Rein, Lisa. "Millennials Exit the Federal Workforce as Government Jobs Lose Their Allure." The
Washington Post. Fred Ryan, 15 Dec. 2014. Web. 31 Aug. 2015.
This article, written by the Washington Post illustrates the importance of youth
employment in government. Because this issue is fairly neutral, the Washington Posts liberal
bias will not affect the articles reliability. Using employment data after the election of Barack
Obama and a personal statement by a former millennial government worker, they conclude that
there is a problem within federal government. Since it is well known that the majority of people
working within federal government aren't millennials already, them leaving is a sign that
something is wrong. Millennials are a diverse and technologically literate workforce that are
currently being underutilized by the federal government. I plan to use this source as an example
for the need of young people in government. Since my project is to get a law passed, this article
will help me address the issue of young people struggling to be active in their communities.

Chao, Eileen. "Residents Want to Continue Recycling Program."Maui News. Joe Bradley, 13 Jan.
2015. Web. 11 Sept. 2015.
This Maui News article describes an important issue that is directly related to my project.
The Maui News is a fairly reliable news company that focuses on relaying important local
information to the residents of Maui. Some articles are clearly biased while others are not. This

Owen 2
article discusses the cancellation of a recent recycling program. Since my project is focusing
directly on the disposal of green waste in Maui, this article talking about the need for better trash
disposal is exactly what I need to formulate a strong argument for the need of recycling resources
in Maui. This addresses the specific area of concern for which I am trying to get a law passed.

Brenner, Hugh. "Residents Want To Continue Recycling Program." Maui News. Joe Bradley, 21
May 2015. Web. 9 Sept. 2015.
This written letter from a concerned citizen is direct evidence that the green waste
disposal in Maui is lacking. The letter is very biased and is using fairly strong wording to get the
point across that dissolving the green waste disposal program was a terrible idea. Several big
issues were discussed in this letter, the biggest one being the illegal disposal of green waste in
the gulches. I plan to use that fact that this letter was written when green waste disposal was
dismissed as being too costly, much like it is today, to better hammer across that this topic cannot
be ignored. Better disposal of green waste has to be implemented and I plan to use this letter to
emphasize both the environments and citizens need for it.

Stark, Jeff. "ZERO WASTE MAUI -- Why has the County given up on recycling goals?" Zero
Waste Maui. May 2015. Web. 15 Sept. 2015.
This is a website created by the Zero Waste Maui campaign organization. This source has
a direct link to the issue that I plan on solving when at my internship. This website is obviously
bias towards the recyclable effort in Maui. Zero Waste Maui is focusing on the actions that can
be taken to further reduce the amount of solid waste. The existence of such a campaign is also a
clear sign that both solid and green waste is becoming an issue in Maui and something has to be

Owen 3
done. I will most likely use this website and its corresponding campaign to further emphasize the
need for proper waste disposal in Maui. When researching and drafting the initial bill, I will cite
and source more personal sites like this to make my point clear.

Osher, Wendy. "Maui Now: Clogged Stream Sends Flood Waters to Maui Meadows Home."
Maui Now. N.p., 30 July 2013. Web. 22 Sept. 2015.
Maui Now is a small news site dedicated to reporting all things Maui related. The writing
is neat and clean albeit a little short in length. It is fairly reliable as much of its Maui-centric
information comes from actual Maui citizens. There is no clear bias as it is pretty short and
factual. There is no embellishment or noticeable favoring of one side or the other. This particular
news story is a great supporting argument for the bill I will be writing. It talks about how a home
was almost flooded because the storm drains were clogged from green waste. Had there been a
law in place preventing green waste disposal in the storm drains, this disaster could have been
prevented. I will be using this news story to support my law that prevents the use of storm drains
and green waste disposals.

Goode, David. Stormwater Management Plan. DPW Engineering Division. Maui County
Conference Room, Wailuku HI. 12 September 2015. Budget Proposal
I recently attended a county meeting discussing the issue with storm water runoff. The
presentation given during the meeting was delivered by a chairman and engineer of the waste
management department of Maui county. The presentation was divided into more than 15
different sections, each describing reasonings project proposals for better regulation of
stormwater management. This information is most likely to be a little biased as the person

Owen 4
advocating for it directly benefits from it. The engineer that aided in the presentation is
responsible for the assessment of the waste management departments efficiency when dealing
with situations like these. Since I physically attended the meeting myself, I got to talk with some
people on the committee board who are responsible for the funding of projects like these. Talking
to them, I gained good insight as to what it will take to get a law drafted and passed by them.

University of Hawaii Sea Grant Extension Service, and County of Maui Planning Department.
Beach Management Plan for Maui. Kihei: Department of Land and Resources, 28 Oct.
2002. PDF.
This government issued PDF is a complete and total summary of coastal erosion
statistics, actions, and plans. Created by the same people that I am shadowing at the county
office, this report is very unbiased. It is factual and accurate and it would gain nothing from
being biased one way or the other. The interactive PDF contains a great amount of information,
the most useful of which is the impressive number of statistics and data to help create my bill.
Since the law I am trying to pass deals with stormwater runoff, its effects on the ocean and its
reefs is an important factor that cant be ignored. This will be an important document to use
when citing and referencing the stormwater runoffs effect on the ocean and consequently, the
lucrative tourism industry.
Surfrider Foundation "Water Quality Monitoring Program." State of Beach Water Quality Report.
Surfrider Foundation, 22 June 2015. Web. 11 Nov. 1.
This document is a comprehensive report detailing everything related to the sanitation
and quality of water in Hawaii, with a focus on Maui and its actions taken to prevent more
pollution. This document was written by the surfrider foundation, a non-profit organization that

Owen 5
focuses on the state and health of the worlds beaches and oceans. The report has data regarding
the water quality of every island, including Kauai. This document appears to be very unbiased as
it uses only government sources and its own research to assess the health of Hawaiis beaches.
This document will be very helpful during the study phase of my law. I will need several reliable,
unbiased sources to help cite and explain my bill.

Piniak, Greg. "Sediment Impacts on Reef Corals in Maui, Hawai'i." Sediment Impacts on Reef
Corals in Maui, Hawai'i. USA.gov, Nov. 2004. Web. 13 Nov. 2015.
This is a brief but dense article that talks about the impacts of the stormwater and
terrestrial runoff on Mauis coral reefs. Written by an associate of the United States Geological
Survey, this article is very scientific in its explanation of sedimental runoff in our coral reefs. The
article also contains pictures showing the several experiments done on the coral to further
explain the runoff waters effect on the ocean. This article will be very useful when writing my
law to better regulate the usage of storm water drains. This scientific article explains and shows
the real impact of improper stormwater drain regulation.

Misc. "Water Quality Archives." Maui Tomorrow. Maui Tomorrow, 28 Aug. 2014. Web. 30 Oct.
2015.
This final source is a categorical archive of every water/beach/reef related issue in Maui.
All of the articles were commissioned and published by the Maui Tomorrow Foundation, a nonprofit dedicated to promoting responsible land use, planning, community design, and sustainable
growth in Maui. The articles included in this archive cover every water related topic, ranging
from stormwater runoff impacts to articles reporting the efficiency of Mauis waste management

Owen 6
systems. The articles within this archive will most likely contain some bias but for the most part
it is dedicated to accurate and ethical news reporting. I will using the archive a lot to help find
more research topics and focuses for my bill. An effective law affects many things for the better
and this source will aid in finding more positive impacts of a stormwater runoff bill.
