Mr. Barack Obama

President of the United States of America
The White House
1600 Pennsylvania Avenue NW
Washington, DC 20500

April 14th, 2010

Dear Mr. President Obama:

We, the six hundred and sixty four undersigned, from the North to the South and from the East to
the West are all concerned citizens about the lack of laws for the welfare of the animals at tax
funded pounds and shelters.
We ask you herewith to implement a national U.S. law for tax funded animal pounds and shelters
to stop with the killing of stray dogs and cats and lost family pets when space is available.
We hear and know of atrocities being committed at animal services and shelters, such as killings
in gas chambers and heart stick procedures. And we also hear about abuse of power, neglect and
cruelty inflicted to the animals at these tax funded pounds, services and shelters.

We need Change, we want Change; therefore we ask for laws and regulations to:
 nationally stop the abusive & horrific killings in gas chambers and the heart stick
methods
 nationally increase the holding period of animals; therefore to allow more time for
adoptions to take place
 nationally report all the animals impounded with pictures to help owners find their lost
pets
 only euthanize the animals that are comatose, severely injured and in a humanely way, by
lethal injection
 be applied to all people including the workers and directors of the tax funded pounds and
shelters
 provide transparency with all the procedures applied to all the animals at said pounds &
shelters and stop close door policies
 provide accountability in all the handlings and usage of tax moneys at these locations

This law and regulations if implemented will increase adoptions; adoptions increase revenue,
community involvement and donations. This in turn would help to subsidize low cost spay and
neuter services, as well as trap neuter return of feral cat programs on a national level. We need
feral cats in areas where there is rodent infestation; rodents spread diseases to us humans, which
then can grow to be an epidemic if we rid of all feral cats out there.
The reduction of unnecessary euthanasia on a national level would reduce the cost and expenses
involved with the killings, such as equipment, injections, waste management, disposal equipment
and environmental hazards. The benefits would be for the animals and for the communities.

195. Doni Mason Roy, UT While, hopefully, most animal shelters work to help owners find lost animals and
make attempts to find homes for those who do not have one, there are far too many shelters that are killing
innocent animals needlessly. There should be laws in place that protects not just the animals, but the
public that these shelters are suppose to serve.
196. Kathleen Kelson Kearns, UT
197. Janet Marlow Washington Depot,CT
198. Sue Marston Ventura, CA To those involved in rescue, the abuse that occurs behind the scenes in many
of these places is all too obvious. These agencies have become drunk with their own power (and networking
with other powerful public agencies has increased that power). Helping animals is not their focus - they
become for-profit entities disguised as "shelters." The bodies of the animals are sold FOR PROFIT to
rendering companies. And it has gotten so bad that people who have spoken out about these atrocities have
been raided, arrested and punished severely - our country is sliding rapidly into dictatorship - we do not
have free speech and we have not had recourse against the all-powerful recently, more than ever.
199. Jacqueline Trautwein Winter Haven, FL we need laws and regulations for animal shelters. Tax funded
shelters need to work for us and with us, the communities, to help lost pets find their owners instead
of hindering the process. Where is the law that regulates animal pounds/services /shelters and its workers?

204. William McHenry Anaheim, CA We need laws that would place huge fines on the peoplethat run these

When they kill animals with tags or chips it is completely irresponsible. It's time that the top people take the
responabilty for their actions or oversite, THE BUCK STOPS THERE, ONLY THEN WILL WE SEE CHANGES
IN POLICY AND ACTIONS.
205. Sharon Canty Jacksonville, NC
206. Mich Harris Windsor, CA This would not happen to human babies, or children. Please let's stop this
madness and work on adopting, not breeding. No Heartsick, or gas chambers. At least that part could be
more humane. AND why are we getting our animals chipped, if they do not look for it. This scares me big
time! It is an animals get out of jail card, and the people in shelters are not checking for them. This alone
would help clear some of the critters out of the shelter. Reform and regulation is def. needed.
207. Kerry Rice Maryville, TN
208. Wanda Ballard Anaheim, CA In my many years, I have seen people who care very much for animals, try to
get a job at the pounds. When they express in any way, that they care about the animals, THEY DO NOT GET
THE JOB. Several years ago, my husband tried to get a job there. He was very well qualified and cares deeply
for animals. They were ready to hire him until they heard him say, that he loves animals. Well they made an
about face, and DID NOT HIRE HIM. If you want a job at any pound. Do not let them know, that you like
animals. We need laws to allow caring people to work in, and run these pounds. THEN WE CAN MAKE REAL
SHELTERS OUT OF THEM..

211. Angi Elkins Lansdowne, VA
212. Laura Barillaro La Habra, CA All life is precious...taking it is serious business for us human beings. All
animal shelters must be held to strict standards and not be killing animals due to laziness, nor do it
carelessly. All employees must be carefully screened and monitored on the job too, to prevent abusers from
working around these poor animals. SHUT DOWN THE PUPPY MILLS THEN BURN THEM TO THE
GROUND...that will solve some of the pet overpopulation problem and bring some much needed dignity back
to the human race. Treating animals like garbage only degrades PEOPLE.
213. Sandra bell Tarzana, CA Since many centuries ago, humans tampered with nature and domesticated cats
and dogs, the very least we could do is STOP THE PURPOSE BREEDING AND SELLING OF LIFE. Every city
should have a comprehensive, affordable spay/neuter program, including the trap, neuter, return (TNR) of
6

feral/homeless cats to their colonies. For those animals sitting in shelters who are homeless, lost or
Page

betrayed by their human families, there must be an honest, compassionate system in place where they are
CARED forby dedicated employees and volunteers who are seriously invested in adoption. All general
7

managers need to be hired for their humanity and knowledge of no-kill solutions, rather than for an
outrageously huge salary/pension, prestige, or because they are part of a good ol' boy club.

250. Brenda hixenbaugh Great Falls, MT Vital laws that will be enforced desperately need to be made. All
shelters and pounds and animal organizations must be held accountable for their actions and cruelty that
runs amuck in a great number of facilities with no legal consequences. This is completely unacceptable.
People have animal abuse laws sitting everywhere, although their being enforced beyond a fine and a mere
slap on the wrist, is the mockery of justice that all sadly must witness. No one should be above the law! No
one. Shelters and pounds and organizations should be held accountable 3 times more than the average Joe.
In this day and age cruelty and abuse can no longer be tolerated on any level. And No One should be left out
of this equation, NO ONE ~ Enough Is Enough ~ Where is the law when it comes to shelters and pounds and
animal organizations? When animals are confiscated and rescued, a lot of the time they are merely being
moved away from one monster into the hands of yet another monster. Considering the out come of a lot of
these innocent animals’ lives and death. There is no justice. These multi billion dollar organizations, where
the CEO's have 6 figure salaries and yet a shelter or pound is denied food etc, because they don't have the
funds! "What is wrong with this picture?" Something has to give and you are the beginning. Please put the
animal first, where they belong and get some iron clad, no nonsense, no exceptions, and no slap on the wrist
laws that will make a strong and loud statement to animal abusers of all walks of life. That enough is enough
and the time has come to clean house, this planet, our home. Please do what the rest of us don't have the
power to do, but would if we could. Get these innocent animals that are voiceless and guilty of one thing and
one thing only. That’s being born. Get them some real justice, some real stone cold laws against animal
7

abusers. Enough Is Enough and we the civilized people of the world have had ENOUGH!

see the looks on their faces? Can you hear them screaming in agony? Will you still be there listening when
the screams have faded to gurgling moans, because their to close to death to manage
anything else? You are horrible, horrible people for letting things like this go on.

neglect. All animals are defenseless, innocent & voiceless. All humans should treat all animals with respect,
compassion & care. Only people with animal experience and compassion should be working at
shelters. REMEMBER-SHELTER MEANS SAFE HAVEN-not a place to be abused, murdered in painful/lengthy
ways, mistreated or neglected with food, water & medical care. There is always money to be
found-these are lives!
320. Elisabeth Carey Lawrence, MA No healthy or treatable animal should be killed solely for space. Shelters
should be in the business of SHELTERING animals and not killing them. And killing an owned animal who
was wearing tags, or who had a microchip, or whom the owner had already contacted the shelter with a
description and/or picture, or the same day the animal is picked up, or because "a technician made a
mistake" is not excusable, and not fixed by the dismissal of one person.

shelters should be screened and background checked. For some reason there seems to be many sadistic
people working in the shelters. How is this happening? PLEASE FIX THIS NOW. I am a registered voter.

rescue, even though we offered to take them immediately. They would lie, and cheat to get them to the broker
before we would get there. One has to question their motives. Obviously there was a monetary gain big
enough to cover everyone and the voiceless one loses. It is criminal how some shelters are run. The
euthanasia practices are cruel and barbaric and no one cares. I have seen such cruelty that I am ashamed to
live in this country. This kind of unleashed cruelty would never occur in some country. We need enforceable

shelter on the way home. I have volunteered at animal shelters for a total of 8 years. I found a beautiful long
haired Calico who put her paw out of her cage to me & let me pet her through the cage. I immediately wanted
to adopt her, I have a good home & I am very knowledgeable in loving & caring for a kitty. I would have paid
for her then & there but it was Tues. and I was told the kitty wouldn't be available til Friday. I placed a hold on
her leaving my name & phone # etc. and drove home. Friday I gladly made the 2 hour drive which also
involved a 1/2 hour drive down a very dangerous and steep grade. I was at the gate when they opened, ra in
to get my kitty & was told that she had been pregnant and they PUTHER DOWN. I WAS LIVID ! I had the
house all set up for her, bought new things and drove TWO HOURS TO GET HER! I told this shelter that I
volunteered at 2 local shelters and the fact that they didn't even call me was inexcusable. I would have been
more than willing to care for the Pregnant kitty and our shelters have terrific foster care programs for the
kittens when they would have been born. Needless to say I cried all the way home & had to pull over
several times because I couldn't drive.

of Representatives please listen to the people’s requests and reform the existing procedures at tax funded
pounds and shelters. Please set laws to stop with the killing frenzy of adoptable animals. Animals are being
tortured, stabbed in the heart or asphyxiated in gas chambers for them to die gruesome deaths. The animals
have already suffered enough by being neglected, abused, locked up and left out sick or injured to have to
die in such terrible ways. We need an immediate reform to stop this insanity. We can not wait until next
year's legislation to request for a ban to these tortures or for new laws to be implemented. Over 16,000 are
being killed everyday and of those over 89% unnecessarily.
