MEMORANDUM OF

UNDERSTANDING
on

Renewable Energy and


Climate Change Initiatives
between

The Government of Manitoba


and

The Government of Alberta


(HEREINAFTER JOINTLY REFERRED TO AS THE PARTICIPANTS)

Whereas Alberta and Manitoba have committed to further cooperation on the shared
goals of greenhouse gas emissions reductions, energy efficiency, and renewable energy
development including hydroelectricity;

Whereas Alberta and Manitoba agree on the importance of improving integration of


electrical grids through western Canada to increase economic opportunities, improve
energy reliability and continue the transition to a lower-carbon economy;

Whereas Alberta and Manitoba have differences in their electricity markets and
systems, and both jurisdictions see a need to review whether there are any unnecessary
barriers to the movement of electricity across Canada;

Whereas Alberta and Manitoba recognize that discussions of the expansion of electrical
grids through western Canada should include Saskatchewan;

Whereas reliability and sustainability in Canadas energy supply are key elements of
the Canadian Energy Strategy, co-led by Alberta, Manitoba, Newfoundland and
Labrador, and New Brunswick; and

Whereas through cooperation and a coordinated approach, governments can better


address the challenges and opportunities related to sustainable energy development and
building a resilient green economy that ultimately benefits all Canadians;

Alberta and Manitoba therefore understand as follows:

PURPOSE:
The purpose of this Memorandum of Understanding is to confirm the commitments
between the jurisdictions to share information and best practices related to strengths
in their respective provinces, as well as developing cooperative measures where
appropriate.

RENEWABLE ENERGY AND CLIMATE CHANGE


PRIORITIES FOR ALBERTA-MANITOBA COOPERATION:
For the period identified in this Memorandum of Understanding Alberta and Manitoba
have identified that priority areas shall include, but are not limited to the following:
a) Energy efficiency and conservation programs
b) Increased renewable energy
c) Greenhouse gas emission reduction policies
d) Energy innovation and clean technologies
e) Improved electrical grid integration
f) Reducing or eliminating off-grid communities dependence on electrical generation
from diesel

COORDINATION AND IMPLEMENTATION:


1) An Alberta Manitoba Steering Committee, co-chaired by the Deputy Ministers of
Alberta Energy and Environment and Parks and the Deputy Ministers of
Manitoba Municipal Government and Conservation and Water Stewardship, will
be responsible for ensuring the intent of the Memorandum of Understanding is
fulfilled and for recommending any subsequent actions to Ministers.
2) The Steering Committee will recommend management procedures for the
implementation of the agreement.
3) The establishment of the Memorandum of Understanding comes into effect on the
8th day of January 2016 and shall terminate on the 1st day of January 2019. The
Memorandum of Understanding may be renewed or amended by mutual consent of
the parties.
