Barangay Bottom-up Budgeting (BUB)

The orientation on Barangay Bottom-up Budgeting (BUB) was held on February 24, 2016
at Science City of Munoz Pag-Asa Gymnasium. Ms. Rosie Juego Sabiniano, CLGOO of the
DILG and Mr. Jefferson G. Ongoco, Head, City Planning Development office were the
speakers on the said orientation.
The goals of the barangay Bottom up Budgeting (BUB) were: the use of the BUB process
in the barangay; participation of citizens on planning and budgeting of barangay programs
and projects; ensuring that the plan of government is according to the needs of the citizens
of the barangay; decrease the effect of poverty; active participation of community on
implementation of the project; and strengthen the barangay as frontline agency of
government.
Compliance to Barangay Full Disclosure Policy (BFDC), presence of Barangay
Development Plan, conduct of barangay assembly and capacity to implement the project
were the selection criteria.
The Sangguniang Barangay (SB), Civil Society Organization (CSO) and Barangay
Development Council (BDC) were responsible for identifying the priority projects needed.
The priority areas for the project development plan were economic services, agricultural
services, environmental Services, social Services, general public services and full security.
