Commissioner and Addl.Commissioner reviewed issues pertaining to
Development Control with Director D.C on dt. 09.03.2016 and discussed on
conversion of Agricultural land Non Agricultural purpose and Andhra
Pradesh Agricultural Land ( Conversion for Non Agricultural purpose ) Act,
2006 and matters connected there to As per the section 3 (1) of the Act,
No agricultural land shall be put on Non agricultural purpose, without the
prior permission of the Competent Authority. As per the section 3 (2) of the
Act, an application for such conversion shail be made before the
Competent Authority in the form prescribed along with conversion fee. As
per section 3(1)2 APA.L conversions Act-2006, no agricultural land in the
stats shall be put to non agricultural purposes, without prior permission of
the competent Authority.
In view of above provisions of the Act, It is here by instructed that the
clearance from competent Authority under APAL Act-2006 is compulsory
forall the buildings permission in the entire CRDA region and the following
guide lines are issued
Soon after an application is received for development permit of either
building or land or integrated development the application will be scrutinised.
On scrutiny if the application is found fit for approval as per master plan,
then the applicant shall informed of the following ¥
1.To pay Development Fee to APCRDA.
2. To get clearance as required under APAL Act,2006 with a copy to RDO
concerned requesting. him to consider conversion of the land in question
3. In case a decision on conversion is delayed beyohd 30 days, the applicant
may approach APCRDA with a proof of payment of required conversion fee
to the Govemment. i
4. Permit shall be,consjdered by APCRDA if the following conditions are
satisfied: ~
a) On submission of clearance from RDO/Sub Collector converting the land

to non-agricultural purpose.
b) In cases where decision on conversion to non-agricultural purpose is not
taken by Revenue Department within 30 days, proof of payment of required
conversion fee under APAL Act, 2006.
The clearances under APAL Act-2006 are not applicable in case of already
approved plots / buildings / Developed area.
These instruction shall come in to force with immediate effect and shall be
followed scrupulously
