I. DEFINITION
"Deaf-blindness" means concomitant hearing and visual impairments, the combination of
which causes such severe communication and other developmental and educational
needs that they cannot be accommodated in special education programs solely for
children with deafness or children with blindness.

Because of the fact that children with deaf-blindness have both auditory and visual
deficits, it can be assumed that some will not be able to develop vocal language.
Therefore, some children with deaf-blindness will require an alternative communication
system, touch, sign language, gestural, symbolic, pictorial or an electronic augmentative
system.
