2. Commander's Assessment
USS Jimmy Carter(SSN-23) was chosen to serve as a test bed for studying the evolution of
submarine missions In the 21st century. It supports classified research and development efforts
for naval special warfare missions, tactical undersea surveillance, and undersea warfare
concepts. The Navy, with funding approved by Congress to complete the MultlMisslon Platform
(MMP), has tasked USS Jimmy Carter (SSN-23) to provide addit ional volume and functionality to
support new multi-mission opportunities. These changes have no direct impact on the ship's
organic warfighting capablllty but give the submarine an enhanced payload capabllity with a
more modular architecture.

Narrative
The two most challenging environments for any submarine command may be Independent
mission operations, where the military and political stakes are high and the chance for aid in a
crisis minimal, and the shipyard environment, where the stressors of logistics, training and
morale can test the mettle of a crew as surely as any adversary or hazard of the sea. It is telling
then, that in operational year 2013, USS JIMMY CARTER (SSN 23) and DETACHMENT UNDERSEA
RESEARCH AND DEVELOPMENT (UR&D) were standout successes on both areas, earning a
President ial Unit Citation (PUC) for independent submarine operations, as well as several
squadron level awards, including the coveted Battle Efficiency " E" from SUBMARINE
DEVELOPMENT SQUADRON FIVE (COMSUBDEVRON 5) for the second year in a row.
-MISSION 7Followong a whirlwind maintenance availability period and some much needed holiday time with
friends and family, USS JIMMY CARTER and DETACHMENT UR&D conducted testing and then
departed on the final deployment of their second mission cycle. Performed under a wide range
of adverse and extremely stressful conditions without external support, this deployment
continued USS JIMMY CARTER' s tradition of excellence 1n pursuit of vital national security goals.
TESTING AND LIBERTY PORT PEARL HARBOR, HAWAII
Returning from another challenging deployment, USS JIMMY CARTER and DETACHMENT UR& D
stopped in historic Pearl Harbor, HI to conduct necessary pre-shipyard testing and to allow the
hardworking officers and crew the ra re opportunity for liberty outside of their native Pacific
Northwest. M indful of their continued responsibilities even as they spent three beautiful days in

Hawaii, they soon continued home and on 09MAY2013 arrived back in Bangor, WA to greet
family, friends, and their newest challenge: preparing USS JIMMY CARTER to enter Puget Sound
Naval Shipyard.
-TRANSITION TO SHIPYAROOn 03JUN2013, USS JIMMY CARTER conducted a "deadstlck," or non-propulsion driven, transit
around the head of the Kitsap Peninsula from its home at Service Pier, Naval Base Kitsap,
Bangor, WA to its new home for the duration of DPMA, Puget Sound Naval Shipyard at Naval
Base Kitsap, Bremerton, WA. Three days later, USS JIMMY CARTER maneuvered onto keel blocks
in PSNS' s historic Dry Dock S, for twenty years from 1942-1962, the largest maritime
maintenance berth on the west coast of the United States. Still second only to Dry Dock 6 of the
same facility, Dry Dock S was home to some of the largest warships of the WWII and Korean War
and Cold War eras, expanded In 1957 to cater to the maintenance and upgrade needs of the
Forrestal-class super carriers.* This expanded capacity, now a staggering 1030' long by 147' ft
wide, proved an ideal match for the distinctive requirements of USS JIMMY CARTER.
-DPMA
With the submarine now safely on keel blocks, officers and crew of USS JIMMY CARTER and
DETACHMENT UR&D shifted gears from an operational mindset to one that embraced the
maintenance and technical support required by their new environment. Central to the
command' s DPMA philosophy, as outlined by CDR ELKOWITZ, was the directive to never lose
sight" of USS JIMMY CARTER'S origins as a unique warfighting platform, and that "[a] successful
ship is only as good as the overall experience, training. and competency of her crew." Even as
work commenced on systems across the boat, the focus areas of qualifications, training and
cleanliness were never forgotten. However, though training and preparations remained fierce,
the command also realized the importance of utilizing this treasured time in-port with family,
friends and command morale building activities. Among these were the squadron' s annual
DEVRON Days events, command holiday parties, sponsored basketball and bowling leagues, and
volunteer outreach in the local community. Perhaps the greatest thrill came on 21NOV13 when
RADM PHILLIP G. SAWYER, COMMANDER SUBMARINE FORCE, US PACIFIC FLEET, arrived at
Naval Base Kitsap, Bremerton to present the command with its most prestigious award to date,
a Presidential Unit Citation for outstand ing work conducted during Missions 4-6. With the full
crew assembled,

SECRETARY OF THE NAVY, THE HONORABLE RAY MABUS by order of the COMMANDER IN CHIEF,

1. Purpose. To establisn the three pri111ary !ocus a=eas during the


2013 - 2014 DPMA and align the crew with those areas.

Background. USS JIMMY CARTER is a warship manned by war fighters


who are national treasures. In order to maintain our standard as
submariners and war !ighters, the following three focus areas will be
our pr1or1ty during the DPMA:

11 . SCHOOLS AND QUALI FICATIONS. A successful ship is only as


good as the overall oxperience, training, and competency of her crew.
It is vital that we improve upon our NEC inventory and mandatory
schools to ensure the proper balance of training and experience is on
board. Qualifications are essential to the professional development
o! each and every Sailor. We earn our dolphins every day by assisting
those in qualifications. DPMA is not an excuse for a drop in the
normal JIMMY CARTER.qualification progress.
12 . TRAINING . Training is fundamental to the successful
operations of a submarine. Nothing will take priority over scheduled
trainin9.

13 . CI.&ANLIKl!SS . Cleanliness, stowage, and preservation !CPS)


are the backbone of a healthy ship. Maintain our standard throu9hout
the DHPA and hold the Shipyard to our standard.
Off1cers and Chief Petty Officers will m&nage their maintenance
and leave plans around these primary focus areas.
