rig will have the capability of
lowering or raising the legs, and all the fundamental safety systems of the rig
are fully operational, i.e. bilge and fire pumps, emergency generators and that
the principals of watertight integrity will be maintained at all times.

Background:

Mozhel Platfrom was previously visited By was Rig Comet during 2004 and
penetration was 10-12 ft (initial =final) and during 2008 by Benevis andpentration
was the same and by ADMIII during 2015 with same pentration
ADM1 is soft pinned adjacent to the floating for about 3 month and wil be towed
form this location to the Waitting area using Suez canal tug where they will be
swapped with two towing tugs and proceed to Muzhel platform.

3.0 CLIMATE AND WEATHER:


Although the autumn months in the Gulf of Suez are known for, being weather it has
been observed over the past several years that the general trend towards random storm
(wind) patterns have remained throughout the year.
During these times, the weather can be unpredictable at best and are often found to be
out of the wind and sea state parameters for moving a rig on or off location.
The predominating winds are from the NW and driven primarily by weather patterns in
the Mediterranean and Arabian Peninsula. Wind speeds can be varying from 10KtsNW to
speeds in excess of 60 Kts. NW. Winds from the SE are generally mild in nature and
rarely exceed 10 to15 Kts.
Sea state can range from flat calm to rough with wind seas and high/long swells
sometimes reaching 4-5 meters. However, the sea state often dies within 24 hours of a
change in direction or strength, depending on the significance of that change.

3.1 OPERATIONS MANUAL LIMIT:
There is a variety of limits specified in the Operations Manual about weather conditions.
The limitations as stipulated in the Operations Manual are to be considered ultimate
limits for carrying out each operation.

The rig mover shall be allowed to exceed these limits only in the prevention of imminent
danger to crews and/or the rig and clients asset.
It is solely the responsibility of the rig mover to set lower limits as deemed necessary to
facilitate a safe and effective move.
All other condition limits, as set in the Operations Manual, shall be adhered to during
normal operations.
If for some reason it is required to place the rig on the specified standby location, the
Operations Manual limitations shall be the criteria limits used while engaging the seabed:
Wind Speed: 20 knots and decreasing
Maximum Wave Height: 3:4 feet
Roll/Pitch Angle: 2 degree (single amplitude)
Roll/Pitch Period: 10 seconds (full cycle).

3.2 WEATHER FORECASTING:


Two separate weather forecasting services shall be obtained in advance of the intended
move by at least 24 hours.
The forecasts shall cover a period of at least 5 days providing, at a minimum, a general
outlook, specific wind direction, wind speed, sea condition, and significant wave/swell
height. In addition to the forecasts supplied, regular observations shall be made and
recorded following the guidance of good seaman-ship for determining suitable conditions
to begin, continue or halt the move.
The window of suitable weather needs to cover the times required for Jacking down,
moving, positioning, preloading and jacking up. Anything less than this requires suitable
standby locations to be within 2 hours moving or towing times to reach. In any event, if
the actual observed weather conditions are not suitable, the move should not be
commenced. For this move, a 48-hour weather window is required including
positioning , and ballasting

5.1 Move off Suez STBY Location
1.

The Rig Mover shall carry out individual vessel inspections along with the Warranty
Surveyor. Warranty vessel check sheets shall be completed and signed by the
concerned parties. Rig move details, passage planning, and standby locations shall
be covered with each boat captain and suez canal pilot.

2.

The Rig Mover shall confirm that all pre-move checks have been carried out in
accordance to ADES procedures.

3.

Once the Warranty Surveyor has issued the location approval and COA, the Rig
Mover shall proceed to lower hull. Hull shall be raised 1 to 2 feet to ensure proper
jacking operation first.

4.

After connecting suez canal towing vessel . The hull shall be lowered to 9 ft draft to
check watertight integrity.

5.

After watertight integrity confirmed the hull shall be lowered to floating draft. Position
tugs will be handeled by the pilot.

6.

The Pilot shall have control to the tow until leaving leaving the STBY location and
arriving at Suez waiting area carried out during day light and slack water.

7.

Hold position to raise three legs together to 12 feet O.A.D. move off location, Jetting
will not be needed on this location. Weather condition to move off location Wind 15
kts. sea 3-4 ft and period 3 sec.

8.

Rig movement from location to be monitored to allow legs to be pulled to stowed


position and tugs to be powered accordingly to move to suez waiting area.

9.

Unit wiil llightly pin At Suez waiting area where Suez call vessels will be swaped other
Towing vessels and rig mover will take command after the pilot leaving the rig.

Tugs will keep monitoring water depths and surrounding hazards using the eco

sounder and radar.


5Crossing the shipping lane will be during day light and the lead vessel will be announcing
warning every 30 minutes

The overall towing distance from floating barge to to MUZHIL platform is


Approximately 74nautical miles. At an average towing speed of 3.5 knot, the sailing
time should take approximately 22 hour depending on wind and current levels and
direction. Delays may be experienced waiting on favorable tides and weather. It is
expected in the favorable weather that the overall tow will take approx. 48 hours
allowing for lowering hull, WTI, departure, passage, Maneuvering, positioning & dive
operations and 100% preload.and 48 Hrs at 50% preload
6. Weather forecasts and prevailing weather will be monitored throughout the rig
move. The wind can increase quickly and without warning in the area and should the wind
freshen unexpectedly, a decision will be made by rig mover in conjunction with the warranty
surveyor to take proper actions for the rigs and crews safety.

7. The recommended towing route is to cross the shipping lane at the shortest distance and stay on
the outer northern boundary following the course to the location as described in passing plane below,
8. Tank soundings will be taken on a continual basis and will be recorded as part of the rig move
Report. Any watertight integrity breaches will be immediately reported to the control room and
addressed.
9. Rig move operation including position, distance traveled, distance to location and environmental
conditions will be recorded on a one hourly basis.

10. The Tidal range is expected to be 0.5 meters tidal streams may be strong up
to 2 knots NW SE in the Gulf of Suez. Tidal information should be tabulated in
hourly increments for the planned dates for the rig move. Wind driven currents
exist in the Gulf of Suez.

6.0 COMMUNICATION:
Effective communications between the rig mover and standby vessel Captain is
essential for safety. For this reason, the rig mover and vessel Captains must be
proficient in the same base language. For this move, the base language shall be
ENGLISH.
An effective radio communication link on a nominated channel must be maintained
at all times during the move. There shall also be a nominated backup channel if for
some reason the channel traffic prevents effective communications.
The method of feedback/repeat order communications should be used when
providing vessel alterations or other critical instructions to ensure clear precise
understanding of the instructions has been processed.
The systems to be used for communications shall be tested prior to the rig move
commencing. These tests should include all VHF radios in use (VHF CH 68, 16).
The barge communication system and any system in use by barge supervisor and
deck crew when performing various tasks.

7.0 SUPPORT:
Thre towing vessels for a bollard pull of 40 MT will be used for this shift

The use of radar will be unlimited; also, the standby vessel system shall maintain a
good watch, paying special attention for small fishing vessels, oil field supply
activity.

The Rig Mover shall ensure the Boat echo sounder is operational and in use for the
final approach onto location. Confirmation of water depths shall be received from
standby vessel. The water depth used on location for penetration calculations
will be the depths supplied by the client regardless of the water depths
recorded by the standby vessel.
8.4 FINAL POSITIONING:
Final positioning will be confirmed through shipyard manager
8.5 CONTINGENCY PLAN:
1- Rig mover shall make all effort to pin rig only in the surveyed area and make sure
all legs clear of obstructions.
2- The rig mover in consultation with the barge master will stop the rig move if
weather/current has changed to a point where life and/or equipment are
endangered.
3- Standby boat will be at barge aft during cast off from Gs-327 P/F.
9.0

TOWING ARRANGEMENT:
1- Assigned standby boat SHOULD have fire-fighting ability.
2- 4Tow winch capable for towing with bollard pull 40 M. Tons or greater.

9.1 Towing connection Forward Bridle:


One Single towing point of a bridle configuration by use of the 2-smith bracket port
and STB. Connected to 2 ea. 2.5 in x 15 ft. chafe chain and 2 ea. 2.5in x 36mtrs.
Wire connected to delta plate and 2.5-inch x 20mtrs. Wire connected to the same
plate. The towing vessel shall shackle directly to this connection using at least 55
tons shackle from his main towing wire.

9.2. Emergency Connection forward hawser:


An emergency towline shall be ready for use by way of connecting 8 polypropylene
floating hawser line of at least 200 meters by fixing end eyes of hawser to barge
forward sides bollard, towboat connect tow wire shackle to center of barge hawser
line.

10.1 BARGE MASTER
The barge master is ultimately responsible for all matters affecting the safety of the
crewmembers, the prevention of pollution to the environment, the safety of the rig
and the prevention to damage to any property. In accordance with the ADES Policy,
the senior onboard shall hold this responsibility and designation.
Shall ensure with the Rig mover that the rig is in a safe stability condition at all times.
Shall assist the rig mover in all marine operational concerns of the rig.
May also perform the function of rig mover candidate or rig mover if qualified and
designated in advance of the operation.

10.2 Rig Mover:


An individual designated by ADES as the principal Company Marine Authority shall
hold a valid Jack up rig move Supervisor certificate.
He shall liaison closely with the Barge Master and is directly responsible for
Installation Towing and Positioning Operations. He has the right to veto any marine
operation he thinks is inconsistent to established procedures or constituting an
unsafe marine practice.
The rig movers responsibilities include but not limited to the following:
Review and approve Stability calculations prepared by the Barge Master.
Inspect and approve the towing vessels and their certification. Complete the vessel
inspection report as per the forms.
The rig will not be moved until warranty surveyor issues a Certificate of Approval or
approved Rig mover from Warranty Surveyor Company.
10.3 Oil Company Representative:
Shall be the most senior client representative aboard the rig.
Shall liaison with the Rig Mover to ensure the integrity of the Client assets in relation
to the rig move.
Shall advise the rig mover of conditions of various client facilities to include but not
limited to: pipelines, cables, platforms, and other client operated or owned
structures.
Will liaison with and advise the client shore base personnel on all operations with
regard to the rig move.

An approved Marine Warranty Survey company as approved by ADES underwriters
Shall inspect the condition and readiness of the rig to ensure compliance with the
Rigs.
Operations manual and issue a Certificate of Approval (COA).
Shall liaison with Barge Master and carry out stability calculations and watertight
integrity prior commence and during the towing operation.
Shall provide professional assistance and advice to the Rig Mover, if requested.
Shall insure with Barge Master that all loose items to be well secured and the rig to be
prepared for move operation.
Shall inspect towing vessel and issue a towage certificate if the vessels qualify.
10.5 Towing Vessel Master:

Will be responsible for the safety of its vessel, and when towing, for the safety of the
tow.
Will ensure that appropriate navigational warnings are issued at regular intervals.
Will be responsible for ensuring all towing operations are conducted in a safe
manner with regard to safe working practices of good seamanship.
In the event of any malfunctioning or adverse events, he will notify Rig Mover
promptly.
The tow Vessel will be responsible for maintaining radar watch and echo-sounder
depths watch and keep the Rig Mover informed of any sighting, which may affect the
tow.

10.6 ADES Marine Superintendent Performance:


The ADES Marine superintendent Performance will advise the Barge master required
and liaison with shore based management/client management.

11.0 Health, Safety and Environment:


The purpose of this document is to ensure that all operations are conducted in a safe and
efficient manner. All operations shall be conducted in accordance with prudent marine
practices with special consideration being given to the overall safety of the crew, rig and
client assets. Serious considerations shall be given about obtaining written acceptance
for approval to move onto the intended location as per Policy.
