theVirginiaandNewJerseyplans.
OneofthemajorissuethePhiladelphiaConventionhadwastheVirginiaplanandtheNew
Jerseyplan.TosummarizewhateachplanwasthattheVirginiaplanwantedproportionalrepresentation
becausetheywerelargerstates.TheNewJerseyplanwantedequalrepresentationbecausetheywere
thesmallerstates.Thesetwoplanswantedtheirsetofrulesandwantedwhatwasrightbasedontheir
state.
Therefore,aspecialcommitteecreatedtheGreatCompromise.Whichisaplaninwhichthe
houseofrepresentativesiselectedbytheproportionalrepresentationandwherethereisequal
representationineachstateintheSenate(motuspublishing).AlsoitallowedtheHouseof
Representativestodevelopallbillsoftaxationandgovernmentspending(motuspublishing).TheGreat
Compromisecreatedanagreementbetweenthetwoplansbecausebothplansgotwhattheywanted
butalsolostalittle.Thesmallerstatesgottheequalrepresentationinthesenatewhichprotectstheir
interest.ThelargerstateskeptcontroloftheHouseofRepresentativeswhichrunsthetaxationsand
governmentspending.Bothplanshadtoletgoofthesenateorhouseofrepresentativesandstickwith
one.TheGreatcompromisehaditsdoubtsbutwithasinglevotethelawpassed.

WhatisFederalism?Whatmadeitanewanduniqueidea?Howwaspowersharedbetween
the2groups?
Federalismarefederalistwhobelievesthattocontrolahugepopulationtheyneedastrong
governmentandfollowwhatiswrittenintheConstitution.Theybelievedthatcivicvirtuecannolonger
bereliedonasthesoletosupportofagovernmentthatcanprotectpeoplesrights.Federalismwasa
newideabecauseitmadepeoplerealizethegreatestdangerofaclassicalrepublicanismwithalarge
populationandtheyusedtheConstitutiontosupporttheiridea.Federalismwasfocusedoncentraland
stategovernment.
Bothofthegroupssharedpowersbygivingeachgovernmentcertaincontrolandpower.For
example,thebalancepowerintheNationalgovernmentwasithadalimitedgovernment.TheNational
governmentcouldntsuspendtheHabeasCorpus,theycouldntpassanexpostfactolaw,they
couldntsuspendtherighttotrialbyjury,andmore.TheStategovernmenthaslimitationsaswellsuch
ascoiningtheirownmoney,makingexpostfactolaws,layingduties(taxes),andmore.Tomakesure
thesetwogroupssharedequalpowertheycreatedchecksandbalances.Checksandbalanceswere
powersthatwereseparatedandshared.Theyneedchecksandbalancesbecausemostimportant
decisionsrequireddebate,deliberation,andactionbyboth,soadegreeofbalanceneedtobeheld.
3.HowdidtheConstitutionsetupthe3branchesofGovernmentasitdid?Howthepowers
ofeachbranchwerelimited?
Governmentsneedormustdothreethings:make,execute,andjudgelaws.TheConstitutionset
threebrancheswhicharecalledSeparationofpowers.Thesethreebranchesweremadetohavecontrol
overthegovernmentandhaveastructuretoitbeforeitbecomeschaos.TheycreatedtheLegislative
branch,Executivebranch,andJudicialbranch.TheConstitutionsetthesebranchesasitistohave
controlandtohavebalancebetweenbranchesandnobranchhaveexcessivepowerovereachother.
TheLegislativebranchsjobwastodealwithdebateissueandavoidmakinghastydecisions.
Thelimitationtothisbranchwasthebicameralbecauseitisagoverningbodythatconsistsoftwo
legislativechambers.Itwasalimitationbecauseitmadeitdifficulttomakeorpasslaws.TheExecutive
branchsjobwastoactquicklywhennecessaryforcommondefense.Alsotopreservenationalpeace
andinternationalrelations.Thelimitationtothisbranchwasthattherewasonlyasingleexecutiveleader
andthatleaderremainedintheofficeforfouryearsandeligibleforreelectionwhichisbasicallysimilar
totheelectoralcollege.Lastly,theJudicialbranchsjobwastodecideconflictsthatinvolvedthe
Nationalgovernment.Thelimitationtothisbranchwasthatjudgescanonlyholdinoffice,duringgood
behavior.Ifthejudgescommitacrimeorisconvictedforbriberyand/ortreasonthentheywillbe
removed.Overall,thesebrancheshaditspowerbasedonthecapacityitcantakeandhadlimited
powermakingitfairtoallbranches.
