We, the six hundred and sixty four undersigned, from the North to the South and from the East to
the West are all concerned citizens about the lack of laws for the welfare of the animals at tax
funded pounds and shelters.
We ask you herewith to implement a national U.S. law for tax funded animal pounds and shelters
to stop with the killing of stray dogs and cats and lost family pets when space is available.
We hear and know of atrocities being committed at animal services and shelters, such as killings
in gas chambers and heart stick procedures. And we also hear about abuse of power, neglect and
cruelty inflicted to the animals at these tax funded pounds, services and shelters.
We need Change, we want Change; therefore we ask for laws and regulations to:
nationally stop the abusive & horrific killings in gas chambers and the heart stick
methods
nationally increase the holding period of animals; therefore to allow more time for
adoptions to take place
nationally report all the animals impounded with pictures to help owners find their lost
pets
only euthanize the animals that are comatose, severely injured and in a humanely way, by
lethal injection
be applied to all people including the workers and directors of the tax funded pounds and
shelters
provide transparency with all the procedures applied to all the animals at said pounds &
shelters and stop close door policies
provide accountability in all the handlings and usage of tax moneys at these locations
This law and regulations if implemented will increase adoptions; adoptions increase revenue,
community involvement and donations. This in turn would help to subsidize low cost spay and
neuter services, as well as trap neuter return of feral cat programs on a national level. We need
feral cats in areas where there is rodent infestation; rodents spread diseases to us humans, which
then can grow to be an epidemic if we rid of all feral cats out there.
The reduction of unnecessary euthanasia on a national level would reduce the cost and expenses
involved with the killings, such as equipment, injections, waste management, disposal equipment
and environmental hazards. The benefits would be for the animals and for the communities.

People have animal abuse laws sitting everywhere, although their being enforced beyond a fine and a mere
slap on the wrist, is the mockery of justice that all sadly must witness. No one should be above the law! No
one. Shelters and pounds and organizations should be held accountable 3 times more than the average Joe.
In this day and age cruelty and abuse can no longer be tolerated on any level. And No One should be left out
of this equation, NO ONE ~ Enough Is Enough ~ Where is the law when it comes to shelters and pounds and
animal organizations? When animals are confiscated and rescued, a lot of the time they are merely being
moved away from one monster into the hands of yet another monster. Considering the out come of a lot of
these innocent animals’ lives and death. There is no justice. These multi billion dollar organizations, where
the CEO's have 6 figure salaries and yet a shelter or pound is denied food etc, because they don't have the
funds! "What is wrong with this picture?" Something has to give and you are the beginning. Please put the
animal first, where they belong and get some iron clad, no nonsense, no exceptions, and no slap on the wrist
laws that will make a strong and loud statement to animal abusers of all walks of life. That enough is enough
and the time has come to clean house, this planet, our home. Please do what the rest of us don't have the
power to do, but would if we could. Get these innocent animals that are voiceless and guilty of one thing and
one thing only. That’s being born. Get them some real justice, some real stone cold laws against animal

directors (Montcalm County) that would give adoptable animals to research dealers rather than to

rescue, even though we offered to take them immediately. They would lie, and cheat to get them to the broker
before we would get there. One has to question their motives. Obviously there was a monetary gain big
enough to cover everyone and the voiceless one loses. It is criminal how some shelters are run. The
euthanasia practices are cruel and barbaric and no one cares. I have seen such cruelty that I am ashamed to
live in this country. This kind of unleashed cruelty would never occur in some country. We need enforceable
laws with 'bite'.

shelter on the way home. I have volunteered at animal shelters for a total of 8 years. I found a beautiful long
haired Calico who put her paw out of her cage to me & let me pet her through the cage. I immediately wanted
to adopt her, I have a good home & I am very knowledgeable in loving & caring for a kitty. I would have paid
for her then & there but it was Tues. and I was told the kitty wouldn't be available til Friday. I placed a hold on
her leaving my name & phone # etc. and drove home. Friday I gladly made the 2 hour drive which also
involved a 1/2 hour drive down a very dangerous and steep grade. I was at the gate when they opened, ra in
to get my kitty & was told that she had been pregnant and they PUTHER DOWN. I WAS LIVID ! I had the
house all set up for her, bought new things and drove TWO HOURS TO GET HER! I told this shelter that I
volunteered at 2 local shelters and the fact that they didn't even call me was inexcusable. I would have been
more than willing to care for the Pregnant kitty and our shelters have terrific foster care programs for the
kittens when they would have been born. Needless to say I cried all the way home & had to pull over
several times because I couldn't drive.

pounds and shelters. Please set laws to stop with the killing frenzy of adoptable animals. Animals are being
tortured, stabbed in the heart or asphyxiated in gas chambers for them to die gruesome deaths. The animals
have already suffered enough by being neglected, abused, locked up and left out sick or injured to have to
die in such terrible ways. We need an immediate reform to stop this insanity. We can not wait until next
year's legislation to request for a ban to these tortures or for new laws to be implemented. Over 16,000 are
being killed everyday and of those over 89% unnecessarily.
