PREPARATION FOR AN ERUPTION:

* NOTE THAT ALL OF THIS IS BASED ON A HYPOTHETICAL STATE, WITH A


COMPOSITE VOLCANO SOMEWHERE IN THE STATE.
ECONOMICS

The economic gain of the city will be distributed within 3 different categories:
tourism, agriculture, and commercial gain. For example, tourism in Hawaii was
about $12.6 billion with $1.1 billion tax revenue in 2011, and the rate has stayed
around the level. If the hypothetical city possesses warm climates that is not
inhospitable and first world commodity, the gain through the same medium would
not be very much differing. Agriculture, especially wine industry around the region
could help. The general commerce, and the shops in metropolis, and taxes
collected could fuel the economy. This hypothetical state would have a GSP
around Florida, giving it about $850 billion dollars to spend. US average
spending for education is $10700 per pupil, and this hypothetical state would
have about 20 million students, an outflow of 24 billion dollars. $45 billion goes to
fixing roads and highways, $28 billion for constructions. And according to Texas
Transparency, Texas in 2013 spent intergovernmental payment of $27 billion, $22
billion of labor costs, $43 billion in public assistance, $2 billion operating outlay,
and $5 billion in miscellaneous categories.
o This would lead to about $50 billion for usage for the state to build a
statewide transportation system, and warning system for the people to
evacuate and learn of eruptions or its dangers as soon as possible. Sirens
would be deployed throughout major populated cities, and possibly fewer
in the agrarian areas. Trains would be a viable source of mass evacuation
for the metropolis. If notified around 12 hours before eruption, it would be
enough time for the entire city to evacuate.
o The education department would be recreated, or at least revised in order
for it to have the children and the general populous. Also, instead of other
drills, the schools and the general populous would be informed of
volcanoes and earthquake drills that allow for quick and affective
evacuation or a safe way to stay at where the people are.

o Broadcasting and educational programs would have aired programs in


order for the general populous to be even further educated about the
matter. (Note: all of the above should be done in a matter that does not
involve communism, or excessive propaganda. It is a notification of
danger.)
o A home would be built with various counter mechanism for the volcanic
and earthquake related hazards. They would be reinforced along the
structural support and the roofs for shaking of earth and weight of tephra
and volcanic ash. A house would be, by law, required to possess a survival
kit for such disasters.
o Establish recognized relief effort outlets for post-disaster survivors, or the
state/cities. Donations and charity would be given generally to relief
efforts, and would have to be recognized by these groups and let them
know that an eruption or earthquakes could be possible, and there is a
necessity for relief efforts for the worst possible outcome.
All of this would total up to give or take $300 billion, far more than all of the
categories, but combined, the hypothetical cost would be $389 billion per year.
However, it is not a problem since the hypothetical gain of the state, which was
based on Florida, was $850 billion dollars in 2015, and does not differ much in
2006 either, which is where most of the data comes from. In 2006 Floridas Gross
State Product was $737,038 million, or roughly $740 billion. Texas, the state
where I gathered the data for the usage from is even better off, with over a trillion
dollars made as their GSP, so additional $70 billion arguably will not affect the
hypothetical states economy tremendously.
IMPLAMENTATION

This hypothetical state would evolve around the pocket of destruction and
fortune: the source of volcano and earthquake. The infrastructure of the states
economy and construction would be heavily influenced by this fact.
o Around the volcano, since there is volcanic soil, which is rich in nutrients
and good for farming, there would be an established agricultural
community in the area, using farms and barns as both commerce income

and for attraction. U-Pick business, or Food export business could be a


viable option for the area. There would be smaller services and
connections to basic welfare, but these areas would not be heavily
invested with technology. The only advanced and costly would be the
geothermal power plant, since a state/city generated around a volcano
could draw substantial amount of energy from it. Since these regions will
not be heavily populated, there would be a central road for connection with
safer regions, but the city will be called to evacuate, at least to safer
premises, if there is any suspicion of an eruption or earthquakes.
o The metropolis would have to be ready for these disasters also. There will
have to be underground shelters devised to sustain said events. Shelters
would be suspended through wires/sliders, allowing it to stabilize and
sustain itself, even in heavy shaking. Also, Heat resistant concrete would
be used as the base material, as they can sustain the heat of any lava or
pyroclastic flow. Thirsty concrete could be used to drain water into a
cavity between outer layer and the inner layer, allowing water to flow
through, significantly cooling down the temperature in the room without a
particular need of supplying electricity. Blueprint would be located further
along this document. The shelters, or SafeBox, would not be used for
small scale earthquakes or small ash plumes from the volcano. They
would only be in use when there is an imminent danger with possibility of
wiping out cities and towns. Even so, SafeBox will have to be funded by
the state, if not the country, to have as much supplies as possible. If it is
allowed, an organization should be established in this state with a head
quarter, to supply such demands, and organization will strive to fund more
shelters around the world, for global safety. This said cooperation would
have to be located in the capital, away from said volcano, or any threat of
natural disasters.
o Any other areas that are not in effect of the volcano and earthquake would
still be notified and will be trained for outreaching effects, such as
temperature shift and volcanic ash travel. Also, the radio would notify the
populous immediately about the event, and would give updates on the

casualty or any other useful information. Also, people living in the


eruption/earthquake prone area could sign up to be assigned to work
places outside of their home, so when there is a disaster, the people could
go to their assigned place, which would be in categories that could help
rebuild the destroyed areas, such as architecture/construction and relief
efforts/rescue teams.
o In order for convenience, the managers of shelters and SafeBox would
be getting a live feed of any traffic/escape route, and/or the
eruption/earthquake to better understand and help the populous. This
would be done with busses and trains with GPS system or tracking
devices, and satellite would be in use.
WARNING SYSTEM

Warning levels would be established to differentiate the possible danger of the


volcano or earthquake, to signal evacuation

LEVEL I

This level requires escape from safety measure, meaning that there is not
much of a threat that looms over the town/city, but requires the denizens living
closest to the danger zone to evacuate to a safer place. The evacuation
would be within 50 meter, and SafeBox would not be initiated, nor will any
emergency escape system until the danger is confirmed. Usually before all
other warning level is initiated, the level I warning would be in place for
launch. This evacuation would be practiced every other month, total of 6
times in a year for basic practice for the general populous.
LEVEL II

This level requires escape from confirmed danger possibly dangerous to


property and the town/city, but has a very low possibility of danger to human
lives. Evacuation would be in from 50 meters to 100 meters, and emergency
roads would be activated to allow orderly travel to the metropolis. If
necessary, the escape train could be deployed for heavily populated suburbs.

SafeBox would not be opened, however, town centers/halls would open its
reinforced basement for people who could not escape. However, this is only
in the worst case scenario, and would not open to people if there is enough
time to escape, since the supply is very limited. Relief effort would be one of
rebuilding broken shelters, rather than of rescue, and necessity delivery
would be very small. This evacuation would be practiced 3 times a year.
LEVEL III

This level requires escape from confirmed danger that are dangerous to
property and the town/city, and has moderate possibility of danger to human
lives. Evacuation would be one of far, outstretched escape, reaching out to at
least 75 meters, as far as 150 meters away from the source. The surrounding
cities which are close would have to be notified will require level I evacuation,
because the danger has a possibility reaching these areas. Escape roads
would be in full use, along with the escape train routes, and aforementioned
reinforced basements in town center/halls would be fully available. SafeBox
would be open for worst case scenario, but the rules would be strict. People
who lived very close to the site would not be relocated with the people in the
towns and in cities. After the initial experience, it will be checked for any other
disasters that might come after it, and if the investigation is concluded with
little to no possibility of reoccurring disasters in the near future, the relief
efforts will arrive. The lava outflow and the newly formed rocks could be used
as a valuable construction aid. Any major needs, such as the geothermal
plants will be immediately fixed for convenience, while sewers and other
system would be also fixed. Denizens of SafeBox would be let out to rejoin
the society. This evacuation would be practiced 2 times a year.
LEVEL IV

This level requires escape from confirmed danger that are very dangerous to
property and the town/city, and has high risk to any human lives who are in
the area. Evacuation would be a very far, outstretched escape, reaching out
over 100 meters least. Surrounding town/city would be issued level II

evacuation, while towns further away would be issued level I evacuation.


SafeBox would now be in full motion, allowing denizens to come and seek
shelter, while emergency road and trains would be in full motion also. The
surrounding metropolis would be immediately notified to launch a
donation/gathering of relief effort for the people. SafeBox shelter would be
active for estimated 10 days, and would be reopened as soon as rescue team
arrives. Nevertheless, like the level III evacuation, there will have to be a
certain proof, a confirmation that there would not be an upcoming disaster in
the near future. System checks, as well as serious reconstruction would have
to be put into place, especially the convenience needs such as geothermal
plants, and sewer pipes; SafeBox would also go under a series of
maintenance checks. This evacuation would be practiced once a year.
LEVEL V

This level requires escape from confirmed danger that are extremely
dangerous to property and the town/city, along with very high risk to any
human lives who are in the area. Evacuation would be another very far,
outstretched escape throughout multiple towns. Cities around would be
issued level III evacuation, and cities further away would be issued level II
evacuation. SafeBox, emergency road and trains, and all escape/shelter
would be in full effect, to carry as much people away from the area as
possible. Relief effort would be statewide, even going as far to get federal
help. Heavy reconstruction would be required of the state and the country, to
revive a possible powerful and vital part of the country from a crippled state,
due to the disaster. Even then the area would be evacuated for a while, since
the outflow of lava and the destruction would need time to be cleaned and put
into place. SafeBox would be forced to be in full use, taking refuges
whenever in need, and would be forced to be closed until it is impossible for
people to live in it. This evacuation would be practiced every 2 years.
LEVEL X

This level requires escape from worst case scenario danger. Most likely
recognized nationally, the eruption that requires this level of evacuation would
be left on pages of history books. This devastating catastrophe would require
over-the-top effort to get people out of the city, full working of all emergency
road, and all roads alike; SafeBox would be in full use, holding on as long
as possible. The relief efforts would have to be international, since level X
evacuation is an evacuation that would only be in action within the worst of all
scenario. The cities nearby would experience reconstruction from scratch,
and many other areas would experience heavy reconstruction. Rescue teams
would be in full use after such eruption, support from Red Cross, or other
helpful organization is almost guaranteed, but these efforts might not be
much. Any surviving SafeBox would have to go under heavy maintenance
work, and it would be impossible to reach any of which in very close proximity.
Most likely vast amounts of area will have to be deserted for a while as
reconstruction rolls in, and temporary relocation would be full in use. This
evacuation would be notified to the general population, but such highly
unlikely event, due to budget, will not be rehearsed.
ESCAPE POLICIES:
WHEN USING EMERGENCY ROAD

Emergency road is an evacuation system that allows people to run away from
certain region as fast as possible. Find the nearest exit to the emergency road
possible, if the evacuation level is high enough to put them into use. Every car would
be moving in an orderly fashion. If not in a vehicle, find the nearest public
transportation to get a ride out of the city. Until 30 minute within eruption, busses
would be going around to pick up individuals. If there is a bridge, and there is an
earthquake that causes collapse, the road is now offline, meaning that the people
would have to follow the safety procedure to survive certain situations.
WHEN USING EMERGENCY TRAIN

As the fastest route out of the city, the train would be the most compelling choice for
people who are at home. If you hear the evacuation alarm at home, proceed
immediately to the nearest station. The trains would be a way to transport the people
out of the city as fast as possible. If you are riding in the train, and the place you go
to is also in evacuation higher than Level I, you would be immediately put into a
SafeBox or a reinforced shelter.
WHEN ENTERING REINFORCED SHELTER

These shelters would bear resemblance of a severe weather shelter. Iron doors
would block the way, and would be in place for basic needs. The manager would not
let in the people if there is sufficient for them to escape. Since these managers will
be receiving a live feed of the traffic and situation, would have an approximation of
where the people could go to. If you are turned around, you must find the closest
way out of the city, because if you are turned around, that means there is a very fast
way to exit the city. If there is no feed, nor any way to confirm the amount of time left,
you will be let in. Climb down the ladder one by one in an orderly fashion to enter the
shelter. Grown men goes in first and the last. If there is any discrepancies they
would be the one to solve it. Immediately close the door after all has entered, and
step away from the door.
WHEN ENTERING SAFEBOX

SafeBox would be a shelter in a disaster that is hazardous to human lives, so if


the evacuation is low enough, the managers would evacuate from the area as well.
Like shelters, since it is running on a limited supply, SafeBox would only allow
entry if the level of evacuation is high enough, or if there is not a sufficient time to
escape, only then the people will be allowed to enter the vault. When entering, safely
but hastily climb down the ladder into the inner shell. Please step away from the
door in case of things falling inside. When confirmed, the inner door would be
opened for people to start climbing down also. This inner door would only open
when the outer door has closed, to block the possibility of debris entering the facility.
When you have entered SafeBox, step toward the lowest part of the facility in
order for more people to come enter.

WHEN IN RELOCATION
