jae Republic of the Philippines Department of the Interior and Local Government NATIONAL POLICE COMMISSION Quezon City MEMORANDUM CIRCULAR NO. 2015-001 _ AMENDING ITEM F, SECTION 1 OF NAPOLCOM MEMORANDUM CIRCULAR NO. 95-011, ENTITLED, “PRESCRIBING THE RULES AND REGULATIONS IN THE IMPLEMENTATION OF THE NAPOLCOM SCHOLARSHIP PROGRAM FOR SURVIVING CHILDREN OF DECEASED AND/OR PERMANENTLY INCAPACITATED PNP PERSONNEL, UNDER R.A. NO. 6963 AND NAPOLCOM RESOLUTION NO. 94-047” WHEREAS, the Constitution and Section 14 of Republic Act No. 6975, as amended, provides that the National Police Commission (NAPOLCOM) shall exercise administrative control and operational supervision over the Philippine National Police (PNP); WHEREAS, Section 8, R.A. No. 6963, entitled, “Aa Act Granting Special Financial Assistance and Benefits to the Family or Beneficiary of Any Police or Military Personnel or Fireman Killed or Permanently Incapacitated While in the Performance of His Duty or by Reason of His Office or Position and For Other Purposes”, provides that: “Section 8. All surviving children of the deceased or permanently incapacitated police cr military personnel or fizeman shall be extended scholarship upto college in a nonexclusive institution, subject to the policies on the tution of said insticution. The scholarship privilege shall be limited to the payment of tuition and miscellancous fees payable to the school and shall be remitted by the National Police Commission or the Department of National Defense, as the case may be, upon presentation to it of the approved enrollment or registration form.” (emphasis ours) WHEREAS, item f, Section 1 of NAPOLCOM Memorandum Circular No. 95-011, entitled, “Prescribing the Rules and Regulations in the Implementation of the NAPOLCOM Scholarship Program for Surviving Children of Deceased and/or Permanently Incapacitated PNP Personnel under R.A. No. 6963 and NAPOLCOM Resolution No. 94-047". provides that the entitlement of all surviving children to the scholarship is from elementary, high school and college level: WHEREAS, with the enactment R.A. No. 10533, entitled, “Az Aet Enhancing the Philippine Basic Education System by Strengthening Its Curriculum and Increasing the Number of Years for Basic Education, Appropriating Funds Therefor and For Other _ Purposes” or the K to 12 Program, basic education now encompasses the following school levels; a) Kindergarten - means one (1) year of preparatory education for children at least five (5) years old as a prerequisite for Grade I. b) Grades 1 to 6 (Elementary Education) - refers to the second stage of compulsory basic education which is composed of six (6) years. The entrant age to this level is typically six (6) years old. ©) Grades 7 to 12 (Secondary Education) - refers to the third stage of compulsory basic education. It consists of four (4) years of junior high school education and two (2) years of senior high school education. The entrant age to the junior and senior high school levels are typically twelve (12) and sixteen (16) years old, respectively. WHEREAS, in order to cope with the continued inflationary costs of tuition and miscellaneous school expenses prescribed by the different institutions of learning and taking into consideration the K to 12 Program or the enhanced basic education program, the Commission finds it necessary to increase the scholarship benefits to its grantees/scholars as well as to adjust standing policy on entitlement for the grant of scholarship to the surviving children of deceased or permanently incapacitated police officers; NOW, THEREFORE, the Commission, pursuant to its constitutional and statutory mandates, HEREBY RESOLVES TO AMEND, AS IT HEREBY AMENDS, item f of NAPOLCOM Memorandum Circular No. 95-011 as follows: “SECTION 1. Definition of Terms. xox f£. “School Level” — refers to the following: 1) Kindergarten 2) Grades 1 to 6 (Elementary Education) 3) Grades 7 to 12 (Secondary Education) 4) Vocational 5) College level You” BE IT RESOLVED, FURTHER, that the award of financial scholarship benefits for tuition fees and miscellaneous expenses to the scholar shall be increased to the extent herein prescribed and to be paid directly to the school in which he/she is enrolled or reimbursed to the said scholar by this Commission upon presentation of his/her approved enrollment or registration form and official receipt of payment which shall not exceed the following amounts: P 10,000.00 for Kindergarten scholar per school year B 18,000.00 for Elementary education scholar per school year 24,000.00 for Secondary education scholar per school year B 18,000.00 for Vocational scholar per semester (Note: The term “Vocational” includes enrollment in Technical Education and Skills Development Authority [TESDA] courses) €. B.30,000.00 for College scholar per semester poge BE IT RESOLVED, FINALLY, that qualified children who are not, heretofore, receiving financial scholarship benefits for the kindergarten level may avail of such benefit retroactively so long as the age of the child-beneficiary is at least five (5) years old at the time of passage of this Memorandum Circular. All Memorandum Circulars or issuances or any part thereof, which are inconsistent with this Memorandum Circular are repealed or amended accordingly. APPROVED this _12th_ day of FEBRUARY.
