Bylaws of Xi Theta chapter of Delta Zeta Sorority


The University of North Carolina Wilmington
January 1, 2014

Article I Name and Purpose
Section 1.

The name of this college chapter of Delta Zeta Sorority, located at


University of North Carolina Wilmington in Wilmington, NC is Xi Theta.

Section 2.

The purpose of this sorority shall be to unite its members in the bonds of
sincere and lasting friendship, to stimulate one another in the pursuit of
knowledge, to promote the moral and social culture of its members, and
to develop plans for guidance and unity in action; objects worthy of the
highest aim and purpose of associated effort.

Section 3.

Xi Theta Chapter of Delta Zeta practices an open membership


policy for members of the university community without
regard to race, color, age, religion, national origin, disability, status
and sexual orientation, or for any reason inconsistent with applicable law.
Membership and participation in Delta Zeta is also open without regard
to gender, unless exempt under Title IX.

Section 4.

Xi Theta Chapter of Delta Zeta shall adhere to all university


rules, regulations, and policies, as well as to all local, state,
and federal laws.


Article II Members
Section 1.

Membership. Refer to Code of Regulations.


A. Member must adhere to the same requirements as the chapter,
given to her as a new member via the Vice President of New
Member Education. All members must maintain a minimum 2.75
GPA to be in good standing with the chapter. A minimum 2.75
cumulative GPA is required for pledging into the sorority and a
new member must have 12 credit hours and a minimum 2.75 GPA
to be initiated.
B. In order for a member to remain in good standing, she must meet
her financial, scholastic, moral, and social obligations.

Section 2.

Dues.

The new member fee shall be $40.00 and will be paid before
the pledging ceremony.
The initiation fee shall be $100.00 and must be paid one month
before Initiation.

Monthly dues for members and new members shall be $34.00.


Monthly collegiate support fee for members and new members
shall be $14.00.
Summer dues shall be $20.00 and assessed in $5.00 increments
in alternate months.
Monthly furnishing fee for members and new members shall
be $2.00 and shall be paid monthly.
$35.00 will be paid to the building fund within the first year of
the membership.
The fiscal year shall begin July 1 of each year and shall continue
until June 30 of each succeeding year.

Article III Officers, Nominations, and Elections


Section 1.

Executive Board and the elected chairs shall be chosen through a chapter
vote. Three weeks prior to the elections, a member at large will be chosen
to head the nominations committee. Four members from each class
standing will be chosen to represent that class. This same night, each
class will nominate a sister for each elected position. Two weeks prior,
nominations committee will hold interviews and will select the slate.
After two weeks, elections will be held in which the Secretary will count
the vote and the President will announce the newly elected positions. All
new members must be initiated by the time of the vote.

Section 2.

Duties of officers. Refer to Code of Regulations.

Section 3.

The Executive Board shall be composed of President, Vice President of


Membership, Vice President of New Member Education, Vice President of
Programs, Secretary, Treasurer, Academics Chairman, and Chapter
Collegiate Director (CCD) or her representative. It shall present
recommendations for chapter action.

Section 4.

Chairmen of all major committees shall be elected:

Subject to the approval of the newly elected Executive Board and the CCD,
the President shall appoint a Parliamentarian, two Guards, and a

Section 6.

This sorority shall have the following standing committees: Bid


Committee, Nominating Committee, Bylaw Committee, and Standards
Board. Duties shall be those prescribed by the National manuals or in
Roberts Rules of Order, Newly Revised.

Section 7.

Other committees may be formed as needed by the Executive Board.

Section 8.

All officers shall serve for a period of 12 months or until successors are
elected and installed. A vacancy, including that of President, shall be
filled by nomination and lection at the first regular meeting thereafter. If
the vacancy occurs while school is not in session, the Executive Board
with the approval of the CCD may make appointment. Any officer or chair,
by two-thirds vote of the chapter, may be requested to resign. If she fails
to resign as requested, the CCD shall declare such office vacant.


Article IV Meetings
Section 1.

The regular meeting shall be held on Sunday of each week at 7:00pm


during the college year, unless otherwise noted by the Executive Board.

Section 2.

The Executive Board shall meet on Sunday evenings at 5:30pm or at a


time designated by the executive board and CCD. Chair meetings will be
held on Sunday evenings at 6:30pm, unless otherwise stated by the Vice
President of Programs.

Section 2.

A special meeting may be called by the President or upon written request


of any five members of the chapter. Only business for which the meeting
was called can be transacted.

Section 3.

Two-thirds of the members in good standing shall constitute a quorum at


any meeting of the chapter.

Section 4.

Dates for initiations shall be scheduled at least one month in advance of


the initiation service.


Article V Insignia
Section 1.

Refer to Constitution and Code of Regulations.


Article VI Parliamentary Authority
Section 1.

Roberts Rules of Order shall govern this chapter in all cases to which they
are applicable and in which they are not inconsistent with these bylaws
or with the Constitution and Code of Regulations of the Delta Zeta Sorority.


Article VII Amendments
Section 1.

These bylaws may be amended at any regular meeting by a two-third


vote of those present and voting, provided the proposed amendment has
been submitted in writing and read at the previous meeting and has been
approved by the CCD.

Attendance Requirements
Attendance is mandatory at all Delta Zeta chapter meetings. The Executive Board
may deem other events mandatory.
The following reasons are excusable for missing a mandatory event:
Death in the family
Illness (with a phone call/ text message)
Class (with a class schedule)
Work (only if Secretary is notified 24 hours prior and not deemed excessive
by Executive Board)
SI Sessions (only for Chapter; maximum of 3 a semester)
Others with approval from CCD or President.
Excuses
Excuse forms are due to the Secretary prior to the mandatory event. You will
have 24 hours after the event to send in a form if needed, or you will be fined.

Mandatory Events
Chapter meetings, pledging in, initiation, lamp lighting, and Founders Day
shall all be mandatory.
Perfecting Week, Recruitment Workshops, Formal Recruitment,
Philanthropic Events, Enrichment programs, Retreats and Greek Week shall
all be mandatory.
Every member is expected to attend at least two other Greek events per
semester.
Any other chapter function may be mandatory with a chapter vote and two
weeks notice, however if University or Greek Council events are required by
that entity, the two-week notice provision may be waived.
Every effort shall be made to plan special chapter functions, including but not
limited to initiation practice open recruitment parties, and recruitment
practice following regular chapter events.

Senior Status
1. A member shall be allowed to go on senior status during the last semester of her
senior year; a member is not allowed to go on senior status more than once.

2. Those on senior status are still required to attend all mandatory events, but are only
required to attend one chapter meeting per month. If a member does not attend one
chapter meeting per month, she will be fined for missing a chapter meeting. Those

on senior status are also exempt from two additional chapter meetings and are
required to read the chapter minutes in order to keep up with chapter business.

probation.

Behavior at Weekly Meetings



Chapter meetings will follow parliamentary procedure according to Roberts Rules
of Order.
Members shall only ask questions during the Announcements portion of the
meeting.
No talking out of turn at chapter meetings.
Excessive talking can result in removal from the meeting by the guard. Attendance
will not be counted for those asked to leave.
No food or drinks should enter the chapter room.
Cell phone use is not permitted in the chapter room.
Required Formal meeting attire is business formal.

v. Dress suit or dress pants
vi. Blouses
b. Inappropriate attire:
i. Casual khaki pants,
ii. Boots (cowboy or riding),
iii. Denim clothing,
iv. Athletic shoes, recreational wear, athletic wear,
v. Baseball hats,
vi. Casual flip flops,
vii. Excessively tight or revealing clothing,
viii. Torn and / or inappropriate dress
Those dressed inappropriately may be denied entrance.
Skirts and dresses must fall at least three inches above the knee.

Dues
1. The dues for this sorority shall be paid on Bill Highway.
2. Dues shall be assessed by the first of each month and due the tenth of each month.

3. If not paid by the tenth, interest will accrue.


4. Those who do not pay their dues on time will be placed on financial probation.
Academic Discipline
1. First Time
An initiated member whose grade point average falls below a 2.75/4.0 is
automatically placed on academic probation. The discipline terms shall include
the following, at minimum:
o She shall not hold an office or chairmanship.
o She shall attend chapter meetings, but not vote on any chapter
business.
o She shall sit in the back during chapter meetings.
o The only sanctioned activities she may attend must count towards
UNCW Greek Life Standards or National Standards of Excellence
Programming.
o She shall not participate in or attend Delta Zeta sponsored
activities or events. This does not include activities where only
Delta Zeta sisters participate (i.e. Sisterhood Events, Chapter
Meetings).
o The members badge will be deposited with the CCD.
An academic letter of warning shall be given to the initiated member by the CCD
or RCC stating the terms of First Time Academic Discipline.
The chapters Executive Board may impose additional requirements with the
approval of the CCD and RCC.
2. Second Consecutive Time
Dismissal of membership at CCDs discretion.
If currently living in the house, she must immediately move out of the house
upon dismissal, at CCDs discretion.
Local Discipline and Appeal
1. Financial, Academic and Social Disciplinary cases will be handled according to the
Standards Board Manual.
2. The Executive Board will hear appeals to decisions.
Monthly Bills and Fines
1. Members who fail to pay dues by the tenth of the month will be placed on Financial
Probation. They will be unable to vote in chapter, will be seated separately from the
voting body, and will be unable to attend any social functions except for chapter
meetings and events working towards UNCW Greek Life Standards or National
Standards of Excellence Programming.
2. The following sanctions will be imposed on those on financial probation:

She will be unable to vote in chapter.


She will be seated separately during chapter meetings.
She will be unable to attend any social functions.
She may attend chapter meetings.
The only sanctioned activities she may attend must count towards UNCW Greek
Life Standards or National Standards of Excellence Programming.
The members badge must be deposited with the CCD.

3. Dues shall be paid for nine months beginning September 10 and ending May 10.
4. Social fee for members and new members shall be $40.00 per semester. Temporary
Alumnae, Fifth Year Alumnae, and Alumnae shall be required to pay on a per ticket
basis as decided by the chapter for events in which they are invited.
5. Members shall be given an opportunity to pay the semester dues and social fees in
advance by August 30 and January 10 and receive a 10% discount.
6. Members more than 60 days late in payment will be recommended to National
Council for dismissal and will no longer be considered part of the chapter.
7. After 60 days late in payment, National Headquarters has the option to send issue to
Parson Bishop collection agency.
8. Established fines include:
All mandatory functions shall be $15.00 unless otherwise stated
Missed meeting (unexcused) shall be $15.00
Missed officers meeting (unexcused) shall be $15.00
Late reports shall be $5.00 plus the amount fined to Xi Theta by
National Headquarters
Returned checks shall be $25.00 in addition to bank charges
Initiation shall be $40.00
Founders Day shall be $15.00 plus the cost of attendance
Late bill payment shall be $5.00
Recruitment events, recruitment practices, and formal recruitment
events shall be $25.00 per event. If absence is due to work, a signed
statement from employer may be required
All Philanthropy events shall be $25.00 if the excuse is not
acceptable
Those on Academic Probation/proctored hours who do not
meet their minimum study hours for the week and do not
report to the Academic Chair will be fined $5.00
9. Executive Board may decide other Fines.
10. Fines may be reduced under special circumstances as approved by the Executive
Board.

11. Members may donate $25 to Delta Zeta Foundation instead of paying the $25 fine
for missing philanthropy events two weeks prior to the event.

Standards of Conduct
The letters or insignia of Delta Zeta shall not be worn while consuming alcohol or
smoking. The letters or insignia of Delta Zeta shall not be worn in an establishment
where drinking is dominate, even if member is of legal drinking age.
A member may not exhibit inappropriate conduct that is prejudicial to the sorority
at any time or she will be referred to the Standards Board.
Every member must ride in a taxi to a social function. A member may only arrive or
leave a function in a cab with permission from an Executive Board member or risk
management chair.
Members shall not attend an event that requires the social notification form
completed and submitted to the Department of Greek Life if the form has not been
properly completed and submitted.

Housing
All initiates and new members of a college chapter maintaining a house shall be
required to live in the house to capacity under the discretion of the CCD.
a. Exceptions include:
i. Living at home
ii. Reasons of health (as deemed by a doctors note and given to the CCD
directly after initiation)
iii. Employment as a Resident Assistant
If house is not filled to capacity, a lottery will be done at the chapter meeting prior to
the contract deadline for UNCW Housing and Residence Life.
All members who have not lived two semesters in the house will be entered into a
drawing and chosen at random by the CCD until remaining spots are filled.
Failure to meet the housing obligation is grounds for dismissal.
If there is a member of Executive board who has not lived in the house, and there is
a room open during her term, she must step up to live there. (Unless exempt
according to Article VIII section 2.)

Ritual and Ceremonies


1. Ritual and ceremonies are mandatory for all members.
2. Any closed ritual and ceremony, except a called meeting, must be announced at least
two weeks in advance.
3. Closed ritual and ceremonies include chapter meetings, chapter workshops, all
aspects of recruitment, new member service, lamp lightings, initiation, and others to
be determined by the Executive Board.

4. The outside discussion of any business conducted in a formal or informal chapter


meetings or recruitment is subject to disciplinary measures according to the Delta
Zeta Code of Regulations and Constitution.
Social Events
1. If any member or their date is tapped out of a function, he or she must leave in a taxi
hailed by the sober Executive Board member, Risk Management Chair, or Social
Chair.
2. If a member has not paid her dues or is on academic probation, she may not attend
social events.
Standards Board
1. The standards board shall consist of seven members: CCD, President of the Chapter,
Standards Board President, one senior, one junior, one sophomore, one freshman, or
one member at large.
2. The Secretary shall attend the meetings solely to take minutes of what happens. She
is not allowed a vote.
3. The standards board members shall be kept anonymous, except Standards Board
President.

Awards
An award will be presented each fall to the initiate with the highest GPA for the
previous two semesters with a minimum of 12 credit hours completed each
semester.
An award will be given at Founders Day to the initiate with the most improved GPA
for the previous two semesters.
Those initiates who achieved a 3.0 or better GPA for the previous semester shall be
recognized with a single pink rose at Founders Day.
The Dear Abby award is presented at Founders Day to a sister who listens and
gives advice.
The Candace Singleton Outstanding Junior/Senior Award shall be presented each
fall at Founders Day to the most outstanding junior/senior as determined by
chapter vote.
The Wendy Ahrens Outstanding Sister Award shall be given to the sister who has held
any office in the chapter, but also has outside interests and activities.
The Lienne Federico Medford Award shall be presented at Founders Day to a sister who
is very active within the sorority and unselfishly does much of the work that is sometimes
overlooked by other members.
The CCD Award shall be presented at Founders Day to either a sister or new member
who has achieved high academic success as well as worked hard in the sorority.
The Outstanding New Member Award shall be given each fall at Founders Day to the
New Member voted on by the chapter who is seen to put the most into Delta Zeta.

10. The Naked Turtle Award will be presented at Founders Day to a sister who has come
out of her shell, meaning she has opened up to other sisters.
11. The Love Book shall be passed from sister to sister each week at chapter. The book
should consist of kind letters from one sister to another that will be read at chapter
meetings when the book is passed on.

attend one chapter meeting per month, she will be fined for missing a chapter

meeting. Those on senior status are required to read the chapter minutes in
order to keep up with chapter business.
3. Those on senior status are exempt from weekly study hours, unless on academic
probation.

Behavior at Weekly Meetings


1. Chapter meetings will follow parliamentary procedure according to Roberts
Rules of Order
2. Members shall only ask questions during the Announcements portion of the
meeting
3. Talking out of turn at chapter meetings is not permitted
4. Excessive talking can result in removal from the meeting by the guard
5. Attendance will not be counted for those asked to leave
6. No food or drinks should enter the chapter room
7. Cell phone use is not permitted in the chapter room
8. Required Formal meeting attire is business formal as outlined below:
A. Appropriate attire includes:
i. Formal shoes
ii. Jack Rogers sandals
iii. Dresses
iv. Skirts
v. Dress suit or dress pants
vi. Blouses
vii. Blazers or suit jackets
viii. Cardigans
B. Inappropriate attire includes:
i. Casual khaki pants
ii. Boots (cowboy or riding)
iii. Denim clothing
iv. Athletic shoes, recreational wear, athletic wear
v. Baseball hats
vi. Casual flip flops
vii. Excessively tight or revealing clothing
viii. Torn clothing
9. Those dressed inappropriately may be denied entrance
10. Skirts and dresses must fall at least three inches above the knee

Dues
1. The dues for this sorority shall be paid on Bill Highway
2. Dues shall be assessed by the 1st of each month and due the 10th of each
month
3. If not paid by the 10th, interest will accrue
4. Dues shall be paid for nine months beginning September 10 and ending May 10

5. Those who do not pay their dues on time will be placed on financial probation
6. Social fee for members and new members shall be $40.00 per semester.
Temporary Alumnae, Fifth Year Alumnae, and Alumnae shall be required to pay
on a per ticket basis as decided by the chapter for events in which they are
invited
7. Members shall be given an opportunity to pay the semester dues and social fees
in advance by August 30 and January 10 to receive a 10% discount

Fines
1. Established fines include:
A. All mandatory functions shall be $15.00 unless otherwise stated
B. Missed meeting (unexcused) shall be $15.00
C. Missed officers meeting (unexcused) shall be $15.00
D. Late reports shall be $5.00 plus the amount fined to Xi Theta by National
Headquarters
E. Returned checks shall be $25.00 in addition to bank charges
F. Initiation shall be $40.00
G. Founders Day shall be $15.00 plus the cost of attendance
H. Late bill payment shall be $5.00
I. Recruitment events, recruitment practices, and formal recruitment events
shall be $25.00 per event. If absence is due to work, a signed statement
from employer may be required
J. All Philanthropy events shall be $25.00 if the excuse is not
acceptable
K. Those on Academic Probation or who are required to complete proctored
study hours who do not meet their minimum requirement for the week and
do not report to the Academic Chair will be fined $5.00
2. Executive Board may decide other Fines
3. Fines may be reduced under special circumstances as approved by the
Executive Board
4. Members may donate $25 to Delta Zeta Foundation instead of paying the $25
fine for missing a philanthropy event

Financial Discipline
5. The following sanctions will be imposed on those on financial probation:
A. She will be unable to vote in chapter
B. She will be seated separately during chapter meetings
C. She will be unable to attend any social functions
D. She may attend chapter meetings
E. The only sanctioned activities she may attend must count towards UNCW
Greek Life Standards or National Standards of Excellence Programming
F. The members badge must be deposited with the CCD
6. Members more than 60 days late in payment will be recommended to National
Council for dismissal

7. After 60 days late in payment, National Headquarters has the option to send
issue to Parson Bishop collection agency

Academic Discipline
1. First Time Violation
A. An initiated member whose grade point average (GPA) falls below a 2.75
out of 4.0 is automatically placed on academic probation. The discipline
terms for members in violation shall include the following, at minimum:
i. She shall not hold an office or chairmanship
ii. She shall attend chapter meetings, but not vote on any chapter
business
iii. She shall sit in the back during chapter meetings
iv.
The only sanctioned activities she may attend must count towards
UNCW Greek Life Standards or National Standards of Excellence
Programming
v. She shall not participate in or attend Delta Zeta sponsored
activities or events. This does not include activities where only
Delta Zeta sisters participate (i.e. Sisterhood Events, Chapter
Meetings)
vi. The members badge will be deposited with the CCD
B. An academic letter of warning shall be given to the initiated member by
the CCD or Regional Chapter Coordinator (RCC) stating the terms of first
time academic discipline
C. The chapters Executive Board may impose additional requirements with
the approval of the CCD and RCC.
2. Second Consecutive Violation
A. Dismissal of membership at CCDs discretion
B. Eviction from the house at CCDs discretion

Local Discipline and Appeal


1. Financial, Academic, and Social Disciplinary cases will be handled according to
the Standards Board Manual
2. The Executive Board will hear appeals to decisions

Standards of Conduct
1. The letters or insignia of Delta Zeta shall not be worn while consuming alcohol or
smoking
2. The letters or insignia of Delta Zeta shall not be worn in an establishment where
drinking is dominate, even if member is of legal drinking age
3. A member may not exhibit inappropriate conduct that is prejudicial to the sorority
at any time or she will be referred to the Standards Board
4. Every member must ride in a taxi to a social function

5. A member may only arrive or leave a function in a cab with permission from an
Executive Board member or risk management chair
6. Members shall not attend an event that requires the social notification form be
completed and submitted to the Department of Greek Life if the form has not
been properly completed and submitted

Housing
1. All initiates and new members of a college chapter maintaining a house shall be
required to live in the house to capacity at the discretion of the CCD
A. Exceptions include:
i. Living at home
ii. Reasons of health (as deemed by a doctors note and given to the
CCD directly after initiation)
iii. Employment as a Resident Assistant
2. If house is not filled to capacity, a lottery will be done at the chapter meeting prior
to the contract deadline for UNCW Housing and Residence Life (HRL)
3. All members who have not lived two semesters in the house will be entered into
a drawing and chosen at random by the CCD until remaining spots are filled
4. Failure to meet the housing obligation is grounds for dismissal
5. If there is a member of Executive Board who has not lived in the house, and
there is a room open during her term, she must step up to live there (unless
exempt according to Article VIII section 2)

Ritual and Ceremonies


1. Ritual and ceremonies are mandatory for all members
2. Any closed ritual and ceremony, except a called meeting, must be announced at
least two weeks in advance
3. Closed ritual and ceremonies include chapter meetings, chapter workshops, all
aspects of recruitment, new member services, lamp lightings, initiations, and
others to be determined by the Executive Board
4. The outside discussion of any business conducted in a formal or informal chapter
meetings or recruitment is subject to disciplinary measures according to the Delta
Zeta Code of Regulations and Constitution

Social Events
1. If any member or their date is tapped out of a function, he or she must leave in a
taxi hailed by the sober Executive Board member, Risk Management Chair, or
Social Chair
2. If a member has not paid her dues or is on academic probation she may not
attend social events

Standards Board
1. The standards board shall consist of seven members:
A. CCD
B. President of the Chapter
C. Standards Board President
D. One senior
E. One junior
F. One sophomore
G. One freshman or one member at large
2. The Secretary shall attend the meetings solely to take minutes of what happens
and is not allowed a vote
3. The standards board members shall be kept anonymous, except Standards
Board President, President of the chapter, and CCD

Awards
1. An award will be presented each fall to the initiate with the highest GPA for the
previous two semesters with a minimum of 12 credit hours completed each
semester
2. An award is given at Founders Day to the initiate with the most improved GPA
for the previous two semesters
3. Those initiates who achieved a 3.0 or better GPA for the previous semester shall
be recognized with a single pink rose at Founders Day
4. The Dear Abby award is presented at Founders Day to a sister who listens and
gives advice
5. The Candace Singleton Outstanding Junior/Senior Award is presented each fall
at Founders Day to the most outstanding junior/senior as determined by chapter
vote
6. The Wendy Ahrens Outstanding Sister Award is presented at Founders Day to
the sister who has held any office in the chapter, but also has outside interests
and activities
7. The Lienne Federico Medford Award is presented at Founders Day to a sister
who is very active within the sorority and unselfishly does much of the work that
is sometimes overlooked by other members
8. The CCD Award is presented at Founders Day to either a sister or new member
who has achieved high academic success as well as worked hard in the sorority
9. The Outstanding New Member Award is presented at Founders Day to the New
Member voted on by the chapter who is seen to put the most into Delta Zeta
10. The Naked Turtle Award is presented at Founders Day to a sister who has
come out of her shell, and has opened up to other sisters
11. The Love Book shall be passed from sister to sister each week at chapter and
should consist of kind letters from one sister to another that will be read at
chapter meetings
