For:

All Professional and Technical Services to complete the Humber Bay Park Master
Plan and Phase 1 Implementation

Please refer to the above Request for Proposal (RFP) document in your possession and be
advised of the following:
1.

CLARIFICATION: Section 3.10 - Completion of Work

The Final Master Plan document and Phase 1 Detail Design is to be completed by January, 2017

Responses to Questions:

The following are responses to questions received during the bid period.
Q1.

Can you please confirm the revised budget stated in the addendum of $325,000 to
$375,000 is for the master planning phase and detailed design of phase 1 inclusive? (A
reduction from $450,000 total for master planning, detailed design and construction as
originally outlined in the RFP).

A1.

This is correct. The Citys range in budget for this project is approximately $325,000.00
to $375,000.00 for all the items shown on Appendix D, Form 8 as revised in Appendix 2.
Construction is not part of the Scope of Work

Q2.

Does the Final Master Plan document, to be completed by January 2017, include the
Detailed Design for Phase 1?

A2.

The two documents are separate, however they shall be completed at the same time. Refer
to Item 1 of this addendum.

Q3.

What level of detailed design is expected for Phase 1 Detailed Design? For example,
preliminary designs to 50% and typical details or Finalized designs to 99% and full
construction details?

A3.

The vendor is expected to produce 100% design drawings with full construction details
and draft specifications.

Q4.

Does the $15,000.00 Allowance on Form 8 for Phase 1 Detail Design mean that the
Proponent does not include costing for Stage 5 in their proposal?

A4.

The $15,000 allowance is to cover Stage 4, Phase 1 Detailed Design and Costing.

Q5.

Please confirm the anticipated schedule for each stage of work, and specifically:
a. Anticipated schedule for completion of the Master Plan; and
b. Anticipated schedule for preparation of Tender Documents for Phase 1.

A5.

Please refer to Addendum No.3, Revision: Section 3.10 - Projected Completion of work.
Refer to Addendum No.2: Tender documents are no longer required.

Q6.

The Scope of work for Phase 1 Detailed Design is identified on page 13 however the RFP
states that scope will be determined through the public consultation process. Is the scope
of work, as stated on page 13, limited to: revitalization of ponds, enhancement and
reconfiguration and reconstruction of the primary walking trails within the precinct.?

A6.

Please refer to Addendum No.2 Items 6 and 7

Q7.

Under Experience and Qualifications of the Proponent, please confirm if 4 project


examples are required for each sub-consultant, in addition to 4 project examples for the
Proponent OR if 4 project examples are required in total.
If 4 project examples are required in total, can the 4 project examples be comprised of
examples from both the Proponent and sub-consultants?

A7.

Project examples shall reflect the experience and qualifications of the lead consultant.

Q8.

Are the Letter of Introduction, Table of Contents and Executive Summary included in the
page limit?

A8.

No.

Q9.

Has an Environmental Assessment been completed for the Humber Bay parkland?
Does the City anticipate than an Environmental Assessment will need to be completed?
If so, will the City be responsible for its completion?

A9.

An Environmental Assessment has not been completed and will not be required.

Q10.

Will the City consider providing an extension on the RFP closing date?

A10.

The closing date has been extended to October 7, 2015 (refer to Addendum No.1); a
further extension is not anticipated.

Q11.

Will the City consider proposals that exceed the preferred 24 page limit?

A11.

Please refer to Section 5.2 Proposal Documentation and Delivery Item B: Documentation
should be limited to 24 pages.(with unlimited appendices).

Please attach this addendum to your RFP document and be governed accordingly. Proponents
must acknowledge receipt of all addenda in their Proposal in the space provided on the Proposal
Submission Form as per Appendix A, Section 4 - Addenda of the RFP document. All other
aspects of the RFP remain the same.
