PHASE I
COURSE NAME
KTVB Building Security Training

COURSE DESCRIPTION
The purpose of this course is to instruct new employees in the physical and Information
Technology (IT) requirements to be employed at the KTVB News Group. The course of
instruction will include best practices to ensure the physical security of the building, safety
features incorporated into the building design, what to do in the case of a security emergency,
and how emergency situations are communicated within the building. In addition, employees will
be instructed in IT security requirements and best practices.
TARGET AUDIENCE
All full-time and part-time employees at KTVB News Group.
DELIVERY MODALITY AND LENGTH OF COURSE
Initial training will be delivered in a classroom environment with an instructor physically present to
deliver instruction and answer questions. Course length will be one hour.
Periodic refresher training will be delivered through electronic communications at the employees
own pace.

PHASE II
LEARNING OBJECTIVES
GOAL
Employees will understand best practices for physical security at KTVB News Group.
OBJECTIVES
- After training each employee should be able to explain how to safeguard their door entry
cards and what to do if the card is lost.
- Given that KTVB is a media organization, each employee will be able to explain the
threat of a suspicious package and what should be done to safeguard the building and
other staff in the event a suspicious package is observed.
- After an explanation of how the entry doors work, each employ will be able to explain
how to safeguard the building from entry by unauthorized persons.

GOAL
Employees will understand how the security systems in the building operate.
OBJECTIVES
- After regular business hours are identified and instruction on how the door timers operate
is given, each employee will be able to explain building entry rules both during and after
regular working hours.
- After training each employee will be able identify emergency indicators within the building
and explain their meaning.
GOAL
Employees will understand how to identify and respond to a security emergency.
OBJECTIVES
- After training each employee will be able to explain the meaning of different
announcements over the building intercom and the actions that should be taken in
response to the announcement.
- After procedures have been explained each employee will be able to explain the
appropriate actions for receiving and recording bomb threat.
- After training each employee will be able to explain the appropriate actions for receiving
mail.
GOAL
Employees will understand the IT security requirements and best practices at KTVB News Group.
OBJECTIVES
- After explanation each employee will understand the rules and reasoning behind
changing IT passwords.
- After training each employee will be able to explain why safeguarding IT passwords is
vital to security.
- After training each employee that deals with financial information will be able to explain
the IT regulations associated with financial files and how those regulations apply to them.
TYPE OF LEARNING
The learning objectives listed in the section above are all performance based. Each employee
has to be able to demonstrate a basic understanding of the objectives in order to operate as a
functional part of the building security system.
Critical thinking skills in this area are an absolute must. In order for each employee to be effective
in their role in maintaining the security of the building and safety of their fellow employees they
must understand the systems and procedures. Each employee must be able to not only follow
procedures well enough to not cause a security issue, but also to determine if a threat exists and
what to do when a threat exists.
INSTRUCTIONAL ACTIVITIES
All instructional activities for new employees will be conducted during face to face training
sessions. During these training sessions a combination of discussion, electronic presentation,
and hands on demonstration will be used.
In order to conduct refresher training with existing employees a review and comprehension
assessment will be delivered to each employee through electronic communication. Instructors will
be available to answer questions from existing employees through either electronic
communication or by face to face communication.
INSTRUCTIONAL TECHNOLOGY

Due to the small class sizes for new employees, and the individual nature of refresher training,
very little instructional technology is required for this training program. Electronic presentation
during initial training requires a computer and a display. The security system itself will also be
used during the hands on portion of initial training. Periodic training requires a computer for
electronic communication.

PHASE III
STAFF INVOLVED WITH DEVELOPMENT
The Director of Technology and Operations is responsible for the security program at the KTVB
studios so his input is vital to development of the training program. A member of the engineering
shop is designated as the training developer and primary instructor.
TIMELINE FOR DEVELOPMENT AND IMPLEMENTATION
Due to the fact that the program has been on hiatus for almost a year it is important that the
program be re-implemented as soon as possible. For this reason a three month window has been
allotted to redesign the training program and revise the information in the program to reflect the
changes that have been made to the KTVB studio building since the program lapsed. The
program re-launch will happen at the end of this three-month period. An additional two months
after re-launch will be allotted to train the additional instructor.
REQUIRED RESOURCES
For the training program design the outdated syllabus will be used as a start point. Additionally,
an employee list will be provided by the Human Resources Department.
For training, in addition to showing the new employees where the physical features of the building
security system are located the only resources needed will be a computer and display. Both of
these are available in the main conference room so prior scheduling will ensure those resources
are available.
IMPLEMENTATION PLAN
Training schedules will be disseminated through electronic communication. New employees
will be given a choice of two (morning or afternoon) sessions during a given week.
Employees will respond to the instructor with the sessions that best fits their schedule so the
instructor can get an accurate count prior to the session.
The training program is mandatory for all employees so commitment is not the biggest issue
in participation. Interest is a large part of the programs success so it is important to ensure
that the existing staff are made aware, both by electronic communication and word of mouth,
that the program has changed and the bad habits of the previous instructor have been
addressed. This will minimize the existing employees turning the new employees against the
program before the new employees have even attended a training session.
New employees are required to attend the formal training sessions. They are informed of this
when they receive their orientation from HR and will be contacted within the first three
months of employment by the security instructor. Existing employees need to do refresher
training every three years, this is accomplished through electronic communication.
ASSESSMENTS
Both the new employee training and the existing employee training will be assessed through a 25
question quiz covering the major points of the security program, both physical and IT. These
quizzes will be developed after the curriculum is finalized.

PHASE IV
TRAINING ALIGNMENT WITH REQUIREMENTS
As stated in Phase I, the purpose of this course is the mandatory training of all staff at the KTVB
studios in physical and IT security. In order to accomplish this training goal it is proposed that a
one hour training session be conducted to train new staff members and periodic training quizzes
be used to familiarize existing staff about security changes and requirements.
The learning goals and objectives for this program explain what specifically the program will be
designed to accomplish. It is the goal of the program that every staff member will be familiar with
the physical security requirements and where key hardware is located, as well as understanding
the basic IT security requirements for their specific position.
In order to accomplish these goals and objectives new staff members will attend a mandatory
one hour training session within one month of beginning employment at the KTVB studio.
Existing staff will be required to complete an electronic quiz every three years.

EVALUATION METHODS
Evaluation of course effectiveness will be consist of two parts, staff feedback and practical
evaluation. Staff feedback will be completed through a survey at the end of the course. Practical
evaluation happens through daily use, instructor quizzes, and evaluating the responses on
existing staff refresher quizzes.
EVALUATION ANALYSIS
Student feedback will consist of a short survey at the completion of the training session. This
survey will allow the staff to provide their thoughts on the positives and negatives of the course
so that the instructor can adjust the course as needed.
Practical evaluation will have to be conducted by the instructor upon occasion. Historically the
practical evaluation is a continuous process with training shortfalls being identified from time to
time by the practices of the staff. As these shortfalls are identified the instructor can adjust the
course as needed. Additionally, the instructor, who is also a staff member, can ask employees
occasionally if they know security procedures. Based on this information the instructor can make
adjustments. Last, since existing employees take a refresher test every three years the results of
these tests can be an indicator of how effective training is over time.

Construct a 15- to 20-slide presentation that addresses an implementation schedule for your
course or training session and that provides an overview of the main components of each
phase of your instructional plan. Create the presentation that you could use to convince
management of the need for offering this course or training session and for obtaining
approval for implementing your training plan.
The presentation must be appropriate to the speakers audience. Include speaker notes with
citations for references according to APA guidelines.
