I refer to your letter dated March 5, 2010 to Lizanne White, Head of Group Legal.

As requested, Group Internal Audit has independently reviewed the decision to

decline your requests for information under European Communities (Access to
Information on the Environment) Regulations 2007.

Group Internal Audit have reviewed the information requested in your letters dated
February 8, 2010 and February 12,2010 and we are satisfied that the Bank's decision
to decline your requests for information is correct.

Without prejudice to the conclusion that the Bank is not a public authority and as such
is not subject to the Regulations, you are entitled to appeal this decision to the
European Commissioner for European Information.
