You are the newest member of the White House Counsel. The President wants to appoint his
friend Lisa to be the Secretary of the Interior but knows that the nomination will never pass the
Senate hearings. He is thinking about appointing her during the Senate recess so that he will
have more time to think of his strategy but wants your opinion. Prepare a briefing for the
